Βενεζουέλα: Διαβολική επανάληψη της ιστορίας 120 χρόνια μετά

Ως «αδιόρθωτο» και «απαίσιο» περιγράφουν οι New York Times, η New York Herald και το Associated Press τον ηγέτη της Βενεζουέλας. Ο τελευταίος «απεχθάνεται τις πιο ιερές αξίες των πολιτισμένων εθνών», γράφουν τα δυτικά ΜΜΕ που υποστηρίζουν τον φιλελεύθερο «επαναστάτη», ο οποίος προσπαθεί να εξουδετερώσει τον «τύραννο». Ο τελευταίος είναι ο πλέον μισητός στον δυτικό κόσμο, το κράτος του, αν και πλούσιο σε πόρους, είναι υπερχρεωμένο, η διακυβέρνηση της χώρας διεκδικείται από έναν επαναστάτη που έχει συγκεντρώσει έναν στρατό και βαδίζει προς το Καράκας.

Ο Λευκός Οίκος ήταν έτοιμος να στείλει στόλο, καθώς οι Ευρωπαίοι είχαν τραβήξει πολύ το σχοινί. Ακόμα και τα ΜΜΕ της περιόδου εκείνης αποκάλυπταν καλύτερα τον κύκλο συμφερόντων από σήμερα. Μεγάλη μερίδα του διεθνούς Τύπου στάθηκε απέναντι στη διπλωματία των κανονιοφόρων και στην επέμβαση, αντίθετα με σήμερα. Ο Λευκός Οίκος μόλις είδε ότι οι Ευρωπαίοι γίνονταν επικίνδυνα πιεστικοί επενέβη καθώς θεώρησε ότι ίσως να πατούσαν πόδι στο δυτικό ημισφαίριο, μια εξέλιξη πάση θυσία απευκταία.

Τελικά οι δύο πλευρές έφτασαν σε συμφωνία βάσει της οποίας οι Ευρωπαίοι θα άρμεγαν το 30% των εσόδων της Βενεζουέλας από τα δύο σημαντικότερα λιμάνια της, το La Guaira και το Puerto Cabello. Το Διεθνές Δικαστήριο της Χάγης δικαίωσε τις Μεγάλες Δυνάμεις ως προς την προτιμησιακή μεταχείριση των αιτημάτων τους από τη Βενεζουέλα. Το σημαντικότερο είναι ότι η επέμβαση των Ευρωπαίων νομιμοποίησε την παρεμβατική πολιτική των ΗΠΑ στη Λατινική Αμερική. Μέχρι τότε, με το Δόγμα Μονρόε απαγόρευαν την ευρωπαϊκή επέμβαση στο δυτικό ημισφαίριο. Εκείνη η κρίση όμως άλλαξε τα δεδομένα για την Ουάσινγκτον προς το καλύτερο. Οι ΗΠΑ χρησιμοποίησαν τη Βενεζουέλα, ώστε να δημιουργηθεί ένα προηγούμενο νομιμοποιημένης παρέμβασης.

Βάσει του νέου δόγματος του προέδρου Ρούσβελτ (Roosevelt Corollary), οι ΗΠΑ πλέον θα είχαν το δικαίωμα να παρεμβαίνουν στις οικονομικές υποθέσεις των κρατών της Καραϊβικής και της Κεντρική Αμερικής αν τα τελευταία δεν μπορούσαν να αποπληρώσουν το εξωτερικό τους χρέος, προκειμένου να αποκλείσουν τυχόν ευρωπαϊκή παρέμβαση.

Ο Κάστρο προσπάθησε να δημιουργήσει ένα συγκεντρωτικό κράτος, θέτοντας για πρώτη φορά τα θεμέλια ενός εθνικού κεντρικού στρατού. Προφανώς διέθετε όλα εκείνα τα χαρακτηριστικά του αυταρχικού και υπερσυγκεντρωτικού τοπικού ηγέτη, αλλά όλες του οι πολιτικές είχαν κοινό παρανομαστή την αντίσταση στην εξωτερική εξάρτηση. Τελικά οι μεγάλες δυνάμεις βρήκαν έναν απροσδόκητο σύμμαχο: Την κακή του υγεία. Ο Τσιπριάνο, το 1908 θα έπρεπε να μεταβεί επειγόντως στην Ευρώπη για να νοσηλευτεί, καθώς αντιμετώπιζε σοβαρά προβλήματα υγείας. Αυτό ήταν.

Οι Ευρωπαίοι φρόντισαν να μην επιστρέψει ποτέ καθυστερώντας τη διαδικασία της επιστροφής του στη χώρα του. Έτσι δόθηκε ο απαραίτητος χρόνος, την προεδρία της χώρας να υφαρπάξει ο άλλοτε πιστός στρατηγός του Κάστρο, ο Γκόμεζ. Ο νέος ηγέτης θα εξελισσόταν στον ιδανικό Βενεζουελάνο πρόεδρο όχι για τον λαό αλλά για τις ΗΠΑ, τους Ευρωπαίους και φυσικά τις πετρελαϊκές εταιρείες.
