Νέες αποκαλύψεις πριν από την τελική επίθεση κατά της Ελλάδας το 2010

Ερμηνεία των νέων δηλώσεων του πρώην "αφεντικού" της Deutsche Bank, Γιόζεφ Άκερμαν

Ο πρώην επικεφαλής της Deutsche Bank, Γιόζεφ Άκερμαν, αποκάλυψε ότι η Γερμανική τράπεζα είχε προτείνει τον Φεβρουάριο του 2010 ένα σχέδιο πολλών δισεκατομμυρίων για την δανειακή στήριξη της Ελλάδας:

“Σε συνέντευξή του στο 'Βήμα της Κυριακής' ο πρώην επικεφαλής της Deutsche Bank, Γιόζεφ Άκερμαν, επιβεβαίωσε ότι, το 2010, όταν τα spreads των ελληνικών ομολόγων ήταν σε βιώσιμα επίπεδα είχε προτείνει ένα σχέδιο στήριξης με στόχο να δώσει πολύτιμο χρόνο στην ελληνική οικονομία να αντιμετωπίσει τα προβλήματά της, αλλά εκείνο δεν προχώρησε εξαιτίας της γερμανικής υποχώρησης.”

“Απαντώντας σε σχετική ερώτηση ο πρώην κεντρικός τραπεζίτης της Γερμανίας τονίζει ότι είχε παρουσιάσει τον Φεβρουάριο του 2010 στην Αθήνα στον τότε πρωθυπουργό, Γιώργο Παπανδρέου, το σχέδιο που προέβλεπε δανειακή στήριξη πολλών δισεκατομμυρίων με εμπλοκή της Deutsche Bank.”

“'Το σχέδιο αυτό είχε ως στόχο να κερδίσει πολύτιμο χρόνο για την Ελλάδα και να απαλύνει την κρίση του δημόσιου χρέους, όχι να την αποτρέψει εντελώς. Για την υλοποίησή του προέβλεπε στήριξη από τη γερμανική και τη γαλλική κυβέρνηση. Ωστόσο, καθώς οι διασώσεις τραπεζών (bail-out) ήταν ακόμη νωπές στο μυαλό των φορολογούμενων, μπροστά στις επερχόμενες σημαντικές εκλογές στη Γερμανία, το Βερολίνο εμφανίστηκε απρόθυμο να συμμετάσχει' σημείωσε.”


Άσχετα με τις δηλώσεις Άκερμαν, το ερώτημα είναι τι ανταλλάγματα ζήτησε η Deutsche Bank για το σχέδιο αυτό, δηλαδή με ποιους όρους και κάτω από ποιες προϋποθέσεις θα εφαρμόζονταν. Αξίζει να θυμηθούμε ότι η Goldman Sachs είχε προτείνει παρόμοια σχέδια στην Ελληνική κυβέρνηση το 2009 η οποία τα είχε αρνηθεί. Σχεδόν αμέσως άρχισε η επίθεση των οίκων αξιολόγησης με συνεχείς υποβαθμίσεις:

“Στα μέσα του Οκτωβρίου του 2009 η Goldman πρότεινε στην Ελλάδα τη χρήση ενός νέου χρηματιστηριακού προϊόντος το οποίο θα διευκόλυνε, σε σημαντικό βαθμό, την κάλυψη των τεράστιων δανειακών της αναγκών για το υπόλοιπο του 2009 και για το 2010, δεδομένου ότι στο διάστημα αυτό έληγαν παλαιότερα ομόλογα πολύ μεγάλης αξίας.”

“Στις πρώτες ημέρες του Νοεμβρίου μία αποστολή της Goldman έφτασε στην Αθήνα με σκοπό να μεταπείσει την ελληνική πλευρά και να κλείσει τη νέα συμφωνία χρηματιστηριακού δανεισμού, στην οποία περιλαμβάνονταν πρόταση για λήψη κεφαλαίων από την Τράπεζα της Κίνας με αντάλλαγμα μερίδιο στην ΕΤΕ αλλά και τον ΟΣΕ ...”

“Όσο οι διαπραγματεύσεις ήταν σε εξέλιξη η τιμή της ΕΤΕ στη Νέα Υόρκη άρχισε να αυξάνεται προκαλώντας άνοδο και στο ελληνικό χρηματιστήριο. Ταυτόχρονα σταμάτησε και η πίεση στην αγορά ομολόγων και CDS. Οι διαπραγματεύσεις δεν κατέληξαν σε συμφωνία με την ελληνική πλευρά να απορρίπτει την πρόταση Goldman οριστικά.”

