H δεύτερη - και ίσως θανατηφόρα - δόση της θεραπείας σοκ

«Μία καινούργια κυβέρνηση έχει στη διάθεση της 6 με 9 μήνες για να επιβάλει μείζονες αλλαγές. Αν δεν αδράξει την ευκαιρία για να δράσει αποφασιστικά στη διάρκεια αυτής της περιόδου, δεν θα της προσφερθεί ξανά αυτή η ευκαιρία». Μίλτον Φρίντμαν

Δεν είναι τυχαίο ότι η κυβέρνηση Μητσοτάκη εφαρμόζει κατά γράμμα την οδηγία του γκουρού του παγκόσμιου νεοφιλελευθερισμού. Φυσικά για όλες τις εκλεγμένες κυβερνήσεις του κόσμου, ο «μήνας του μέλιτος» μετά την εκλογή τους, είναι η προσφορότερη περίοδος για να εφαρμόσουν το πρόγραμμα τους. Αλλά ο Φρίντμαν δεν αναφερόταν σε κανονικές κυβερνήσεις, αλλά στην κυβέρνηση που έχει στόχο, μέσα από μια θεραπεία σοκ, να «επιβάλλει μείζονες (νεοφιλελεύθερες) αλλαγές», εκμεταλλευόμενη μια συγκυρία που σπάνια εμφανίζεται. 

Η ειδική συγκυρία που σήμερα εκμεταλλεύεται η κυβέρνηση Μητσοτάκη, είναι ένας συνδυασμός πολλών παραγόντων. Πρώτον, του απρόσμενου, ακόμη και για την ΝΔ προεκλογικά, εκλογικού ποσοστού της με το οποίο κέρδισε άνετη κοινοβουλευτική πλειοψηφία καθώς και της επακόλουθης αμηχανίας της αξιωματικής αντιπολίτευσης.

Δεύτερον, της δεδηλωμένης πρόθεσης του «βαθέος συστήματος» της οικονομικής ολιγαρχίας και των οικογενειών που ελέγχουν την οικονομία και τη χώρα, να μην επιστρέψει ποτέ ξανά η αριστερά στην εξουσία. Όχι γιατί εφάρμοσε καμιά ριζοσπαστική πολιτική, αλλά γιατί «δεν έπαιξε μπάλα», όπως το σύστημα θέλει να κάνουν όλες οι ελληνικές κυβερνήσεις.  

Τρίτον, της σχεδόν απόλυτης κυριαρχίας της στα ΜΜΕ, τα οποία ούτε μπαίνουν στον κόπο να ελέγξουν την κυβέρνηση για τις πρωτοφανείς ενέργειες και τις ανακολουθίες της, από την παρουσία καραμπινάτων χουντικών στις γραμμές της ή την αντικατάσταση των δικαστικών που εξετάζουν τα οικονομικά σκάνδαλα μέχρι την κατάργηση όλων σχεδόν των ανεξάρτητων αρχών και την υπαγωγή τους σε ένα υδροκέφαλο, πανίσχυρο πρωθυπουργικό γραφείο.

Όταν ο Μίλτον Φρίντμαν ταξίδευε  από το Σικάγο στη Χιλή το 1975, μόλις δύο χρόνια μετά το βάρβαρο πραξικόπημα του Πινοσέτ,  για να τον συμβουλεύσει πως θα επιβάλλει «μείζονες αλλαγές» στην κοινωνία και το οικονομικό σύστημα της χώρας, ήξερε ότι δεν υπάρχει αντιπολίτευση. Όταν στην τελετή για την επέτειο για την αποκατάσταση της δημοκρατίας στην Ελλάδα, η ΕΡΤ «ξεχνάει» στο ρεπορτάζ της να αναφέρει καν ότι παρίστατο και ο αρχηγός της αξιωματικής αντιπολίτευσης, είναι σαν να μην υπάρχει αντιπολίτευση στη χώρα. 

Υπάρχει επιπλέον και ο παράγοντας του φόβου. Σε οποιαδήποτε προσπάθεια εφαρμογής ενός στυγνού νεοφιλελεύθερου μοντέλου, όπως αυτό που ήδη προανήγγειλε η ΝΔ με το σύστημα Πινοσέτ στο ασφαλιστικό ή την κατάργηση του 8ωρου και της πενθήμερης εργασίας, οι πολίτες πρέπει να φοβούνται. Πρέπει να υπάρχει σοκ και δέος. Η απόφαση του κ. Μητσοτάκη να επιμείνει στην πρόσληψη 1500 αστυνομικών ματαιώνοντας την πρόσληψη των εκπαιδευτικών που είχε αποφασίσει η προηγούμενη κυβέρνηση, δεν οφείλεται μόνο στη δημαγωγική εκμετάλλευση του αισθήματος ασφάλειας και της ανομίας, που βέβαια κακώς υποτιμήθηκε τα προηγούμενα χρόνια: οι πολίτες πρέπει να ξέρουν ότι αν αντισταθούν στα μέτρα που έρχονται, θα υποστούν σοβαρές συνέπειες. 

