Τραμπ – Λεπέν: τα νόθα παιδιά του Ομπάμα και του Oλάντ

Έχει περάσει σχεδόν ένας χρόνος από την ημέρα που οι Γάλλοι άρχισαν να διαβάζουν συγκλονισμένοι το κόμικς «La Présidente» (Η πρόεδρος) των Φρανσουά Ντουρπέρ και Φαρίντ Μπουντζελάλ.

Σε ένα από τα χαρακτηριστικότερα δείγματα της λεγόμενης πολιτικής φαντασίας (κατά την επιστημονική φαντασία) το κόμικς προσπαθούσε να προβλέψει τι θα συμβεί εάν το μεταφασιστικό κόμμα της Μαρίν Λεπέν κερδίσει τις εκλογές και η ίδια αρχίσει να επιβάλλει το ρατσιστικό πρόγραμμα του Εθνικού Μετώπου.

Μέχρι στιγμής οι δημιουργοί του «La Présidente» έχουν πέσει έξω σε σειρά παράλληλων προβλέψεών τους: η Χίλαρι Κλίντον δεν έγινε πρόεδρος των ΗΠΑ, ο Ολάντ δεν θα είναι ο αντίπαλος της Λεπέν στις προεδρικές εκλογές και η κυβέρνηση ΣΥΡΙΖΑ δεν αντικαταστάθηκε μέσα σε δύο χρόνια από την Ακρα Δεξιά, λόγω της επιμονής του Τσίπρα να διατηρήσει τη χώρα στην ευρωζώνη.

Το μεγαλύτερο λάθος του συγκεκριμένου κόμικς όμως έρχεται στις τελευταίες σελίδες (προσοχή spoiler alert) όταν η πρόεδρος Λεπέν, υπό το βάρος της κοινωνικής και οικονομικής αναταραχής, αναγκάζεται να κηρύξει τη χώρα σε κατάσταση έκτακτης ανάγκης.

Στην πραγματικότητα, εάν η αρχηγός του Εθνικού Μετώπου επικρατήσει στις εκλογές, θα παραλάβει τη χώρα σε κατάσταση έκτακτης ανάγκης. Οι Γάλλοι βουλευτές ενέκριναν τον Δεκέμβριο την πέμπτη κατά σειρά παράταση της κατάστασης έκτακτης ανάγκης, η οποία θα ισχύει και μετά τις προεδρικές εκλογές (ακόμη και αν υπάρξει δεύτερος γύρος στις 7 Μαΐου).

Πρόκειται για μια μικρή λεπτομέρεια την οποία οι φιλελεύθεροι επικριτές των πρωτοφασιστικών και μεταφασιστικών κομμάτων αποφεύγουν να σχολιάσουν: ότι οι σημερινές δημοκρατικές κυβερνήσεις έχουν δημιουργήσει ένα θεσμικό πλαίσιο που επιτρέπει σε πολιτικούς, όπως ο Ντόναλντ Τραμπ και η Μαρίν Λεπεν, να κυβερνήσουν με δικτατορικές εξουσίες.

Όπως διαβάζουμε και στο «La Présidente», εάν η Λεπέν θελήσει να δημιουργήσει μια οργουελικού τύπου βάση δεδομένων για όλους τους πολίτες, δεν έχει παρά να στηριχτεί στη σχετική νομοθεσία του Ολάντ που επιτρέπει στις υπηρεσίες πληροφοριών να παρακολουθούν τις τηλεπικοινωνίες υπόπτων και να τοποθετούν κρυφές κάμερες και μικρόφωνα χωρίς σχετικό ένταλμα από εισαγγελέα.

Πρόκειται ουσιαστικά για αντιγραφή στοιχείων του Patriot Act που επιβλήθηκε στις ΗΠΑ μετά την 11η Σεπτεμβρίου.

Η σκοτεινή παρακαταθήκη του Ολάντ όμως δεν σταματά στην κατάσταση έκτακτης ανάγκης και τις παρακολουθήσεις. Στο τελευταίο βιβλίο του με τίτλο «Erreurs fatales» (Θανάσιμα λάθη), που κυκλοφόρησε πριν από μερικές εβδομάδες, ο δημοσιογράφος και ερευνητής Βινσέντ Νουζίλ υποστηρίζει ότι ο πρόεδρος Ολάντ είχε ανάψει στις μυστικές υπηρεσίες του γαλλικού στρατού το πράσινο φως να εκτελέσουν τουλάχιστον 40 «ηγέτες τρομοκρατικών οργανώσεων και άλλων πιθανών εχθρών της Γαλλίας».

