Ο κλοιός της νεοφιλελεύθερης δικτατορίας σφίγγει γύρω και από τη Βενεζουέλα

Ενδείξεις ότι οι Αμερικανοί ετοιμάζουν ένα πραξικόπημα τύπου Χιλής

Ο Νίκολας Μαντούρο κέρδισε τις προεδρικές εκλογές της Βενεζουέλας οριακά τον Απρίλιο, ένα αποτέλεσμα που η κυβέρνηση των ΗΠΑ εξακολουθεί να μην αναγνωρίζει. Οι διαδηλώσεις της αντιπολίτευσης εξαπλώθηκαν γρήγορα, με αποτέλεσμα να σκοτωθούν 13 άτομα. Τώρα η κυβέρνησή του έχει μπροστά της τις δημοτικές εκλογές στις 8 Δεκεμβρίου και η υποκινούμενη κοινωνική αναταραχή έχει επιστρέψει. Παρά το γεγονός ότι οι δημοσκοπήσεις ήταν ευνοϊκές, η εμπιστοσύνη που χαρακτήρισε τις προεκλογικές εκστρατείες του προκάτοχου του, εκλιπόντος Ούγκο Τσάβες, δεν υπάρχει πια.

Οι δυνάμεις της αντιπολίτευσης έχουν χρησιμοποιήσει την αποσταθεροποίηση για να κατηγορήσουν τις κυβερνήσεις Τσάβες και Μαντούρο ως δυσλειτουργικές. Ισχυρές δυνάμεις εντός και εκτός Βενεζουέλας στοχοποίησαν τον Τσάβες – καθοδηγητή του Μπολιβαρικού κινήματος – εξαιτίας του καθοριστικού του ρόλου στην ευρύτερη ενότητα της Ηπείρου και στην κοινωνική δικαιοσύνη. Υπάρχει μια ευρύτερη πεποίθηση ότι η Αμερικανική κυβέρνηση ενθάρρυνε το αποτυχημένο πραξικόπημα της Δεξιάς το 2002 και την επακόλουθη αποδιοργάνωση της βιομηχανίας πετρελαίου της Βενεζουέλας.

Η δικηγόρος Eva Golinger, Βενεζουελανικής-Αμερικανικής καταγωγής, ανακάλυψε ένα σενάριο για το τι συμβαίνει τώρα. H Golinger, γνωστή για τις αναφορές της σχετικά με τις Αμερικανικές χορηγίες σε ομάδες της Βενεζουελανικής αντιπολίτευσης, προτίθεται να δημοσιεύσει ένα έγγραφο που περιγράφει τις προετοιμασίες της αντιπολίτευσης για τις δημοτικές εκλογές. Αποκαλύφθηκε στους Russian Times με τίτλο “Βενεζουελανικό Στρατηγικό Σχέδιο”. Τα 15 “σημεία δράσης” του σχεδίου περιλαμβάνουν “μαζικές κινητοποιήσεις”, ελλείψεις τροφίμων, “εξέγερση μέσα στο στρατό” και έλεγχο της δημοσιότητας. Οι συγγραφείς προβλέπουν “κρίση στους δρόμους που διευκολύνει την παρέμβαση της Βορείου Αμερικής και των δυνάμεων του ΝΑΤΟ, με υποστήριξη από την κυβέρνηση της Κολομβίας.” Η επακόλουθη “βία πρέπει να προκαλέσει θανάτους και τραυματισμούς.”

Σύμφωνα με την Golinger, το σχέδιο προέκυψε από ένα meeting στις 13 Ιουνίου του 2013, στο οποίο συμμετείχαν ο Mark Feierstein, περιφερειακός διευθυντής της Αμερικανικής Υπηρεσίας για τη Διεθνή Ανάπτυξη και εκπρόσωποι τριών άλλων οργανισμών: της FTI Consulting με έδρα την Φλόριντα, το “Center for Thought Foundation”, που συνδέεται με τον πρώην πρόεδρο [της Κολομβίας], Alvaro Uribe και του Αμερικανικού Ιδρύματος Δημοκρατικού Διεθνισμού, που προωθείται από τον Uribe.

Οι ομάδες της αντιπολίτευσης που χρηματοδοτούνται από τις ΗΠΑ, διαδηλώνουν στους δρόμους της Βενεζουέλας και επιβάλουν ελλείψεις σε καταναλωτικά αγαθά. Για τον Jose Vicente Rangel, αντιπρόεδρο επί κυβέρνησης Τσάβες, οι επιδρομές τους σε εργοστάσια παραγωγής ηλεκτρικής ενέργειας, στις αστικές υπηρεσίες μεταφορών και στα διυλιστήρια πετρελαίου, είναι από τη φύση τους τρομοκρατικές. Στα καταστήματα υπάρχουν σοβαρές ελλείψεις σε γάλα, κλωστοϋφαντουργικά προϊόντα, ζάχαρη, υποδήματα, ηλεκτρονικό εξοπλισμό και άλλα. Η κυβέρνηση κατηγορεί τους εισαγωγείς και τους διανομείς λιανικής για απόκρυψη προϊόντων. Οι τιμές λιανικής έχουν εκτοξευθεί.

