Η «γαλλική άνοιξη»

Αν μια χώρα συμβολίζει άριστα το οικονομικό, κοινωνικό και πολιτικό αδιέξοδο της Ευρώπης, αυτή είναι η Γαλλία. Όμως σήμερα ένα αυθόρμητο κοινωνικό κίνημα ξεκινάει από τα κάτω συμπαρασύροντας συνδικάτα και κόμματα. Η «γαλλική άνοιξη», που δεν έλαβε χώρα το 2012, είναι γεγονός. Ένα χρόνο πριν από τις προεδρικές εκλογές, το ζητούμενο είναι πλέον το κατά πόσο η μαζική αντίσταση στην απορρύθμιση των εργασιακών και το κίνημα των πλατειών θα καταφέρει να αλλάξει τους πολιτικούς συσχετισμούς.

Ο «πόλεμος ενάντια στην τρομοκρατία»

Στη Γαλλία, όπως και σε όλη την ΕΕ, η παραίτηση της σοσιαλδημοκρατίας από την υπεράσπιση του κόσμου της εργασίας και η αδυναμία της Αριστεράς να προτάξει μια αξιόπιστη εναλλακτική πρόταση, έχει δημιουργήσει ένα πολιτικό κενό αντιπροσώπευσης των μεσαίων και λαϊκών στρωμάτων. Το κενό αυτό καλύπτεται πλέον από τη λαϊκιστική και ξενοφοβική δεξιά της Μαρίν Λεπέν. Οι τρομοκρατικές επιθέσεις του Παρισιού επιδείνωσαν την ήδη τεταμένη ατμόσφαιρα και φανέρωσαν βαθιά ρήγματα στο εσωτερικό της γαλλικής κοινωνίας.

Η κυβέρνηση των «σοσιαλιστών» – υπό τις επευφημίες της δεξιάς – με δικαιολογία τον «πόλεμο ενάντια στην τρομοκρατία» πέρασε τα πιο αντιδραστικά μέτρα των τελευταίων δεκαετιών: μονιμοποίηση του καθεστώτος έκτακτης ανάγκης με αυξημένες εξουσίες για τις δυνάμεις καταστολής, περιορισμό ατομικών και συλλογικών ελευθεριών, γενικευμένη παρακολούθηση του διαδικτύου κλπ. Το ίδιο συνέβη και στο προσφυγικό, όπου η Γαλλία συντάχθηκε ουσιαστικά με τη σκληρή γραμμή των χωρών του Βίζεγκραντ.

Λιτότητα και νεοφιλελεύθερες απορυθμίσεις

Στο οικονομικό μέτωπο, μετά από τέσσερα σχεδόν χρόνια στην εξουσία, ο Ολάντ και η κυβέρνηση του έχουν ενδώσει σε όλες τις επιταγές του μεγάλου κεφαλαίου. Οι νεοφιλελεύθερες απορυθμίσεις ακολουθούν η μία την άλλη: σκληρή λιτότητα και μειώσεις προσωπικού στο δημόσιο τομέα, άνοιγμα κλειστών επαγγελμάτων, άνοιγμα επιχειρήσεων τις Κυριακές, μαζικές φοροαπαλλαγές και μείωση εργοδοτικών εισφορών ύψους 40 δις.

Όμως η συνταγή τρόικας λάιτ που εφαρμόζεται δεν έχει καταφέρει να μειώσει ούτε την ανεργία, που παραμένει πάνω από το 10% του ενεργού πληθυσμού, ούτε το χρέος, ούτε βέβαια έχει βελτιώσει στο παραμικρό τις συνθήκες ζωής των εργαζομένων. Οι ρυθμοί ανάπτυξης είναι αναιμικοί, η αποβιομηχανοποίηση της χώρας συνεχίζεται, οι επενδύσεις στάσιμες και η αγοραστική δύναμη των Γάλλων μειώνεται συνεχώς.

Loi travail, η σταγόνα που ξεχείλισε το ποτήρι

Μέχρι σήμερα τα μέτρα λιτότητας πέρναγαν με ελάχιστο κόστος για την κυβέρνηση: κάποιες σποραδικές απεργίες, συγκεντρώσεις διαμαρτυρίας και διαφοροποιήσεις βουλευτών κάμφθηκαν με προεδρικά διατάγματα και μηντιακή προπαγάνδα. Οι αντίπαλοι του Ολάντ μέσα στο κόμμα, οι δυνάμεις της αριστεράς και τα συνδικάτα δεν κατάφεραν μέχρι τώρα ούτε να κινητοποιήσουν τον κόσμο, ούτε να βρουν μια ελάχιστη βάση συμφωνίας μεταξύ τους.

Το προσχέδιο του νόμου για τα εργασιακά (Loi travail) όμως έμελλε να γίνει η σταγόνα που ξεχείλισε το ποτήρι με τη συσσωρευμένη οργή των Γάλλων. Αντιγράφοντας λέξη προς λέξη τις προτάσεις των εργοδοτών, το νομοσχέδιο περιλαμβάνει διευκόλυνση των απολύσεων, καταρράκωση του δικτύου προστασίας των εργαζομένων και αύξηση του νόμιμου χρόνου εργασίας. Τα ανακλαστικά των κοινωνικών δυνάμεων λειτούργησαν αμέσως, γιατί όλοι κατάλαβαν τι θα σημάνει ο νόμος αυτός για τον κόσμο της εργασίας.

