Οι ΗΠΑ υπέκυψαν στον κινέζικο δράκο

«Εάν δεν μπορείς να νικήσεις τον εχθρό σου, γίνε φίλος του» έλεγε ένα παλιό ρητό, το οποίο όπως φαίνεται αποφάσισε να εφαρμόσει η Ουάσιγκτον απέναντι στα σχέδια της Κίνας να ιδρύσει την Ασιατική Τράπεζα Επενδύσεων και Υποδομών (AIIB). Καθώς ένας μετά τον άλλο οι δυτικοί σύμμαχοι εγκαταλείπουν τις ΗΠΑ και σχηματίζουν ουρές για να συμμετέχουν ως ιδρυτικά μέλη στο κινεζικό εγχείρημα, ο Λευκός Οίκος αναγκάστηκε να αποδεχθεί εμμέσως τη δημόσια ταπείνωσή του και να τείνει χείρα φιλίας στο νέο θεσμό. «Θέλουμε να συγχρηματοδοτήσουμε νέα προγράμματα» έλεγε και ξανάλεγε ο Αμερικανός υφυπουργός οικονομικών Νάθαμ Σις, ο οποίος το προηγούμενο διάστημα απειλούσε θεούς και δαίμονες για να αποτρέψει τη συνεργασία δυτικών χωρών με τον «κινεζικό δράκο». Στο ίδιο μήκος κύματος και η Κριστίν Λαγκάρντ του ΔΝΤ, κάνοντας την ανάγκη φιλοτιμία, δήλωνε «πανευτυχής» που της δίνεται η ευκαιρία να συνεργαστεί με τη νέα τράπεζα επενδύσεων.

Η ΑΙΙΒ έρχεται να αμφισβητήσει την παντοκρατορία της Παγκόσμιας Τράπεζας και άλλων οργανισμών όπως το ΔΝΤ, που ελέγχονται από τις ΗΠΑ, αντανακλώντας παράλληλα τη μετατόπιση της παγκόσμιας παραγωγή από τις ΗΠΑ και την Ευρώπη στην Ασία. Οι περισσότεροι αναλυτές συμφωνούν ότι πέρα από τις άμεσες επιπτώσεις (χρηματοδότηση έργων που θα ενισχύουν τα κινεζικά εμπορικά και επιχειρηματικά συμφέροντα σε όλο τον κόσμο) η λειτουργία της τράπεζας θα προκαλέσει περαιτέρω από-δολαροποίηση της παγκόσμιας οικονομίας. Σε βάθος χρόνου, δηλαδή, η ικανότητα της αμερικανικής οικονομίας να καλύπτει τα γιγαντιαία χρέη της τυπώνοντας νόμισμα θα μειωθεί δραστικά, αποκαλύπτοντας τα πήλινα πόδια πάνω στα οποία στηρίζεται η οικονομία της. Αντίθετα η Κίνα έχει πλέον κάθε λόγο να ξαναζεστάνει τις εκτυπωτικές μηχανές – μεταξύ άλλων και για να διατηρήσει τους ρυθμούς ανάπτυξης της οικονομίας της πάνω από το 7%. Αν και η δημιουργία της τράπεζας σε πρώτη ανάγνωση δεν σχετίζεται με την σύγκρουση δολαρίου – γουάν, σε βάθος χρόνου η AIIB θα είναι ένα από τα ισχυρότερα όπλα του Πεκίνου στον επερχόμενο νομισματικό πόλεμο.

Σε αυτό το πλαίσιο η πρόταση των ΗΠΑ για «συνεργασία» με την AIIB δεν μπορεί να κρύψει την ανησυχία (κάποιοι μιλούν για πανικό) της αμερικανικής ελίτ, που συνειδητοποιεί ότι δεν μπορεί πλέον να παίξει το ρόλο του «χωροφύλακα» της παγκόσμιας οικονομικής αρχιτεκτονικής.

Το Διεθνές Νομισματικό Ταμείο και η Παγκόσμια Τράπεζα, δημιουργήθηκαν πριν από σχεδόν επτά δεκαετίες με τις συμφωνίες του Μπρέτον Γούντς, αντικατοπτρίζοντας την απόλυτη κυριαρχία της αμερικανικής οικονομίας μετά το δεύτερο παγκόσμιο πόλεμο. Η ισχύς των δυο συγκεκριμένων θεσμών επιβεβαιώθηκε και μετά την κατάρρευση της ΕΣΣΔ όταν εξυπηρέτησαν τη βασικότερη επιδίωξη της αμερικανικής εξωτερικής πολιτικής: να μην επιτραπεί η ανάδειξη ενός νέου πόλου εξουσίας που θα μπορούσε να απειλήσει το αμερικανικό imperium. Ήταν χαρακτηριστικό ότι μετά την οικονομική κρίση της Νοτιανατολικής Ασίας το 1997-1998, η Ουάσιγκτον άσκησε ασφυκτικές πιέσεις στην Ιαπωνία να μην προσφέρει στις καταρρέουσες οικονομίες της περιοχής 100 δισεκατομμύρια δολάρια καθώς αυτό θα καθιστούσε το Τόκιο αδιαμφισβήτητο οικονομικό επικυρίαρχο.