Όσο για τα μέτρα, είναι αυτά που εφαρμόζουν όλες οι κυβερνήσεις που ακολουθούν τις οδηγίες Φρίντμαν: ευρείες ιδιωτικοποιήσεις, μείωση ή διάλυση του κοινωνικού κράτους, απορρύθμιση των εργασιακών σχέσεων και του ασφαλιστικού συστήματος. Αυτό το νέο καθεστώς του οποίου η δημιουργία βρίσκεται σε εξέλιξη θα στηρίζεται ιδεολογικά στο τρίπτυχο πατρίς -θρησκεία - οικογένεια, όπως έχουν δείξει οι δηλώσεις της θεούσας υπουργού Παιδείας, το λιβάνισμα της νέας εξουσίας από τους ιεράρχες (με το αζημίωτο φυσικά αφού έρχονται και μπίζνες) ή και οι εξαγγελίες για την πιθανή χρηματοδότηση των γυναικών που θα γεννούν πριν από τα 30 τους, γεγονός που θα διευκολυνθεί αν, σε ένα ακόμη εκσυγχρονιστικό μέτρο, απαγορευτούν και οι αμβλώσεις. (Από το τρίπτυχο, στην πατρίδα έχουν κάποιο πρόβλημα με το Μακεδονικό, αλλά κάτι θα βρουν και για αυτό). 

Παραγνωρίζοντας ότι άλλο κράτος και άλλο επιχείρηση, η χώρα θα κυβερνάται σαν μια εταιρεία ή καλύτερα οι εταιρείες θα κυβερνούν τη χώρα, αναλαμβάνοντας με την μορφή του outsourcing βασικές δημόσιες λειτουργίες. «Σε κάθε χώρα όπου εφαρμόστηκαν οι πολιτικές της σχολής του Σικάγου τα τελευταία 30 χρόνια», σημειώνει η Νάομι Κλάιν στο εξαιρετικό βιβλίο της «Το δόγμα του σοκ», «αυτό που προέκυψε ήταν μια κραταιά συμμαχία ανάμεσα σε μια δράκα πανίσχυρων εταιρειών και σε μια τάξη πλούσιων πολιτικών - με τις διαχωριστικές θέσεις ανάμεσα στις δύο ομάδες να είναι εξαιρετικά δυσδιάκριτες και διαρκώς μετακινούμενες». Το βλέπουμε ήδη, με επικεφαλής εταιρειών security να αναλαμβάνουν την ΕΥΠ, τον σύμβουλο της εταιρείας που χτίζει το Ελληνικό να αναλαμβάνει υφυπουργός αρμόδιος για… το Ελληνικό και τον Περιφερειακό Διευθυντή Νοτιοανατολικής Ευρώπης της Google να ορκίζεται υφυπουργός Ψηφιακής Διακυβέρνησης αρμόδιος για τα θέματα ψηφιακής στρατηγικής! 


Όταν ο κ. Βορίδης έκανε πέρυσι μυστηριωδώς λόγο, για αλλαγές στο κράτος και τους θεσμούς που θα αποτρέψουν μια για πάντα την επιστροφή της «ελαττωματικής» αριστεράς στην εξουσία, εννοούσε ακριβώς μια τέτοια ριζική αλλαγή  της οικονομίας και της κοινωνίας αλλά και των κανόνων της ηθικής στην πολιτική, που από την μεταπολίτευση και έπειτα σεβόταν και η ελληνική κεντροδεξιά. Η πρώτη δόση της θεραπείας σοκ εφαρμόστηκε στην ελληνική κοινωνία με τη χρεοκοπία του 2009 και τα βίαια μέτρα που ακολούθησαν. Αλλά η θεραπεία δεν ολοκληρώθηκε γιατί ο ασθενής αντέδρασε. Η δεύτερη θα χορηγηθεί τώρα. Αν δεν αντιδράσουμε, σπάζοντας το φόβο και οργανώνοντας αντιστάσεις, χωρίς πολλές ομφαλοσκοπήσεις και τη γνώριμη αριστερή εσωστρέφεια, ίσως αποδειχθεί θανατηφόρα.
