Τα ρομπότ δεν χωρούν στον καπιταλισμό

Η απειλή την οποία επικαλέστηκε ο διοικητής της κεντρικής τράπεζας της Αγγλίας, Μαρκ Κάρνυ, ότι η έλευση των ρομπότ μπορεί να οδηγήσει στον κομμουνισμό, μιλώντας στη Σύνοδο του Καναδά για την Μεγέθυνση, τον Απρίλιο του 2018 εκ πρώτης όψεως φάνταζε υπερβολική αν όχι χοντροκομμένη και αυθαίρετη.

Διαβάζοντας όμως τη συλλογιστική του δύσκολα την απορρίπτεις. Το σκεπτικό του κεντρικού τραπεζίτη με προϋπηρεσία στην Goldman Sachs, ως είθισται, ξεκινούσε από την μαζική ανεργία και τη στασιμότητα των μισθών που θα επιφέρει η γενίκευση της αυτοματοποίησης (και την οποία ήδη παρατηρούμε). Και συνέχιζε: «Αν στη θέση της κλωστοϋφαντουργίας τοποθετήσεις τις πλατφόρμες, στη θέση των ατμομηχανών αυτοδιδασκόμενες μηχανές και στη θέση του τηλέγραφου το Twitter έχεις ακριβώς τις ίδιες δυναμικές που υπήρχαν πριν 150 χρόνια όταν ο Καρλ Μαρξ έγραφε το Κομμουνιστικό Μανιφέστο» είπε απευθυνόμενος στην παγκόσμια επιχειρηματική και πολιτική αφρόκρεμα.

Και συνέχισε να περιγραφεί τις αλλαγές που έχουν ήδη συντελεστεί στην παραγωγική διαδικασία με την είσοδο της τεχνητής νοημοσύνης: Οι νομικές εταιρείες χρησιμοποιούν ρομπότ και όχι μαθητευόμενους για να «χτενίζουν» έγγραφα όπως και οι τράπεζες στα τμήματα εξυπηρέτησης πελατών. Κι αν κάτι ενώνει όλες τις εργασιακές διαδικασίες που σχεδιάζονται εξ αρχής με τη βοήθεια της τεχνητής νοημοσύνης είναι ότι πλέον δεν απειλούνται μόνο οι χειρωνακτικές θέσεις εργασίας κι όσες χαρακτηρίζονταν από επανάληψη. Πλέον απειλούνται κι οι θέσεις διανοητικής και σύνθετης εργασίας, υψηλής ειδίκευσης.

Το 2018 για πρώτη φορά είδαν το φως της δημοσιότητας σειρά από αξιόπιστες έρευνες που επιχείρησαν να προβλέψουν τη μορφή των αλλαγών που θα επιφέρει στο χάρτη της εργασίας η είσοδος της ρομποτικής. Ενδιαφέρον ωστόσο έχουν και οι προτάσεις που κατατίθενται καθώς, μπροστά στην βιαιότητα των επικείμενων αλλαγών και τους κινδύνους που εγκυμονούνται, απορρίπτουν την ακολουθούμενη οικονομική πολιτική.

Εξαιρετικά διεισδυτική ήταν για παράδειγμα η ανάλυση της PwC, με τίτλο «Πραγματικά θα κλέψουν τις δουλειές μας τα ρομπότ;». Στις σελίδες της περιγράφονται τρία κύματα αλλαγών. Το πρώτο που το αποκαλεί αλγοριθμικό θα πραγματοποιηθεί στις αρχές της επόμενης δεκαετίας του 2020 και θα χαρακτηρίζεται από την αυτοματοποίηση απλών υπολογιστικών εργασιών και την ανάλυση δομημένων δεδομένων επηρεάζοντας τους τομείς που καθοδηγούνται από δεδομένα όπως οι χρηματοπιστωτικές υπηρεσίες.

Το δεύτερο κύμα που το αποκαλεί αυξητικό και θα κάνει την εμφάνιση του στα τέλη της δεκαετίας του ’20 θα χαρακτηρίζεται από τη δυναμική αλληλεπίδραση της τεχνολογίας με την υπαλληλική υποστήριξη και τη λήψη αποφάσεων. Θα περιλαμβάνει δε ρομποτικές εργασίες σε ημι-ελεγχόμενα περιβάλλοντα όπως κινούμενα αντικείμενα σε αποθήκες.

Τέλος, το τρίτο αυτόνομο κύμα θα χαρακτηρίζεται από την αυτοματοποίηση της φυσικής εργασίας και χειρωνακτικών δεξιοτήτων και την επίλυση προβλημάτων σε δυναμικές καταστάσεις πραγματικού κόσμου που απαιτούν υπεύθυνες πράξεις, όπως η μεταφορά και η κατασκευή.

