Πλύση εγκεφάλου με την «έξοδο της Κύπρου»

Αποδεχθείτε μειώσεις συντάξεων, φόρους, απολύσεις και κάθε είδους μέτρο για να τελειώνετε όσο το δυνατόν γρηγορότερα με την επιτήρηση, το μήνυμα των «θεσμών». Ελλάδα, η μόνη χώρα εντός μνημονίου. Είναι όμως έτσι τα πράγματα;

Εντάξει το …πιάσαμε το υπονοούμενο!

Τα συγχαρητήρια για την Κύπρο έδωσαν και πήραν στην συνέντευξη τύπου που ευγενώς παραχώρησαν μετά την λήξη των εργασιών του Eurogroup οι Γέρουν Νταϊσελμπλουμ, Πιέρ Μοσκοβισι και Κλάους Ρέκλινγκ.

Τι καλή η Κύπρος, πόσο καλά τα κατάφερε η Κύπρος, επιτυχημένο το πρόγραμμα στην Κύπρο και άλλα τέτοια «λουλουδάτα». Ο λόγος; Το ότι «βγήκε από το μνημόνιο» κάτι που όπως τόνισαν δείχνει πώς τέτοιου είδους προγράμματα μπορούν να είναι επιτυχημένα.

Μάλλον οι «θεσμοί» πρέπει να άλλαξαν ριζικά γνώμη γιατί δεν θυμάται κανείς να έδειχναν τόση …συμπάθεια στους Κύπριους όταν αυτοί τους πήγαιναν κόντρα. Τότε, το 2012 που επιστράτευσαν ένα ωμό τραπεζικο-πολιτικό πραξικόπημα για να τους βάλουν το πιστόλι στον κρόταφο.

Πίσω από τα «συγχαρητήρια» στην Κύπρο, ήταν κάτι παραπάνω από εμφανής η … «ξινίλα» για την Ελλάδα. Μιας χώρας με τόσο δύστροπο λαό που δεν διευκολύνει τις εκάστοτε κυβερνήσεις να ολοκληρώσουν το μνημονιακό πρόγραμμα.

Άλλωστε ο Γ.Νταισελμπλουμ ήταν ξεκάθαρος ανακοινώνοντας την επιστροφή του «κουαρτέτου» στην Αθήνα: «Αν θέλουμε να ολοκληρώσουμε την αξιολόγηση και να εφαρμόσουμε όσα έχουν συμφωνηθεί πρέπει να γίνει περισσότερη δουλειά. Πρέπει να γίνει πραγματικά περισσότερη δουλειά, υπάρχουν δημοσιονομικά κενά που πρέπει να καλυφθούν και να γίνει εμβάθυνση σε ορισμένες μεταρρυθμίσεις».

Με απλά λογια: Περικοπές όλων των συντάξεων, αυξήσεις φόρων και μεγάλα πλεονάσματα για να πληρωθεί το χρέος. Αυτό το χρέος που ίσως κάποια στιγμή συζητήσουν την ελάφρυνσή του.

Μαζί με αυτά έχουμε και όλη την μνημονιακή αρθρογραφία περί της Ελλάδας που είναι η μόνη που δεν τελειώνει με το πρόγραμμα ακολουθώντας την Ιρλανδία, την Πορτογαλία και φυσικά την Κύπρο. Όπως επίσης και όλες τις μνημονιακές και νεομνημονιακές πολιτικές δυνάμεις που εύχονται να φτάσουμε στον πολυπόθητο αυτό στόχο.

Φυσικά ουδείς μπαίνει στο κόπο να προβάλλει ότι:

  • Το μνημόνιο που εφαρμόζεται στην Ελλάδα είναι το μόνο πρόγραμμα που έχει καταφέρει να «εξαφανίσει» το 25% του ΑΕΠ, να μειώσει τους μισθούς από 30 έως 50%, να δεκαπλασιάσει την ανεργία και να κάνει δύο ανακεφαλαιοποιήσεις τραπεζών με παράλληλη ισχύ των capital controls. Παντού όπου εφαρμόστηκαν μνημόνια είχαν σοβαρότατες κοινωνικές επιπτώσεις, καμία όμως δεν δημιούργησε οικονομική ζημία εφάμιλλη ενός πολέμου σε διάστημα μόλις 6 χρόνων.

