Η «σιωπηλή επανάσταση» των συνεταιρισμών νερού

“Οι συνεταιρισμοί νερού δεν είναι ένα μεμονωμένο τοπικό φαινόμενο. Αντίθετα, ευδοκιμούν σε χώρες με διάφορες περιβαλλοντικές και κοινωνικο-πολιτικο-οικονομικές συνθήκες, γεγονός που δείχνει την προσαρμοστικότητα τους. Χιλιάδες παραδείγματα αστικών ή αγροτικών συνεταιρισμών νερού υπάρχουν στις ΗΠΑ, τον Καναδά, τη Λατινική Αμερική (Χιλή, Κολομβία, Βραζιλία, Αργεντινή, Μεξικό και Βολιβία) και την Ευρώπη (Φινλανδία, Δανία, Αυστρία κλπ). Επιπλέον, οι συνεταιρισμοί νερού έχουν κερδίσει υψηλή βαθμολογία για την ικανοποίηση των πελατών και τις λειτουργικές επιδόσεις σε παγκόσμιο επίπεδο.”

“Παρά τον σημαντικό αριθμό επιτυχημένων συνεταιρισμών νερού σε παγκόσμιο επίπεδο, οι διεθνείς πολιτικές συζητήσεις τους έχουν παρακάμψει σε μεγάλο βαθμό. Επιπλέον, οι συνεταιρισμοί νερού έχουν αγνοηθεί σε μεγάλο βαθμό, τόσο στον τομέα της έρευνας όσο και της πολιτικής. Η συζήτηση έχει επικεντρωθεί στα συστήματα ιδιωτικής και δημόσιας ύδρευσης και αποχέτευσης αγνοώντας επιλογές που βασίζονται στην κοινότητα.” Αυτό συμβαίνει γιατί: “... οι συνεταιρισμοί νερού αποτελούν ένα εναλλακτικό μοντέλο για τη διαχείριση του νερού εκτός από το δημόσιο (κυβερνητικό ή δημοτικό) και ιδιωτικό μοντέλο, που δημιουργούνται και λειτουργούν «από τα κάτω» σε μη κερδοσκοπική βάση, είναι ανεξάρτητοι από οικονομικά και πολιτικά συμφέροντα, εξασφαλίζουν τη μέγιστη δυνατή δημοκρατική συμμετοχή των πολιτών και δεν αφήνουν μια ξεχωριστή θέση για αφεντικά του ιδιωτικού και του δημόσιου τομέα.”

“Η Αυστρία είναι μία από τις ευρωπαϊκές χώρες όπου η συνεταιριστική διαχείριση του νερού παίζει τον πιο σημαντικό ρόλο. Περισσότεροι από 5.000 συνεταιρισμοί νερού στη χώρα εξυπηρετούν τους πολίτες στις αγροτικές περιοχές. [...] Ο Wassergenossenschaft Gramastetten, με τα 569 μέλη του, είναι ένας από τους μεγαλύτερους συνεταιρισμούς νερού στην Αυστρία και ένα παράδειγμα μιας αυτόνομης, αυτοδιαχειριζόμενης και αποκεντρωμένης παροχής νερού με δημοκρατική διαχείριση του νερού και έντονα στοιχεία συμμετοχής (καθιστώντας σχεδόν κάθε νοικοκυριό μέλος). Οι αρχές της μη-κερδοσκοπικής και αλληλέγγυας συνεργασίας είναι ζωτικής σημασίας για τη λειτουργία του.”

“Η Δανία έχει μια μακρά παράδοση συνεταιρισμών νερού. Ούτε ένα υπουργείο στην κυβέρνηση της Δανίας είναι υπεύθυνο για την ύδρευση και την αποχέτευση, η οποία θεωρείται πρώτιστα μια αρμοδιότητα τοπικής διακυβέρνησης. Η παροχή νερού στη Δανία είναι ιδιαίτερα αποκεντρωμένη, με μεγάλα και μικρά έργα ύδρευσης που βρίσκονται σε όλη τη χώρα. Το 2001 υπήρχαν 2.740 «υπηρεσίες κοινής ωφελείας», εκ των οποίων στους δήμους ανήκαν 165 και 2.575 ανήκαν σε συνεταιρισμούς καταναλωτών.”

“Η Φινλανδία έχει επίσης μια μακρά παράδοση οργάνωσης των υπηρεσιών νερού μέσω συνεταιρισμών, ιδιαίτερα στις αγροτικές περιοχές, αλλά και σε μεγαλύτερες πόλεις. Σήμερα υπάρχουν περίπου 1.400 συνεταιρισμοί νερού στη χώρα που παρέχουν υπηρεσίες ύδρευσης και αυξανόμενες επίσης υπηρεσίες αποχέτευσης. Μια ερευνητική ομάδα του Tampere University of Technology χρησιμοποιώντας την ουσιαστική εμπειρία σε συνεταιρισμούς νερού και τα δεδομένα που συλλέχθηκαν με μια ποικιλία προγραμμάτων στη Φινλανδία συζητούν τα γενικά χαρακτηριστικά, την ποικιλομορφία και τους κύριους ενδιαφερόμενους των συνεταιρισμών νερού και τελικά, υποστηρίζουν ότι οι συνεταιρισμοί νερού έχουν μεγάλες δυνατότητες.”

