Ο πολιτισμός χάνεται όταν κοπεί το (δημόσιο) ρεύμα

Η παράδοση των επιχειρήσεων ηλεκτρικής ενέργειας σε ιδιώτες οδηγεί αναπόδραστα σε τρομακτικές αυξήσεις των τιμολογίων. Σε ορισμένες περιπτώσεις όμως η τιμή της κιλοβατώρας φτάνει να μετριέται σε αίμα.

Στις 19 Ιανουαρίου του 1969 η Τσεχοσλοβακία και ολόκληρο το «Ανατολικό μπλοκ» αποκτά έναν ήρωα. Ο φοιτητής Γιαν Πάλατς περιλούζεται με βενζίνη και βάζει φωτιά στον εαυτό του διαμαρτυρόμενος για την σοβιετική εισβολή και κατοχή της χώρας του. Τουλάχιστον τέσσερις δεκαετίες αργότερα οι βουλγαρικές εφημερίδες θα αρχίσουν να αποκαλούν «Γιαν Πάλατς» τους ανθρώπους που αυτοπυρπολούνται σε διάφορες πόλεις της Βουλγαρίας διαμαρτυρόμενοι για την οικονομική κατάσταση, στην οποία έφερε τη χώρα η πολιτική του ΔΝΤ και της ΕΕ σε συνδυασμό με τη διαφθορά διαδοχικών κυβερνήσεων. Ο πρώτος που θα σηκώσει τον τίτλο του «Βούλγαρου Πάλατς» είναι ο 36χρονος, Πλάμεν Γκοράνοβ, ο οποίος θα λουστεί με βενζίνη στην πόλη Βάρνα, την ημέρα που πραγματοποιείται η μεγαλύτερη διαδήλωση για τις αυξήσεις στα τιμολόγια του ηλεκτρικού ρεύματος.

Δεκάδες χιλιάδες διαδηλωτές είχαν κατευθυνθεί το ίδιο πρωινό στα γραφεία της εταιρείας Energo Pro, η οποία μετά την ιδιωτικοποίηση της παραγωγής και διανομής ενέργειας, επέβαλε εξοντωτικές αυξήσεις στην τιμή της κιλοβατώρας. Στις επόμενες ημέρες των κινητοποιήσεων τα τηλεοπτικά συνεργεία κατέγραφαν μια περίεργη εικόνα: ηλικιωμένοι κυκλοφορούσαν στους δρόμους κρατώντας στο ένα χέρι τη σύνταξή τους, που κυμαίνονταν στα 160 Λέβα (80 ευρώ) και στο άλλο λογαριασμούς του ηλεκτρικού που ξεπερνούσαν τα 110 λέβα.

Για αρκετούς φιλελεύθερους σχολιαστές, και πολύ περισσότερο για τα μέλη της ελληνικής κυβέρνησης που υποστηρίζουν ότι το ηλεκτρικό ρεύμα δεν είναι κοινωνικό αγαθό, και μόνο η αναφορά σε «Βούλγαρους Γιαν Πάλατς» αποτελεί ιεροσυλία για τις αρχές της ελευθερίας και της δημοκρατίας, που ώθησαν τον φοιτητή από την Τσεχοσλοβακία να δώσει τέλος στη ζωή του. Όσο για τις τηλεοπτικές εικόνες των συνταξιούχων, που συνέκριναν το εισόδημά τους με τα τιμολόγια του ηλεκτρικού, πρόκειται για λαϊκισμό του χειρίστου είδους.

Στην πραγματικότητα και οι δυο εικόνες επιβεβαιώνουν μια πραγματικότητα που οφείλει να γνωρίζει κάθε οικονομολόγος. Καταρχήν ότι το ηλεκτρικό ρεύμα είναι κοινωνικό αγαθό για το οποίο δεκάδες άνθρωποι έχουν δώσει τη ζωή τους όταν οι ιδιωτικοποιήσεις το καθιστούν απρόσιτο για τα χαμηλότερα εισοδηματικά στρώματα. Κατά δεύτερον ότι πρόκειται για ένα αγαθό που παρουσιάζει αυτό που οι οικονομολόγοι αποκαλούν χαμηλή ελαστικότητα ζήτησης – όπως συμβαίνει δηλαδή και με τα φάρμακα ή το φαγητό οι άνθρωποι θα συνεχίζουν να το καταναλώνουν σχεδόν στην ίδια ποσότητα ανεξαρτήτως της τιμής του. Και όσο μεγαλύτερο ποσοστό του εισοδήματός τους πρέπει να δαπανήσουν για το ηλεκτρικό τόσο πιθανότερο είναι ότι μια ημέρα θα κατέβουν στους δρόμους.

Αυτή η απλή παρατήρηση εξηγεί και το γιατί οι αυξήσεις των τιμολογίων, που ακολουθούν με μαθηματική ακρίβεια τις ιδιωτικοποιήσεις των επιχειρήσεων ηλεκτρισμού σε όλο τον πλανήτη, οδηγούν σε εξεγέρσεις σε χώρες του τρίτου κόσμου αλλά όχι και στις μητροπόλεις του σύγχρονου καπιταλισμού.