  • Ότι οι χώρες που «βγήκαν» από τα μνημόνια όχι απλά αντιμετωπίζουν τα ίδια ακριβώς προβλήματα, παίρνουν εξίσου σκληρά μέτρα, αλλά έχουν και την ίδια ακριβώς …εποπτεία. Στην Πορτογαλία ο βασικός μισθός συνεχίζει να βρίσκεται κάτω από τα 500 ευρώ (όσο και στην Ελλάδα για τους νέους δηλαδή) και ο Τόμσεν και η παρέα του συνεχίζουν να ελέγχουν και να καταρτίζουν τους προϋπολογισμούς της.

  • H Κύπρος, όπως δήλωσε ο υπουργός των οικονομικών της, Χ.Γεωργιάδης, θα παραμείνει στους «ενισχυμένους κανόνες εποπτείας, θα πραγματοποιούνται δύο φορές το χρόνο οι μεταμνημονιακοί έλεγχοι (postp-programme surveillance), οι οποίοι θα συνεχιστούν μέχρι την εξόφληση του 75% του χρέους». Μάλιστα ήταν ξεκάθαρος λέγοντας πως «η ολοκλήρωση του προγράμματος δεν είναι το τέλος του δρόμου, αλλά είναι μια νέα αρχή για την περαιτέρω μεταρρύθμιση και εκσυγχρονισμό της κυπριακής οικονομίας».

Πολλά μπορεί να πει κανείς για τις ιδιαιτερότητες της ελληνικής οικονομίας και αυτά ακριβώς επικαλούνται οι «κυπριολόγοι» των ημερών. Η «καθυστέρηση» της Ελλάδας αποδίδεται στην …κακιά νοοτροπία των Ελλήνων, στην παραοικονομία, στην στρεβλή ανάπτυξη, στην κρατικοδίαιτη επιχειρηματικότητα. Λες και οι περισσότεροι από αυτούς που τα γράφουν δεν στήριξαν στο παρελθόν αυτές ακριβώς τις πρακτικές.

Μόνο που κανείς δεν μπορεί να αποκρύψει – σε όσους ενημερώνονται πραγματικά- τη πραγματικότητα: Αυτή που λέει πως ο «χρυσός κανόνας» της Ευρωζώνης περί ισοσκελισμένων προϋπολογισμών και σφιχτής νομισματικής πολιτικής είναι ένα οικονομικό πρόγραμμα που εφαρμόζεται και θα εφαρμόζεται σε όλες τις χώρες ανεξάρτητα από το αν είναι ή όχι σε μνημόνιο. Τα μνημόνια ίσως διασφαλίζουν για τους επιτηρητές έναν καλύτερο έλεγχο των ρυθμών εφαρμογής. Με μόνο στόχο την διασφάλιση της ανταγωνιστικότητας των ευρωπαϊκών επιχειρήσεων έναντι του παγκόσμιου ανταγωνισμού ή την διαμόρφωση ενός ευνοϊκού επενδυτικού περιβάλλοντος.

Η Γαλλία δεν βρίσκεται σε μνημόνιο. Αντιθέτως θεωρείται από τις ισχυρές χώρες της ευρωζώνης και της Ε.Ε. Διαβάστε όμως τι δήλωσε μόλις πριν λίγες ημέρες ο καθηγητής του Παντείου Πανεπιστημίου, Γιάννης Κουζής, όχι σε κάποια …«περιθωριακή» εκδήλωση, αλλά σε ημερίδα της Ευρω-ομάδας του ΣΥΡΙΖΑ για τις συλλογικές συμβάσεις: «Αυτές τις μέρες έχουμε μία σοβαρή σύγκρουση στην Γαλλία, όπου έχει κατατεθεί ένα νομοσχέδιο για τα θέματα της αγοράς εργασίας που εκτός από την περεταίρω διευκόλυνση των απολύσεων έχουμε και ένα προκλητικό μέτρο ώστε οι ανήλικοι - επαναλαμβάνω οι ανήλικοι- μαθητευόμενοι που αμείβονται με αμοιβές από 29 έως 53% του κατώτατου μισθού να μπορούν οι επιχειρήσεις να τους βάζουν να δουλεύουν ακόμη και 10 ώρες την ημέρα»…
