Σε καθεστώς μνημονίου (ατύπως) και η Φινλανδία

Μια φωτογραφία θα μείνει χαραγμένη για πολύ καιρό στη συνείδηση των Φιλανδών. Είναι αυτή η οποία απαθανάτισε τον πρωθυπουργό Γιούχα Σίπιλα και τον υπουργό Οικονομικών Αλεξάντερ Στουμπ να αλληλοσυγχαίρονται μετά τη συμφωνία στην οποία κατέληξαν με τα συνδικάτα (ουσιαστικά, τους την επέβαλαν εκβιαστικά) και προβλέπει, ανάμεσα στα άλλα, δραστικές περικοπές στις δημόσιες κοινωνικές δαπάνες, όπως εκείνες που αφορούν στην εκπαίδευση και τα επιδόματα παιδιών, αύξηση των ωρών εργασίας και των ασφαλιστικών εισφορών, «πάγωμα» των μισθών και κατάργηση μιας σειράς επιπλέον παροχών, στις οποίες πιθανότατα θα περιλαμβάνεται και το μπόνους της καλοκαιρινής αδείας.

«Τα μέλη μας ενοχλήθηκαν πολύ. Ήταν σαν οι δυο τους να περιέπαιζαν τους εργαζόμενους και να έλεγαν: Τώρα μπορούμε να τους πατήσουμε κάτω», σχολίασε η επικεφαλής ενός από τα συνδικάτα που συμμετείχαν στις διαπραγματεύσεις. Άλλοι συνάδελφοί της προχώρησαν ακόμη περισσότερο, χαρακτηρίζοντας τη συγκεκριμένη φωτογραφία ως αδιαμφισβήτητο σύμβολο για το τέλος του μοντέλου της συναίνεσης που κυριαρχούσε στη χώρα τις προηγούμενες δεκαετίες (όπως, άλλωστε, σε όλες τις σκανδιναβικές χώρες), ανοίγοντας ένα κύκλο οικονομικής και πολιτικής αβεβαιότητας. Οι απεργίες και διαδηλώσεις που πυκνώνουν έρχονται να επιβεβαιώσουν ότι κάτι έχει αλλάξει στη Φινλανδία.

Βεβαίως, δεν επρόκειτο για κεραυνό εν αιθρία, αλλά για μια εξέλιξη που είχε ουσιαστικά προαναγγελθεί από τα γεγονότα των τελευταίων ετών και μηνών. Το παγκόσμιο Κραχ που εκδηλώθηκε το 2008 επιτάχυνε την κατάρρευση της εταιρείας που αποτελούσε τη «σημαία» της φινλανδικής οικονομίας, της Nokia, με συνολικό κόστος το οποίο υπολογίζεται ότι έφτασε στο 3% του ΑΕΠ της χώρας.

Το «κερασάκι στην τούρτα»

Σχεδόν ταυτόχρονα, βυθίστηκε σε κρίση και η βιομηχανία ξύλου, που αποτελούσε ένα ακόμη από τα πολύ δυνατά χαρτιά της Φινλανδίας, «κόβοντας» άλλο ένα 0,75% του ΑΕΠ. Σαν «κερασάκι στην τούρτα» ήρθε η συρρίκνωση των οικονομικών συναλλαγών με τη γειτονική Ρωσία, τόσο λόγω της εκεί κρίσης όσο και των δυτικών κυρώσεων, που κόστισε στο Ελσίνκι ένα επιπλέον 1,5% του ΑΕΠ.

Η κατάσταση άρχισε να γίνεται ανεξέλεγκτη και να μοιάζει με χιονοστιβάδα. Η ανεργία άρχισε να αυξάνεται και εκτοξεύτηκε μέσα στα τελευταία τρία χρόνια στο απίστευτο για τη χώρα ποσοστό του 9,4%. Οι δύο από τις τρεις μεγάλες εταιρείες αξιολόγησης (S&P και Fitch) «απέβαλαν» τη χώρα από το μικρό κλαμπ εκείνων που διατηρούν το άριστα (ΑΑΑ) στην πιστοληπτική τους ικανότητα, ενώ δεν αποκλείεται να ακολουθήσουν και άλλες υποβαθμίσεις. Και οι Βρυξέλλες άρχισαν τα… παράπονα και τις παρατηρήσεις για τα δημοσιονομικά μεγέθη. Υπό το βάρος όλων αυτών των γεγονότων, η κυβέρνηση που προέκυψε από τις εκλογές της 19ης Απριλίου 2015, με τη συμμετοχή και της Ακροδεξιάς, δεν άργησε να βρει τη συνταγή που θα εφάρμοζε: μνημονιακών διαστάσεων λιτότητα (για τα δεδομένα της Φινλανδίας, φυσικά), χωρίς την ταπείνωση της επίσημης επιβολής μνημονίου.

Ο (βαθύπλουτος) πρωθυπουργός έσπευσε να χαρακτηρίσει τη χώρα του ως τον «μεγάλο ασθενή της Ευρώπης» και έβαλε στο στόχαστρο τις δημόσιες δαπάνες, χαρακτηρίζοντας ουσιαστικά απαράδεκτο το γεγονός ότι αντιστοιχούν στο 58% του ΑΕΠ, που είναι και το υψηλότερο ποσοστό ανάμεσα στις χώρες του ΟΟΣΑ. Έτσι, έθεσε ως στόχο την «εξοικονόμηση», με άμεσο ή έμμεσο τρόπο, περίπου 7 δισ. ευρώ μέχρι το 2019, αλλά και την αύξηση της ανταγωνιστικότητας, κυρίως μέσω της μείωσης κατά τουλάχιστον 5% του κόστους εργασίας.

Μόνο η αρχή

Όπως εύκολα καταλαβαίνει οποιοσδήποτε, αυτή είναι μόνο η αρχή. Στην περίπτωση που τα μέτρα περάσουν σχετικά εύκολα από τους ευρισκόμενους σε κατάσταση σοκ Φινλανδούς, είναι βέβαιο ότι θα ακολουθήσουν και άλλα. Και μάλιστα, όχι μόνο στη Φινλανδία, αλλά και σε άλλες σκανδιναβικές χώρες -όπως, για παράδειγμα, στη Νορβηγία, όπου πρόσφατα μια μεγάλη και διεθνούς εμβέλειας αλυσίδα ηλεκτρονικών ειδών προχώρησε σε μια ενέργεια που μέχρι πριν λίγο καιρό θα θεωρούνταν αδιανόητη: Κατήργησε μονομερώς τη συλλογική σύμβασης εργασίας και κάλεσε τους εργαζομένους να υπογράψουν ατομικές, με μικρότερες απολαβές και λιγότερα δικαιώματα.