Η κυβέρνηση πουλάει δολάρια που κερδίζει από τις πωλήσεις πετρελαίου με σταθερό επιτόκιο στις εταιρίες εισαγωγής. Οι εισαγωγείς πωλούν τα αγαθά που αγοράζουν με δολάρια σε εμπόρους λιανικής, οι οποίοι τα χρεώνουν με υπερβολικές τιμές που καταβάλλονται σε υποτιμημένα Bolivars, το εθνικό νόμισμα. Ο πληθωρισμός έχει ανέβει στο 54 τοις εκατό το 2013. Η διαφυγή δολαρίων εκτός της χώρας και η πώλησή τους στη μαύρη αγορά, συμβάλλουν στον πληθωρισμό. Οι εκπρόσωποι της κυβέρνησης καταδικάζουν την αισχροκέρδεια, την κερδοσκοπία και την απόκρυψη κερδών.

Τα ΜΜΕ της Βενεζουέλας, της Ευρώπης και των ΗΠΑ, προβάλλουν ιστορίες λαϊκής απογοήτευσης, ακόμα και θυμού. Οι υποστηρικτές του Μαντούρο ανησυχούν καθώς θυμούνται τη δυσφορία που υπήρχε στην Χιλή πριν από το, υποστηριζόμενο από τις ΗΠΑ, πραξικόπημα, που καθαίρεσε τον πρόεδρο Σαλβαντόρ Αλιέντε το 1973. Η προεδρία Νίξον ήθελε η οικονομία της Χιλής “να κάνει πάταγο”. Μια δήλωση από 45 υψηλόβαθμους απόστρατους αξιωματικούς της Βενεζουέλας που καλούν σε στρατιωτική επέμβαση, δείχνει που έχουν φτάσει τα πράγματα αυτή τη στιγμή.

Ο Μαντούρο ανακοίνωσε τη δημιουργία ενός Εθνικού Κέντρου Εξωτερικού Εμπορίου που θα ρυθμίζει το ξένο συνάλλαγμα και θα ελέγχει την εισαγωγή και διανομή ξένων νομισμάτων. Η κυβέρνηση του ψάχνει έναν τρόπο για να ενεργοποιήσει προσωρινά ένα νόμο που θα έθετε όρια στην αποκομιδή κερδών και στην κερδοσκοπία. Επειδή η αλυσίδα ηλεκτρικών συσκευών Daka πωλούσε προϊόντα σε τιμές 1200 τοις εκατό πάνω από το κόστος εισαγωγής, η κυβέρνηση κατέλαβε τα καταστήματα της στις 8 Νοεμβρίου, για να διασφαλίσει μια “δίκαιη τιμή”. Ο Μαντούρο ζητά από τους καταναλωτές να επιδείξουν “ευσυνειδησία, υπομονή και ηρεμία εν αναμονή της σταθεροποίησης των τιμών”. Η κυβέρνηση επεκτείνει το δημοφιλές της πρόγραμμα Mercal, ένα σύστημα παντοπωλείων που προωθεί επιδοτούμενα προϊόντα διατροφής.

Ο οικονομολόγος Mark Weisbrot είναι αισιόδοξος. Το 2012, τα έσοδα από το πετρέλαιο έφτασαν τα 93,6 δισ. δολάρια, ενώ τα 59,3 δισ. ξοδεύτηκαν σε εισαγωγές. Οι πληρωμές τόκων εξωτερικού χρέους ήταν σχετικά χαμηλές. Τα συναλλαγματικά αποθέματα αυτή τη στιγμή αγγίζουν τα 37 δισ. δολάρια. Γι'αυτό, “ η κυβέρνηση αυτή δεν πρόκειται να ξεμείνει ποτέ από δολάρια.” Το γεγονός ότι η πτώση του πληθωρισμού το 2012 συνέπεσε με την άνοδο της οικονομίας κατά 5,7 τοις εκατό, είναι ένα ευνοϊκό σημάδι, όπως λέει. Και “το ποσοστό της φτώχιας μειώθηκε κατά 20% στη Βενεζουέλα το περασμένο έτος.”

Τα έγγραφα της NSA που παρουσιάστηκαν πρόσφατα στους NY Times, με γενναιόδωρη παραχώρηση από τον Edward Snowden, ανέδειξαν τη Βενεζουέλα ως έναν από τους έξι “διαρκείς στόχους” ηλεκτρονικών υποκλοπών το 2007. (Οι άλλοι ήταν οι Κίνα, Βόρεια Κορέα, Ιράν, Ιράκ και Ρωσία). Ο στρατηγικός στόχος τότε – πιθανώς και τώρα – ήταν να αποτραπεί η Βενεζουέλα “να επιτύχει τον στόχο της περιφερειακής ηγεμονίας και την υλοποίηση πολιτικών που επιδρούν αρνητικά στα παγκόσμια Αμερικανικά συμφέροντα.”

Η κυβέρνηση Μαντούρο, απέλασε πρόσφατα τρεις Αμερικανούς διπλωμάτες με την κατηγορία ότι συνωμότησαν με ομάδες της αντιπολίτευσης με πρόθεση να επιφέρουν αποσταθεροποίηση. Καμία από τις δύο χώρες δεν έχει στείλει πρεσβευτή στην άλλη, εδώ και τρία χρόνια.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’

There is so much misinformation in mainstream corporate media about recent events in Nicaragua that it is a pity that Mary Ellsberg’s article for Pulse has added to it with a seemingly leftish critique.