“Σχεδόν 3.300 συνεταιρισμοί νερού στις ΗΠΑ είναι δομές κοινής ωφέλειας που ανήκουν σε καταναλωτές, δημιουργημένες για να παρέχουν ασφαλείς, αξιόπιστες και βιώσιμες υπηρεσίες νερού σε λογικό κόστος. Παρέχουν νερό πόσιμο, πυροπροστασίας και άρδευσης. Επιπλέον, πολλοί από αυτούς παρέχουν υπηρεσίες λυμάτων. Οι συνεταιρισμοί νερού είναι πιο συχνά σε ημιαστικές και αγροτικές περιοχές που βρίσκονται πολύ μακριά από τις δημοτικές εταιρείες ύδρευσης για παροχή υπηρεσιών. Οι περισσότεροι συνεταιρισμοί νερού είναι μικροί (εξυπηρετώντας 501 – 3.300 καταναλωτές) ή πολύ μικροί (εξυπηρετώντας λιγότερους από 500 καταναλωτές). 89% του πληθυσμού που εξυπηρετείται από δημόσια συστήματα νερού εξυπηρετείται είτε από δημόσιας ιδιοκτησίας, δημοτικής ή συνεταιριστικής ιδιοκτησίας σύστημα. Το υπόλοιπο 11% των Αμερικανών εξυπηρετούνται από ιδιωτικά συστήματα νερού. Μη κερδοσκοπικοί συνεταιρισμοί αποτελούν την πιο κοινή οργανωτική μορφή σε μικρές κοινότητες.”

“Στον Καναδά το συνεταιριστικό μοντέλο είναι πιο διαδεδομένο στις αγροτικές περιοχές. Υπάρχουν περίπου 200 συνεταιρισμοί ύδρευσης στον Καναδά, κυρίως στην Alberta, Manitoba και Quebec.”

“Στη Βραζιλία, το συνεταιριστικό μοντέλο εισήχθη με επιτυχία για την αγροτική ύδρευση και την αποχέτευση κατά τη διάρκεια της δεκαετίας του 1990.”

“Στο Μεξικό, στην επίσημα Ελεύθερη και Κυρίαρχη Πολιτεία Chiapas (μια από τις 31 ομοσπονδιακές πολιτείες), που διαιρείται σε 118 δήμους, οι συνεταιρισμοί είναι ο οικονομικός πυλώνας των Ζαπατίστας. Όλα είναι συνεταιρισμός με πολιτική που βασίζεται στην άμεση δημοκρατία, την εκπαίδευση στην αλληλέγγυα οικονομία και συλλογική ιδιοκτησία, την ενεργό συμμετοχή των πολλών στη ζωή της κοινότητας.”

“Στην Αργεντινή, περίπου το 10% του πληθυσμού εξυπηρετείται από συνεταιρισμούς. Στο Buenos Aires, μετά την αποχώρηση της εταιρείας Enron, ο συνεταιρισμός καταναλωτών και εργαζομένων διαχειρίζεται με επιτυχία την παροχή νερού. Μεταξύ αυτών των συνεταιρισμών είναι επίσης μια περίπτωση στο Δήμο Moreno στη Μητροπολιτική Περιοχή του Buenos Aires.”

“Στη Βολιβία, μεγάλες υπηρεσίες νερού σε αστικές περιοχές διαχειρίζονται συνεταιρισμοί υπό την κυριότητα των πελατών, όπως ο Συνεταιρισμός Saguapac στο κεντρικό τμήμα της πόλης της Santa Cruz de la Sierra. Αυτή είναι η μεγαλύτερη υπηρεσία ύδρευσης στον κόσμο, που λειτουργεί ως συνεταιρισμός (183.000 μέλη). Ο συνεταιρισμός ιδρύθηκε το 1979 και σήμερα, παρέχει υπηρεσίες νερού σε περίπου 871.000 κατοίκους (αν και ο συνολικός αστικός πληθυσμός της Santa Cruz είναι περίπου 1,5 εκατομμύριο). Σύμφωνα με μια μελέτη που διεξήχθη από την Corporación Andina de Fomento, η Santa Cruz de la Sierra έχει επιτυχία 99,3% στην ποιότητα του νερού, ένα από τα πιο καθαρά στη Λατινική Αμερική.