Σήμερα το βασικότερο πρόβλημα των Ηνωμένων πολιτειών είναι ότι για πρώτη φορά εδώ και δεκαετίες βρέθηκε εγκαταλελειμμένη σε οικονομικό επίπεδο από τους σημαντικότερους συμμάχους της στην Ευρώπη. Η Βρετανία του Ντέιβιντ Κάμερον έδωσε την πρώτη πισώπλατη «μαχαιριά», την περασμένη εβδομάδα, όταν ανακοίνωσε ότι θα συμμετέχει ως ιδρυτικό μέλος στην κινεζική τράπεζα. Και όταν ο βασικότερος χρηματοπιστωτικός σύμμαχος της Ουάσιγκτον «αυτομόλησε» χωρίς δεύτερη σκέψη στο απέναντι στρατόπεδο δεν υπήρχε πλέον τίποτα να σταματήσει τους περιστασιακούς συμμάχους, όπως η Γερμανία, η Γαλλία και η Ιταλία, που ανακοίνωσαν και αυτές της συμμετοχή τους στο ιδρυτικό σχήμα της νέας τράπεζας επενδύσεων. Τώρα ακόμη και χώρες όπως η Αυστραλία και η Νότια Κορέα, οι οποίες υπέκυψαν σε παλαιότερες πιέσεις των ΗΠΑ να μην συνεργαστούν με το Πεκίνο, αναγκάζονται να επανακαθορίσουν τη στάση τους καθώς κινδυνεύουν να χάσουν το τρένο της νέας ανάπτυξης. Τη θέση του μεγάλου ηττημένου στην περιοχή ενδέχεται να λάβει και πάλι η Ιαπωνία η οποία πληρώνει για πολλοστή φορά την απόλυτη πρόσδεσή της στο άρμα της αμερικανικής οικονομίας χωρίς να λαμβάνει τα απαιτούμενα ανταλλάγματα.

Τα επιχειρήματα που παρουσίασε η αμερικανική διπλωματία εναντίον της νέας τράπεζας κρίθηκαν από ανεπαρκή έως… αστεία. Η καταγγελία ότι η AIIB θα χαρακτηρίζεται από διαφθορά, θα στρέφεται εναντίον των δικαιωμάτων των εργαζομένων και θα προκαλεί τεράστια οικολογική καταστροφή μόνο σαν ανέκδοτο μπορεί να ακούγεται από μια χώρα σαν τις ΗΠΑ, η οποία προσφέρει πλήρη ασυλία στα σκάνδαλα των πολυεθνικών της και μεταφέρει εδώ και χρόνια την παραγωγή της στην Κίνα για να εκμεταλλευτεί τις απάνθρωπες συνθήκες εργασίας και τα χαμηλά ημερομίσθια. Αξίζει να σημειωθεί πάντως ότι ο αμερικανικός Τύπος έδωσε εμμέσως πλην σαφώς το μήνυμα σε περιβαλλοντικές ΜΚΟ να αμφισβητήσουν τα έργα που θα χρηματοδοτεί η νέα τράπεζα. «Ευχόμαστε οι μυριάδες ΜΚΟ που ασκούσαν κριτική στην Παγκόσμια Τράπεζα για την περιβαλλοντική της πολιτική να μην υπογράψουν λευκή επιταγή για την Κίνα» έγραφε προ ημερών η Washington Post… και ο νοών νοείτω.

Επί του παρόντος η κινεζική τράπεζα δεν μπορεί να αμφισβητήσει την πρωτοκαθεδρία των αμερικανικών θεσμών ούτε σε κεφαλαιακή επάρκεια ούτε σε τεχνογνωσία διαχείρισης κρίσεων και στήριξης επενδυτικών προγραμμάτων. Τα 50 δισεκατομμύρια δολάρια που θα έχει στη διάθεσή της είναι ασήμαντο ποσό τόσο σε σύγκριση με τα 160 δισεκατομμύρια της Ασιατικής Τράπεζας Ανάπτυξης (ADB), που ελέγχεται από την Ιαπωνία, και τα 500 δισεκατομμύρια που ελέγχει η Παγκόσμια Τράπεζα. Αν σκεφτεί όμως κανείς ότι το κινέζικο εγχείρημα ξεκινά με το ένα τρίτο των κεφαλαίων της ADB, η οποία χρειάστηκε πέντε δεκαετίες για να φτάσει σε αυτό επίπεδο, καταλαβαίνει ότι οι ισορροπίες μπορεί να ανατραπούν σε πολύ σύντομο χρονικό διάστημα.

Προς το παρόν ο αντίκτυπος της ίδρυσής της AIIB έχει κυρίως συμβολικό χαρακτήρα. Για όσους ξέρουν όμως να διαβάζουν τα σημεία των καιρών είναι ένα από τα πολλά μηνύματα που ίσως σηματοδοτήσουν το τέλος του λεγόμενου «αμερικανικού αιώνα».

Atlanta Police Violently Arrest Emory Students & Faculty to Clear Gaza Solidarity Encampment

Democracy Now!   As a wave of student protests against Israel’s war on Gaza continues to spread from coast to coast, schools and law enforcement have responded with increasing brutality to campus encampments.    One of the most violent police crackdowns took place at Emory University in Atlanta on Thursday, when local and state police swept onto the campus just hours after students had set up tents on the quad in protest against Israel’s war on Gaza as well as the planned police training center known as Cop City.    Police used tear gas and stun guns to break up the encampment as they wrestled people to the ground, and are accused of using rubber bullets. Yanis Varoufakis Banned from Germany as Berlin Police Raid & Shut Down Palestinian Conference

Democracy Now!   As Germany intensifies its crackdown on pro-Palestinian voices, Democracy Now! spoke with Greek economist and politician Yanis Varoufakis, one of the planned speakers at a conference in Berlin last weekend that was forcibly shut down by police. Pro-Palestinian Campus Encampments Spread Nationwide Amid Mass Arrests at Columbia, NYU & Yale
