Η ιδιωτικοποίηση των νοσοκομείων ηττήθηκε στη Μαδρίτη


Ο περιφερειακός πρωθυπουργός της Μαδρίτης, Ignacio González, ανακοίνωσε ότι θα εγκαταλείψει οποιαδήποτε περαιτέρω σχέδια να αναθέσει το μάνατζμεντ έξι νοσοκομείων σε ιδιωτικές εταιρίες, καθώς το περιφερειακό ανώτατο δικαστήριο απέρριψε την άρση της προηγούμενης απόρριψης του προγράμματος, που θα μπορούσε να θέσει σε κίνδυνο πάνω από 3.000 θέσεις εργασίας. Ο González, μέλος του Συντηρητικού κόμματος (PP), είπε ότι παρόλο που το μοντέλο διοίκησης που προτείνει είναι νόμιμο, υποχωρεί λόγω της "απρόβλεπτης εξέλιξης που προκλήθηκε από το Δικαστήριο".

Επίσης, ο περιφερειακός υπουργός υγείας Javier Fernández Lasquetty, ένα από τα κορυφαία στελέχη των συντηρητικών στα δημοσιονομικά στη Μαδρίτη, παραιτήθηκε, καθώς παραδέχθηκε την "αποτυχία" του. Για τους προκάτοχους του Lasquetty, Juan José Güemes και Manuel Lamela, καθώς και για έναν αριθμό πρώην περιφερειακών αξιωματούχων στον τομέα της υγείας, διεξάγεται έρευνα για πιθανή διαφθορά κατά την διαδικασία των προσφορών, καθώς και οι δύο πρώην υπουργοί εργάζονται τώρα για τις ίδιες εταιρίες που ανταμείφθηκαν κατά τη συγκεκριμένη διαδικασία.

Το περασμένο καλοκαίρι, η κυβέρνηση González, που ξόδεψε το 45% του προϋπολογισμού για την υγεία, έδωσε τον έλεγχο αυτών των νοσοκομείων σε τρεις ιδιωτικές εταιρείες μάνατζμεντ, λέγοντας ότι αυτό θα γλίτωνε τους φορολογούμενους από ένα ποσό που ισοδυναμεί με 710 εκατομμύρια ευρώ το χρόνο. Η κριτική απέναντι σ'αυτό ήταν ότι το νέο μάνατζμεντ θα εξοικονομούσε αυτά τα χρήματα χρεώνοντας τους ασθενείς για τις υπηρεσίες του, ή, παρέχοντας υπηρεσίες κατώτερης ποιότητας.

Το εθνικό σύστημα υγείας της Ισπανίας, που είναι αποκεντρωμένο και το διαχειρίζονται οι περιφερειακές κυβερνήσεις, είναι ανοιχτό για όποιον ψάχνει μια θέση εργασίας. Θεωρείται το πιο αποδοτικό σύστημα στην Ευρώπη με βάση την κατάταξη του Bloomberg. Σε μια έρευνα που έγινε από την Δρ. Helena Legido-Quigley επισημαίνεται ότι οι δημόσιες δαπάνες για την υγεία στην Ισπανία ανέρχονται στο 7% του ΑΕΠ, σε αντίθεση με τον μέσο όρο 7.6% στην Ευρωπαϊκή Ένωση.

Στη Μαδρίτη, ο Ignacio González και ο προκάτοχος του Esperanza Aguirre, ο οποίος δηλώνει θαυμαστής της Μάργκαρετ Θάτσερ, προσπάθησαν για χρόνια να τερματίσουν τη δωρεάν ιατρική περίθαλψη, με μικρή επιτυχία στην αντιμετώπιση των νομικών εμποδίων του συστήματος. Το περασμένο καλοκαίρι, ένας περιφερειακός νόμος που καθόριζε την πληρωμή ενός ευρώ για κάθε ιατρική συνταγή, απορρίφθηκε από το Συνταγματικό Δικαστήριο. Κατά τη διάρκεια της θητείας του Aguirre, οι γιατροί της Μαδρίτης αναγκάζονταν να δίνουν "ενημερωτικούς" λογαριασμούς του νοσοκομείου στους ασθενείς, κάτι που η αντιπολίτευση εξέλαβε ως ένα πρώτο βήμα προς την ιδιωτικοποίηση.

Η Ισπανική κυβέρνηση, επίσης υπό την ηγεσία του Λαϊκού Κόμματος, δέχεται μεγάλη πίεση από την Τρόικα (ΔΝΤ, Ευρωπαϊκή Επιτροπή και Ευρωπαϊκή Κεντρική Τράπεζα) να μειώσει τις δαπάνες και να εφαρμόσει περισσότερη λιτότητα. Ο πρωθυπουργός Μαριάνο Ραχόι ακολούθησε τις συμβουλές τους και εφάρμοσε ορισμένα μεμονωμένα μέτρα, ελαχιστοποιώντας την καθολική ιατρική περίθαλψη και αφήνοντας πολλές ομάδες εκτός του συστήματος υγείας, όπως ανθρώπους άνω των 26 ετών που δεν είχαν δουλέψει ποτέ, ή, απόδημους που είχαν φύγει στο εξωτερικό.