Οι κάτοικοι της Καλιφόρνιας δεν βγήκαν στους δρόμους όταν η απορύθμιση της αγοράς ενέργειας προκάλεσε αυξήσεις στην τιμή της κιλοβατώρας έως και κατά 1.000%. Στα σπίτια τους έμειναν όμως και οι Βρετανοί, παρά το γεγονός ότι το ξεπούλημα της αγγλικής ΔΕΗ από την Μάργκαρετ Θάτσερ κρατούσε τις τιμές στα ύψη ακόμη και όταν το κόστος των πρώτων υλών που χρησιμοποιούνταν στην ηλεκτροπαραγωγή μειώνονταν δραματικά. Η ιδιωτικοποίηση στη Βρετανία μπορεί να χαρακτηρίστηκε εθνική προδοσία, αφού η παραγωγή πέρασε εν πολλοίς στα χέρια της γαλλικής κρατικής εταιρείας EDF και τα νέα τιμολόγια έβαζαν φρένο στην ανάπτυξη της εθνικής οικονομίας αλλά δεν απειλούσε άμεσα την επιβίωση του μέσου νοικοκυριού.

Αντίθετα, σε χώρες όπως η Βουλγαρία (και σύντομα και η Ελλάδα) οι λογαριασμοί του ηλεκτρικού έφτασαν να αντιστοιχούν στο 25% -30% του μέσου μισθού ενώ σε περιπτώσεις συνταξιούχων ξεπερνούσαν και το 80% του εισοδήματος. Σε χώρες της Αφρικής όπως η Γουινέα, μετά τις ιδιωτικοποιήσεις που επέβαλε το ΔΝΤ και η Παγκόσμια Τράπεζα, ακολούθησαν αιματηρές συγκρούσεις με την αστυνομία καθώς χιλιάδες πολίτες αδυνατούσαν να πληρώσουν τους λογαριασμούς του ηλεκτρικού. Σε περιοχές της Ινδίας οι τιμές του ηλεκτρικού, που καθόριζαν ιδιωτικές εταιρείες, προκάλεσαν ορισμένες από τις σφοδρότερες συγκρούσεις των τελευταίων δεκαετιών

Ανάλογη ήταν η κατάσταση και στη Βραζιλία, τη χώρα που από τη δεκαετία του 1950 φημιζόταν ότι προσφέρει την φτηνότερη ηλεκτρική ενέργεια στον πλανήτη χάρη στα τεράστια υδροηλεκτρικά εργοστάσια που διέθετε. Μετά τις ιδιωτικοποιήσεις των αρχών της δεκαετίας του 90 η τιμή της κιλοβατώρας αυξήθηκε και πάλι κατά 1.000% αναγκάζοντας τους κατοίκους στις φαβέλες του Ριο και του Σάο Πάολο είτε να κλέβουν ρεύμα από το δίκτυο ή να επιστρέψουν σε μεσαιωνικού τύπου συνθήκες διαβίωσης.

Το χαρακτηριστικότερο παράδειγμα ιδιωτικοποίησης όμως που απέδειξε ότι το ηλεκτρικό ρεύμα είναι δικαίωμα το οποίο κάποιοι αποφασίζουν να στερήσουν από συγκεκριμένες ομάδες του πληθυσμού μας έρχεται από τη Νότια Αφρική. Στα χρόνια του ρατσιστικού καθεστώτος του Απαρτχάιντ οι κάτοικοι περιοχών όπως το Σοβέτο ήταν πρακτικά αποκλεισμένοι από την παροχή ηλεκτρικού ρεύματος. Μετά την αποφυλάκιση του Νέλσον Μαντέλα και την αναγνώριση των δικαιωμάτων του μαύρου πληθυσμού χιλιάδες οικογένειες στο Σοβέτο βρέθηκαν και πάλι αποκλεισμένες από την παροχή ηλεκτρικού – αυτή τη φορά γιατί δεν ήταν σε θέση να πληρώνουν τα όλο και πιο ακριβά τιμολόγια των ιδιωτικών εταιρειών. Ο «ρατσισμός» ήταν πλέον ταξικός και τα ίδια σπίτια παρέμεναν βυθισμένα στο σκοτάδι.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’

There is so much misinformation in mainstream corporate media about recent events in Nicaragua that it is a pity that Mary Ellsberg’s article for Pulse has added to it with a seemingly leftish critique. Ellsberg claims that recent articles, including from this website, often “ paint a picture of the crisis in Nicaragua that is dangerously misleading. ” Unfortunately, her own article does just that. It looks at the situation entirely from the perspective of those opposing Daniel Ortega’s government while whitewashing their malevolent behavior and downplaying the levels of US support they have relied on.