Το πολιτικό μάρκετινγκ στην υπηρεσία του κινήματος

Όμως η αντίδραση δεν ήρθε από εκεί που θα την περίμενε κανείς. 48 μόλις ώρες μετά την πρώτη διαρροή του νομοσχεδίου στον Τύπο στις 17 Φεβρουαρίου, μια ομάδα πολιτών έστησε έναν ιστότοπο ο οποίος εξηγεί με απλά λόγια τα μέτρα και τις επιπτώσεις τους για τους εργαζομένους. Η συλλογή υπογραφών που ακολούθησε στην πλατφόρμα Change.org γνώρισε τεράστια επιτυχία. Μέσα σε 15 μέρες πάνω από ένα εκατομμύριο πολίτες ζήτησαν την απόσυρση του νομοσχεδίου, κάτι πρωτόγνωρο για τη χώρα.

Ένα μαζικό κύμα αντίδρασης ενάντια στον νόμο εξαπλώθηκε στο διαδίκτυο γύρω από τα hashtag #onvautmieuxqueηa (αξίζουμε κάτι καλύτερο από αυτό) και #loitravail μέσω του οποίου χιλιάδες πολίτες, επί το πλείστον νέοι, μοιράζονται στο Τwitter και το YouTube τραυματικές εργασιακές εμπειρίες: καταπίεση, εκμετάλλευση, ανασφάλεια, χαμηλοί μισθοί και αβεβαιότητα για το μέλλον. Ό,τι δηλαδή χαρακτηρίζει την αγορά εργασίας σε όλη την Ευρώπη.

Οι πρωτεργάτες του διαδικτυακού αυτού κινήματος δεν είναι συνδικαλιστές ή αριστεριστές: οι περισσότεροι είναι απογοητευμένοι ψηφοφόροι του Ολάντ, μέρος των αστικών στρωμάτων με υψηλή μόρφωση και άριστη γνώση των κοινωνικών δικτύων και του ψηφιακού πολιτικού μάρκετινγκ. Η διαφορά είναι ότι για πρώτη φορά αυτό μπαίνει στην υπηρεσία ενός κοινωνικού κινήματος ενάντια στην κυρίαρχη ιδεολογία.

Πρωτοστατούσα νεολαία και «όρθιες νύχτες»

Τα συνδικάτα και τα κόμματα της αριστεράς βρέθηκαν απροετοίμαστα απέναντι σε αυτό το αυθόρμητο κίνημα και δεν μπορούσαν παρά να υποστηρίξουν την ιδέα για γενική απεργία και πορείες διαμαρτυρίας σε όλη τη χώρα στις 9 Μαρτίου. Είναι η πρώτη φορά που μια τέτοια πρωτοβουλία ξεκινά από απλούς πολίτες στο Facebook!

Μετά την τεράστια προσέλευση στην κινητοποίηση της 31ης Μαρτίου το κίνημα πήρε άλλη μορφή. Μερικές εκατοντάδες διαδηλωτές αποφάσισαν να μείνουν στην Πλας ντε λα Ρεπουμπλίκ στο κέντρο του Παρισιού, λίγες εκατοντάδες μέτρα από εκεί που έλαβαν χώρα οι τρομοκρατικές επιθέσεις του Νοεμβρίου. Η συγκέντρωση, η οποία βαφτίστηκε Nuit Debout (Όρθια νύχτα), είχε μεγάλη επιτυχία κι έγινε πόλος έλξης για όλο τον προοδευτικό κόσμο της πόλης.

Αμέσως η ιδέα υιοθετήθηκε από διάφορες συλλογικότητες σε δεκάδες πόλεις τις Γαλλίας. Χιλιάδες νέοι σε όλη τη χώρα συμμετέχουν πλέον κάθε βράδυ σε γενικές συνελεύσεις, αποφασίζουν δράσεις και νυχτερινές πορείες, οργανώνονται και σπάνε τον κλοιό της αδιαφορίας και της τρομολαγνείας. 
 
Αυτός είναι κι ο εφιάλτης για την κυβέρνηση, που γνωρίζει ότι η νεολαία είναι ιδιαίτερα δυναμική και κυρίως ανεξέλεγκτη και απρόβλεπτη. Όλοι θυμούνται την ιστορία του νόμου CPE (Contrat premiure embauche) του 2006 που θέσπιζε χαμηλότερες αμοιβές για τους νέους εργαζόμενους: ο τότε πρόεδρος Σιράκ αναγκάστηκε να τον πάρει πίσω λόγω της τεράστιας κινητοποίησης της νεολαίας ένα χρόνο πριν τις προεδρικές εκλογές του 2007. Αυτή ήταν και η τελευταία σημαντική νίκη του κοινωνικού και συνδικαλιστικού κινήματος στη Γαλλία. Και τότε όπως και τώρα μόλις έμπαινε άνοιξη.