“Την επομένη, σχεδόν, της απόρριψης της συμφωνίας καταγράφηκαν αθρόες πωλήσεις μετοχών της ΕΤΕ στο χρηματιστήριο της Νέας Υόρκης αλλά και μετοχών της ALPHA, της Eurobank και τελικά συνολικά του τραπεζικού κλάδου του ΧΑ, ενώ οι τιμές των CDS απογειώθηκαν, οι τιμές των ελληνικών ομολόγων βούλιαξαν και τα επιτόκια δανεισμού πήραν την ανιούσα οδηγώντας την Ελλάδα όλο και πιο κοντά στην αδυναμία αναχρηματοδότησης του χρέους της.”

“Στις 12 Δεκεμβρίου η Fitch προχώρησε σε νέα υποβάθμιση της πιστοληπτικής ικανότητας της Ελλάδας βαθμολογώντας την με BBB+ και οδηγώντας την έτσι εκτός Α εθνικής κατηγορίας στην αγορά ομολόγων, ενώ το χτύπημα έγινε ακόμη πιο σημαντικό καθώς η Fitch δήλωσε πως επόμενες υποβαθμίσεις ήταν πιθανές. Στο χορό των υποβαθμίσεων μπήκαν οι άλλοι δύο γίγαντες πιστοληπτικής αξιολόγησης, S&P και Moody’s, υποβαθμίζοντας την Ελλάδα μέσα στο Δεκέμβριο και προκαλώντας έτσι ένα γενικό ξεπούλημα των κρατικών ομολόγων της και πυροδοτώντας την απογείωση του κόστους δανεισμού της.”

“Ακολούθησε νέα υποβάθμιση της Ελλάδας, τον Απρίλιο του 2010, σε BBB- από τη Fitch, η οποία σήμανε και τυπικά τη χρηματοπιστωτική πτώχευση της χώρας προκαλώντας ένα νέο, βάναυσο, γύρο πωλήσεων των ελληνικών ομολόγων από επενδυτικά ταμεία σε ολόκληρο τον κόσμο αλλά και την κλιμάκωση του κερδοσκοπικού παιχνιδιού εις βάρος της.”

Σύμφωνα με τις δηλώσεις Άκερμαν, η πρόταση της Deutsche Bank έγινε τον Φεβρουάριο του 2010.

Στις 9 Απριλίου του 2010, η Fitch υποβάθμισε (όλως τυχαίως;) την πιστοληπτική ικανότητα της Ελλάδας σε BBB- από BBB+ που ήταν προηγουμένως. Στις 22 Απριλίου, η Moody’s υποβάθμισε (όλως τυχαίως;) την Ελλάδα σε A3 από Α2, ενώ στις 27 Απριλίου η Standard and Poor's υποβαθμίζει (όλως τυχαίως;) τα Ελληνικά ομόλογα στην κατηγορία "σκουπίδια". Μια μέρα αργότερα, στις 28 Απριλίου, η διαφορά απόδοσης μεταξύ του 10ετούς Ελληνικού ομολόγου και του αντίστοιχου Γερμανικού ξεπέρασε (όλως τυχαίως;) τις 1000 μονάδες βάσης. Μήπως ο λόγος για την τελική επίθεση κατά της Ελλάδας, ήταν το ότι η ίδια αρνήθηκε το "σχέδιο" της Deutsche Bank, όπως είχε γίνει και το 2009 με την Goldman Sachs; Αξίζει να υπενθυμίσουμε ότι και οι δύο αυτές υπερ-τράπεζες συνεχίζουν να βρίσκονται στην λίστα των βασικών διαπραγματευτών των εντόκων γραμματίων και ομολόγων του Ελληνικού δημοσίου και βάσει μιας εντελώς διάτρητης νομοθεσίας του Ελληνικού κράτους, έχουν το δικαίωμα συμμετοχής, ειδικών προνομίων, εποπτείας και ελέγχου πάνω στις διαδικασίες του Ελληνικού δημοσίου για άντληση ρευστότητας από τις διεθνείς αγορές: http://failedevolution.blogspot.gr/2012/08/blog-post.html

Όμως, όπως και να'χει, οι δηλώσεις Άκερμαν έχουν και μια άλλη αξία, γιατί φανερώνουν ολοκάθαρα ότι οι διασώσεις τραπεζών αποτελούν πρώτη προτεραιότητα για τους πολιτικούς σε σχέση με τις διασώσεις χωρών που περνάν σε δεύτερη μοίρα. Η Γερμανική κυβέρνηση, εν όψει εκλογών, σύμφωνα με τα λεγόμενά του, προτίμησε να μην βοηθήσει την Ελλάδα για να μην δυσαρεστήσει περισσότερο τους Γερμανούς φορολογούμενους. Όταν διέσωζε λοιπόν τις τράπεζες, φαίνεται ότι δεν νοιαζόταν και πολύ αν θα δυσαρεστηθούν.