Οι κλάδοι που θα πληρώσουν το μεγαλύτερο τίμημα από την είσοδο της ρομποτικής θα είναι ο χρηματοπιστωτικός βραχυπρόθεσμα και οι μεταφορές – μετακινήσεις μακροπρόθεσμα. Σημαντικά επίσης θα πληγούν η βιομηχανία και οι κατασκευές. Τον μικρότερο κίνδυνο διατρέχουν οι θέσεις εργασίας στην εκπαίδευση, την ανθρώπινη υγεία και την κοινωνική εργασία κι επίσης, τη φιλοξενία και την εστίαση.

Σε ό,τι αφορά στις χώρες, η επίδραση στις θέσεις εργασίας από την είσοδο της ρομποτικής ποικίλλει σημαντικά. Ο υψηλότερος κίνδυνος με ένα ποσοστό άνω του 40% των θέσεων εργασίας να απειλείται, παρατηρείται σε χώρες της ανατολικής Ευρώπης (Σλοβακία, Σλοβενία, Λιθουανία, Τσεχία, κλπ.) όπου η βιομηχανική παραγωγή απορροφά ένα μεγάλο μέρος του εργατικού δυναμικού.

Στο άλλο άκρο βρίσκονται χώρες όπως η Κορέα, η Φινλανδία, η Ελλάδα, η Ρωσία και η Ιαπωνία με ποσοστά εν δυνάμει τεχνολογικής υποκατάστασης της ζωντανής εργασίας γύρω στο 25%. Κοινό τους γνώριμα είναι το υψηλό εκπαιδευτικό επίπεδο. Για χώρες όπως η Αγγλία και οι ΗΠΑ όπου κυριαρχεί ο τομέας των υπηρεσιών κι η ανειδίκευτη εργασία προβλέπονται μέσα επίπεδα αυτοματοποίησης.

Σε ό,τι αφορά την Ελλάδα, πρέπει να πούμε ότι μπορεί να μη βρίσκεται στην πρώτη γραμμή του πυρός αλλά κι ένα 25% των υπαρχόντων θέσεων εργασίας να τεθεί σε κίνδυνο, πλάι στην ανεργία του 20%, θα δημιουργήσει σε τελική ανάλυση έναν εφεδρικό στρατό πολύ μεγαλύτερο από της Σλοβακίας και της Σλοβενίας.

Το μεγαλύτερο ωστόσο ενδιαφέρον στη συζήτηση γύρω από την αυτοματοποίηση συγκεντρώνει η πολιτική. Όπως ακριβώς ή και λιγότερο έστω ριζοσπαστικά προσέγγισε το θέμα ο διοικητής της κεντρικής τράπεζας της Αγγλίας. Κι εδώ διατυπώνονται πρωτότυπες σκέψεις, όπως για παράδειγμα έρευνα του αμερικανικού Ιδρύματος Ρούζβελτ που δόθηκε στη δημοσιότητα τον Ιούνιο του 2018, η οποία καταλήγει στη σύσταση να καταργήσουμε το … νεοφιλελευθερισμό. Συγκεκριμένα, προτείνει πολιτικές μεταρρυθμίσεις που μπορούν να εξασφαλίσουν ότι η οικονομική μεγέθυνση που θα προέλθει από την τεχνολογική μεταβολή θα ωφελήσει τους πάντες.

Το πρώτο μέτρο είναι πλήρης απασχόληση, που αναπόφευκτα θα προκαλέσει μια πιο «σφιχτή» αγορά εργασίας. Έτσι όμως κατά τον συγγραφέα οικονομολόγο Μαρκ Πολ θα ενθαρρυνθεί η τεχνολογική μεταβολή.

Δεύτερο, αναθεώρηση του δικαίου που περιβάλλει την πνευματική ιδιοκτησία, με τη μείωση της διάρκειας του καθεστώτος προστασίας. Κατά τον συγγραφέα, «οι νόμοι για την πνευματική ιδιοκτησία είναι η σημαντικότερη αιτία για την οποία η τεχνολογική πρόοδος σήμερα οξύνει τις ανισότητες».

Το τρίτο μέτρο που συστήνει είναι ισχυρότερη παρουσία της κυβέρνησης στη τεχνολογική πρόοδο μέσω κρατικών χρηματοδοτήσεων και δημιουργίας ερευνητικών κέντρων. Η επόμενη οδηγία είναι κι αυτή το ίδιο … αγαπητή στους νεοφιλελεύθερους με τις προηγούμενες: «Δημόσια ανώτερη εκπαίδευση και επαγγελματική κατάρτιση».

Μένοντας λοιπόν να αποδειχθεί αν τα ρομπότ θα φέρουν τον κομμουνισμό, κατά τον βρετανό κεντρικό τραπεζίτη, ή θα γκρεμίσουν τον νεοφιλελευθερισμό, κατά το ίδρυμα Ρούζβελτ, αυτό που κρατάμε είναι ότι δε χωρούν στον σημερινό καπιταλισμό…