Το 2013, πάνω από 700.000 άνθρωποι έμειναν χωρίς κάρτα υγείας. Η μεγαλύτερη ομάδα που επηρεάστηκε από αυτές τις αλλαγές είναι οι μη καταγεγραμμένοι μετανάστες, που δεν μπορούν τώρα να θεραπευτούν. Ορισμένες περιφέρειες αντέδρασαν στο νόμο και συνέχισαν να τους περιθάλπουν, αλλά στην υπόλοιπη χώρα, αυτά τα μέτρα έχουν ήδη συνέπειες: στην Μαγιόρκα, ο Alpha Pam, ένας 28χρονος Σενεγαλέζος μετανάστης με φυματίωση, πέθανε, καθώς το νοσοκομείο στο οποίο μεταφέρθηκε αρνήθηκε να τον περιθάλψει.

Η "λευκή παλίρροια" νίκησε

Όταν μαθεύτηκαν τα νέα για την οπισθοχώρηση του González, οι ακτιβιστές και οι επικεφαλής των εργαζομένων πανηγύρισαν. Ο Jesús Jaén, εκπρόσωπος της ένωσης Patusalud, δήλωσε ότι "αυτή ήταν μια μεγάλη νίκη των δρόμων". Σύμφωνα με το μεγαλύτερο σωματείο της Ισπανίας, CCOO, Επιτροπές Εργατών, "η ενότητα και ο συνεχής αγώνας ήταν τα κλειδιά για να σταματήσουν οι πολιτικές της κυβέρνησης που έθεταν τα συμφέροντα της πάνω από τα συμφέροντα των πολιτών".

Η Patricia Alonso, από την AFEM, την Ένωση Ιατρών Μαδρίτης, φέρεται να δήλωσε ότι "αυτό ήταν ένα επίτευγμα όλων, από την πρώτη μέρα της απεργίας οι πολίτες ήταν με το μέρος μας και μας ενθάρρυναν να συνεχίσουμε τον αγώνα, κάναμε δεκαπέντε διαδηλώσεις και χρησιμοποιήσαμε όλες τις νόμιμες διαδικασίες, δεν θα αφήναμε οποιονδήποτε να πουλήσει το σύστημα μας".

Από την πρώτη στιγμή που η κυβέρνηση της Μαδρίτης φλέρταρε με την ιδέα να αναθέσει την υγειονομική περίθαλψη σε τρίτους, οι επαγγελματίες γιατροί και χρήστες οργάνωσαν έναν αριθμό μαζικών διαδηλώσεων, με το όνομα “Marea blanca” ή "λευκή παλίρροια", ακολουθώντας την “Marea verde” ή "πράσινη παλίρροια" των δασκάλων, εργαζόμενων στην εκπαίδευση και γονέων κατά των ιδιωτικοποιήσεων των σχολείων. Το 2013 έγιναν πέντε απεργίες από οκτώ σωματεία στα περιφερειακά νοσοκομεία που απασχολούν 75.000 εργαζόμενους. Η AFEM ξεκίνησε επίσης μια νομική μάχη κατά της διαδικασίας προσφορών, ζητώντας τη δικαστική της αναθεώρηση τον Ιούνιο του 2013.

Οι διαδηλώσεις αποκτούν δυναμική

Η δικαστική απόφαση κατά των σχεδίων του Ignacio González, δεν ήταν η μοναδική πρόσφατη ήττα για τις μεγάλες επιχειρήσεις στην Ισπανία, όπου το Δεξιό Λαϊκό Κόμμα έχει την πλειοψηφία στο εθνικό κοινοβούλιο, καθώς και στις περισσότερες περιφέρειες και κυριότερες πόλεις. Σε όλη τη χώρα, το κίνημα συνελεύσεων PAH, ή Κίνημα των Θυμάτων Υποθηκεύσεων, έσωσε εκατοντάδες οικογένειες από εξώσεις, συχνά όντας αντιμέτωπο με την αστυνομία, ή σε άλλες περιπτώσεις προχωρώντας σε διαπραγματεύσεις με τις τράπεζες.

Στην πόλη Burgos της Καστίλλης, η εργατική συνοικία Gamonal έγινε πεδίο μαχών για τους διαδηλωτές κατά της κατασκευής μιας λεωφόρου που οι κάτοικοι φοβούνταν ότι χαλούσε την παραδοσιακή όψη της περιοχής. Παρόλο που ήταν ένα σχέδιο ενός τοπικού μεγαλοεργολάβου, κατόχου αρκετών ΜΜΕ και φίλου ενός πρώην πρωθυπουργού, οι κάτοικοι ανάγκασαν το δήμαρχο να υποχωρήσει και να ακυρώσει το σχέδιο, μετά από εφτά μέρες συνεχών διαδηλώσεων, τόσο στη Gamonal αλλά και στις κυριότερες πόλεις της Ισπανίας, με αποτέλεσμα την σύλληψη 100 περίπου διαδηλωτών.

Αυτές οι νίκες ήταν ενθαρρυντικές για τους ακτιβιστές και τα κοινωνικά κινήματα, που ετοιμάζουν ένα κύμα κινητοποιήσεων για την πέμπτη χρονιά της οικονομικής κρίσης. Θα είναι επίσης η τρίτη επέτειος των διαδηλώσεων της 15-M Sol κατά του δικομματικού καθεστώτος. Πολλοί αναρωτιόνται αν αυτά τα τρία χρόνια έχουν κάνει τους ανθρώπους να κουραστούν να βγαίνουν στους δρόμους, αλλά αν ακούσουμε τα πανηγυρικά άσματα των διαδηλωτών και ένα από τα πιο γνωστά σλόγκαν στα σόσιαλ μίντια σε όλη τη χώρα, το “sí se puede” στα Ισπανικά, ή, “we can do it” στα Αγγλικά, τι θα είναι είναι ικανοί να κάνουν στη συνέχεια;
