Βενεζουέλα: Από το 2010 υπήρχαν σενάρια της αντιπολίτευσης για κατάρρευση του ηλ. Δικτύου

To Σεπτέμβριο του 2010, υπόμνημα προερχόμενο από έναν οργανισμό που χρηματοδοτείται από τις ΗΠΑ και ο οποίος συμμετείχε στην εκπαίδευση του επίδοξου πραξικοπηματία της Βενεζουέλας Χουάν Γκουαϊδό και των συνεργατών του χαρακτηρίζει την πιθανή κατάρρευση του ηλεκτρικού δικτύου της χώρας ως ένα «σημείο-ορόσημο» που θα «μπορούσε να προκαλέσει δημόσια αναταραχή σε τέτοια έκταση που θα ξεπερνούσε τις προσδοκίες μιας αντιπολιτευτικής ομάδας».

Το υπόμνημα αποκτά ιδιαίτερη σημασία σήμερα με τον Γκουαϊδό να κάνει κινήσεις ώστε να εκμεταλλευτεί τα μπλακ άουτ στη χώρα που οφείλονται σε πρόβλημα του Υδροηλεκτρικού Σταθμού Σιμόν Μπολίβαρ στο φράγμα Γκούρι – μια κρίση την οποία η κυβέρνηση της Βενεζουέλας αποδίδει σε σαμποτάζ των ΗΠΑ.

Το υπόμνημα προέρχεται από τον Σρτζα Πόποβιτς, επικεφαλής του Κέντρου Εφαρμοσμένων Μη Βίαιων Δράσεων και Στρατηγικών (CANVAS), μιας οργάνωσης με έδρα το Βελιγράδι που όπως αναφέρει έχει στόχο έχει την «προώθηση της δημοκρατίας». Ο οργανισμός, που χρηματοδοτείται από τη κυβέρνηση των ΗΠΑ, έχει εκπαιδεύσει χιλιάδες νέους ακτιβιστές σε χώρες όπου η Δύση στοχεύει σε μια αλλαγή καθεστώτος.

Αναφέρεται ότι αυτή η ομάδα φιλοξένησε τον Γκουαϊδό και άλλους ηγέτες του κόμματος του σε μια σειρά από εκπαιδευτικά προγράμματα, δημιουργώντας την «Γενιά του 2007» που στόχο είχε την υποδαύλιση της αντίστασης εναντίον του τότε πρόεδρου της Βενεζουέλας, Ούγκο Τσάβες, και το σαμποτάζ στα σχέδια αυτού για την εφαρμογή του «Σοσιαλισμού του 21ου αιώνα στη Βενεζουέλα».

Στο υπόμνημα του 2010, ο Πόποβιτς από τον οργανισμό CANVAS δήλωνε πως «σημείο-κλειδί για την αποδυνάμωση του Τσάβες θα ήταν η κατάρρευση του ηλεκτρικού τομέα». Ο Πόποβιτς χαρακτήρισε το Υδροηλεκτρικό Σταθμό Σιμόν Μπολίβαρ ως ένα σημείο τριβής, δίνοντας έμφαση στο ότι τα «επίπεδα του νερού στο φράγμα του Γκούρι υποχωρούν και ο Τσάβες έχει ελλιπώς καταφέρει να μειώσει την κατανάλωση επαρκώς ώστε να αντισταθμίσει την μειωμένη παραγωγή».

Με υποθέσεις πάνω στην «σοβαρή πιθανότητα ότι το 70% του ηλεκτρικού δικτύου της χώρας θα μπορούσε να πάθει μπλακ άουτ μέχρι τον Απρίλιο του 2010», ο αρχηγός του CANVAS δήλωσε ότι «μία ομάδα της αντιπολίτευσης θα αποτελέσει την καλύτερη λύση και θα εκμεταλλευτεί την κατάσταση στρέφοντας την εναντίον του Τσάβες και υπέρ των ίδιων».

Βλέποντας τώρα τα γεγονότα που συμβαίνουν αυτή τη στιγμή καταλαβαίνουμε ότι το σενάριο που σκιαγράφησε ο Πόποβιτς εξελίσσεται ακριβώς όπως το είχε φανταστεί.

Στις 7 Μαρτίου, μερικές μόνο μέρες αφού ο Γκουαϊδό είχε γυρίσει από τη Κολομβία, όπου συμμετείχε σε μία αποτυχημένη και βίαιη προσπάθεια να περάσει από τα σύνορα της Βενεζουέλας η ανθρωπιστική βοήθεια από τις ΗΠΑ στις 23 Φεβρουαρίου, ο Υδροηλεκτρικός Σταθμός Σιμόν Μπολίβαρ καταστράφηκε σε μεγάλο βαθμό με τρόπο που ακόμα παραμένει ανεξήγητος.

Αρκετές μέρες αργότερα και το ηλεκτρικό δίκτυο δεν έχει αποκατασταθεί ακόμα. Εντωμεταξύ ο Γκουαϊδό κάνει τα πάντα ώστε να «εκμεταλλευτεί τη κατάσταση και να τη στρέψει εναντίον» του Νικολάς Μαδούρο, ακριβώς με τον ίδιο τρόπο που οι συνεργάτες του παροτρύνονταν να κάνουν πριν από οχτώ χρόνια.