Πρόκειται για μυστικές επιχειρήσεις, υπό τον έλεγχο του αρχηγού του Γενικού Επιτελείου, χωρίς τον παραμικρό κοινοβουλευτικό ή δικαστικό έλεγχο, οι οποίες, ούτε λίγο ούτε πολύ, επαναφέρουν τη θανατική ποινή.

Για άλλη μια φορά οι συγκεκριμένες εξωδικαστικές εκτελέσεις, που πραγματοποιήθηκαν στο διάστημα 2013-2016, αντιγράφουν τον τρόπο με τον οποίο χρησιμοποιούσε και ο Ομπάμα τις ένοπλες δυνάμεις για τη δολοφονία ακόμη και Αμερικανών πολιτών σε ξένο έδαφος.

Η αμερικανική Δικαιοσύνη και τα νομοθετικά σώματα στις ΗΠΑ έχουν χάσει εδώ και δεκαπέντε χρόνια κάθε δυνατότητα ελέγχου των σημαντικότερων αποφάσεων που λαμβάνει ο πρόεδρος σε συνεργασία με τον εκάστοτε επιτελάρχη.

Ο Ομπάμα μπορούσε να διατάξει την NSA να παρακολουθεί κάθε πολίτη στον πλανήτη, να τον εκτελεί με drones της Πολεμικής Αεροπορίας, να τον απάγει με τα ειδικά προγράμματα της CIA και να τον κρατά επ’ αόριστον φυλακισμένο χωρίς δίκη στο Γκουαντάναμο –το οποίο ο ίδιος κράτησε ανοιχτό παρά τις προεκλογικές του υποσχέσεις.

Κανένας δικτάτορας στην ανθρώπινη Ιστορία δεν είχε στη διάθεσή του τα μέσα και τα «δικαιώματα» που θα παραδώσει ο Ομπάμα σε έναν πολιτικό παλιάτσο όπως ο Ντόναλντ Τραμπ.

Η ανάδειξη λοιπόν του εκάστοτε προέδρου σε δικαστή, ένορκο και εκτελεστή, που λειτουργεί σε καθεστώς πραγματικής (ή σιωπηρής) κατάστασης έκτακτης ανάγκης, δημιουργεί ένα πλαίσιο υπερεξουσιών το οποίο μπορεί να μεταβιβαστεί αυτούσιο σε ακόμη πιο επικίνδυνους ηγέτες.

Ακόμη και στη Γερμανία, όπου το ενδεχόμενο μιας ακροδεξιάς κυβέρνησης φαντάζει πιο μακρινό, σχετικά πρόσφατες αποφάσεις του ανώτατου δικαστηρίου επέτρεψαν στην εκάστοτε κυβέρνηση να χρησιμοποιεί τις ένοπλες δυνάμεις στο εσωτερικό της χώρας –κάτι που η γερμανική νομοθεσία απαγόρευε διά ροπάλου μετά την πτώση του Χίτλερ.

Όπως σωστά παρατηρούσε πρόσφατα ο Τζόζεφ Στίγκλιτς, ο Ομπάμα -και εμείς θα συμπληρώσουμε και ο Ολάντ- προετοίμασαν το έδαφος, με την οικονομική τους πολιτική, για την αναρρίχηση στην εξουσία πολιτικών όπως ο Τραμπ (και η Λεπέν).

Όχι όμως γιατί «έσπασαν τους κανόνες του καπιταλισμού για να σώσουν την ελίτ», όπως υποστηρίζει ο νομπελίστας οικονομολόγος, αλλά ακριβώς γιατί ακολούθησαν κατά γράμμα το εγχειρίδιο χρήσης του κυρίαρχου οικονομικού συστήματος. Και μαζί με το εύφορο έδαφος για την άνοδο της Ακρας Δεξιάς παραδίδουν στους διαδόχους τους και τους μηχανισμούς ελέγχου των πολιτών που θα χρειαστούν για να συνεχίσουν από εκεί που παρέλαβαν.
