H Ελληνική τραγωδία στο Eυρωπαϊκό θέατρο: οι οικονομικές συνέπειες της ύφεσης

Μέρος 1ο - Καπιταλισμός και Νεοκλασική Οικονομία

Λέγεται ότι ο Robert Lucas, ο αρχιερέας του νεοκλασικού/νεοφιλελεύθερου δόγματος είχε πει στους φοιτητές του στο Πανεπιστήμιο του Σικάγο ότι «χρειάζεται να ασχοληθούμε μόνο δέκα λεπτά με τον Keynes· ξέρουμε ότι η θεωρία του δεν λειτουργεί».

Αυτό δεν είναι μια μεμονωμένη θέση αλλά η γενικευμένη αντίληψη που κυριαρχεί δογματικά στην νεοκλασική παράδοση και διαμορφώνει τη συζήτηση σχετικά με την οικονομική πολιτική. Για τον Lucas η μόνη οικονομική λειτουργία που μπορεί να εξασφαλίσει οικονομική ευημερία είναι αυτή των ανεμπόδιστων αγορών. Οι οικονομολόγοι της γενεάς μου και όσοι ακολούθησαν αργότερα έχουν εκπαιδευτεί άριστα στο «θαύμα» των οικονομικών της ελεύθερης αγοράς και της ικανότητάς της να εξασφαλίζει την ευημερία. Οι ιδέες και η ανάλυση του Keynes σε ένα μεγάλο ποσοστό έχουν διαγραφεί από τη διδασκαλία των οικονομικών επιστημών και τη δημόσια συζήτηση για την οικονομική πολιτική.

Αντίθετα με τα παραπάνω, το Σχήμα 1 δείχνει καθαρά ότι οι επιπτώσεις των ανεμπόδιστων αγορών στον πλούτο και την ευημερία του πληθυσμού, δεν συνάδουν με κανένα τρόπο με τη σταθερότητα και την ευημερία του.

Συγκεκριμένα απεικονίζει τη διακύμανση των δεικτών ανεργίας τεσσάρων οικονομιών με διαφορετικούς βαθμούς αποτελεσματικότητας των μηχανισμών της αγοράς. Αυτό το «μοτίβο» είναι παρόμοιο για τις περισσότερες, κύριες, δυτικές οικονομίες.

Εκτός από μια σχετικά σύντομη περίοδο μεταξύ του 1945 και της δεκαετίας του ’70 που χαρακτηρίστηκε από μια ενεργή κυβερνητική παρέμβαση και ρυθμισμένες αγορές, ο καπιταλισμός παρουσιάζει μια έντονη αστάθεια στο πέρασμα του χρόνου, με έντονες διακυμάνσεις τόσο ως προς τις παραγωγικές δυνατότητες, όσο και ως προς τα αντίστοιχα επίπεδα απασχόλησης. Είναι αξιοσημείωτο ότι κάθε περίοδος ύφεσης στον οικονομικό κύκλο συνδέεται με αυξημένη ανεργία, απόγνωση και φτώχεια για ένα μεγάλο κομμάτι του πληθυσμού και το μέγεθος της ύφεσης απεικονίζει τον όγκο της απελπισίας του πληθυσμού.

Αν και το ιερατείο του νεοκλασικού δόγματος βλέπει αυτήν την απελπισία με την ψυχρή αδιαφορία ουδέτερων στατιστικών αριθμών, η ανεργία έχει τόσο οικονομικό όσο και ανθρώπινο κόστος. Στοιχίζει υπό τη έννοια του χαμένου προϊόντος που θα είχε παραχθεί από τους ανέργους αν απασχολούνταν, καθώς και λόγω του κόστους του επιδόματος ανεργίας. Επίσης, στοιχίζει στην κυβέρνηση χαμένα φορολογικά έσοδα και τις συνεισφορές των εργαζομένων στα συνταξιοδοτικά ταμεία. Αλλά αυτά δεν είναι καν ολόκληρη η καταστροφή. Υπάρχει μια πολύ μεγαλύτερη ζημία στους ίδιους τους ανέργους: πρώτον, το οικονομικό κόστος που προκύπτει από τη διαφορά μεταξύ του επιδόματος ανεργίας και της δυνατής αμοιβής τους εάν θα ήταν πλήρως απασχολούμενοι, και, δεύτερον, η απώλεια της ψυχολογικής και της φυσικής υγείας καθώς και της εμπιστοσύνης στον εαυτό τους.

Εντούτοις, αντίθετα προς την πεποίθηση του Lucas ότι το «κεντρικό πρόβλημα για την πρόληψη της ύφεσης έχει λυθεί», όταν η οικονομία κατέρρευσε το 2008-9 οι ασύδοτες πολιτικές της ελεύθερης αγοράς δεν απέδωσαν τα αναμενόμενα αποτελέσματα, μια και, σχεδόν δέκα έτη μετά από τα καταστροφικά γεγονότα του 2008, οι δυτικές οικονομίες και ειδικά η Ευρωπαϊκή Ένωση, βρίσκονται σε μια “παρατεταμένη κατάσταση συνθηκών ημι-ύφεσης ή τουλάχιστον υποτονικής ευημερίας” παρόμοια με αυτήν της δεκαετίας του 1920. Ωστόσο, το Ευρωπαϊκό πολιτικό και οικονομικό κατεστημένο, ακολουθώντας το νεοκλασικό δόγμα, συνεχίζει να εφαρμόζει πολιτικές λιτότητας στην ΕΕ και στην Ελλάδα, επίσης γνωστές και ως πολιτικές της εσωτερικής υποτίμησης, ως τον μοναδικό δρόμο προς τη μακροοικονομική ανάκαμψη.
