“Η υπερβολική λιτότητα σκότωσε γιατρούς και νοσοκόμες πριν στραφεί στους ασθενείς”

Ο Juan Pablo Bohoslavsky, ανεξάρτητος εμπειρογνώμονας του Ο.Η.Ε., δημοσίευσε και παρουσίασε πρόσφατα έκθεση για την σημερινή κατάσταση στην Ελλάδα, προκειμένου να γίνουν αντιληπτά τα αποτελέσματα που επέφερε το χρέος στην άσκηση των ανθρωπίνων δικαιωμάτων. To C.A.D.T.M. – Eπιτροπή για την Ακύρωση του Χρέους του Τρίτου κόσμου –συστήνει να λάβετε γνώση της εν λόγω έκθεσης, μέσα από τον σύνδεσμο A/HRC/31/60/Add.2 (Report of the Independent Expert on the effects of foreign debt and other related international financial obligations of States on the full enjoyment of human rights, particularly economic, social and cultural rights -Mission to Greece (έκθεση 29ης Φεβρουαρίου 2016).

Ο πίνακας εξέλιξης των δημοσίων δαπανών, στο διάστημα 2009 – 2013, είναι εξαιρετικά διαφωτιστικός. Στο σύνολό τους οι δαπάνες πέρασαν από128 Δις € σε 108 Δις €. Οι δαπάνες για την δημόσια υγεία μειώθηκαν κατά 42%, οι δαπάνες που σχετίζονται με την καταπολέμηση του κοινωνικού αποκλεισμού μειώθηκαν κατά 81%, ενώ οι δαπάνες που σχετίζονται με τα επιδόματα ανεργίας μειώθηκαν κατά 30%,παρόλο που ο αριθμός των ανέργων πολλαπλασιάστηκε επι 3. Όπως δήλωσε ο εμπειρογνώμονας του Ο.H.E.: “Η υπερβολική λιτότητα στον τομέα της δημόσιας υγείας σκότωσε κυριολεχτικά θεράποντες ιατρούς και νοσοκόμες, πριν στραφεί στους ασθενείς” (“the excessive austerity in the public health care sector literally killed first nurse and doctor before treating the patient”).

Ένας και μοναδικός τομέας δαπανών αυξήθηκε, εκείνος των οικονομικών υποθέσεων, πράγμα που οφείλεται στη διάσωση των τραπεζών. O εν λόγω τομέας αυξήθηκε κατά 116%. Θα πρέπει όμως να επισημανθεί εδώ, πως το μεγαλύτερο μέρος των πόρων που διατεθήκαν από την Τρόικα στην διάσωση των τραπεζών δεν πέρασαν στον κρατικό προϋπολογισµό, και κατά συνέπεια δεν εμφανίζονται στον παρακάτω πίνακα. Εάν το σύνολο των κρατικών κονδυλίων τα οποία χορηγήθηκαν στην Ελλάδα για την διάσωση των γαλλικών, γερμανικών και ελληνικών τραπεζών… συνυπολογίζονταν στον παρακάτω πίνακα, η αύξηση του τομέα οικονομικών υποθέσεων θα ήταν εξαιρετικά μεγαλύτερη. Aντιθέτως τα ποσά αυτά προκάλεσαν την μεγάλη αύξηση του δημοσίου χρέους της Ελλάδος, με το χρέος να γίνεται πλέον απαιτητό από τον ίδιο τον ελληνικό λαό.

Ένας πίνακας ο οποίος έρχεται να ενισχύσει με άκρως δραματικό τρόπο τα συμπεράσματα της έκθεσης λογιστικού ελέγχου του ελληνικού χρέους.
