H Ελληνική τραγωδία στο Eυρωπαϊκό θέατρο: οι οικονομικές συνέπειες της ύφεσης

Μέρος 2ο - Λιτότητα ή Εσωτερική Υποτίμηση, Ορισμοί

Οι πολιτικές εσωτερικής υποτίμησης σημαίνουν μια πολιτική μείωσης των τιμών και των εισοδημάτων των πολιτών μιας χώρας σε σχέση με άλλες, έτσι ώστε να οδηγούν στην αλλαγή της πραγματικής συναλλαγματικής ισοτιμίας σε όρους εμπορευμάτων. Στην πραγματικότητα, η εσωτερική υποτίμηση μειώνει την αναλογία μεταξύ του όγκου του νομίσματος μιας χώρας της Ευρωζώνης και της αγοραστικής δύναμής του νομίσματος. Αυτό οδηγεί στην αύξηση της συναλλαγματικής αξίας του νομίσματος της συγκεκριμένης χώρας μέλους συγκριτικά με άλλες χώρες μέλη, σε όρους εμπορευμάτων. Κατά συνέπεια, η προσδοκία είναι ότι τα αγαθά της συγκεκριμένης χώρας γίνονται ανταγωνιστικότερα σχετικά με τις άλλες χώρες της Ευρωζώνης και σχετικά με άλλες χώρες του κόσμου.

Η αποπληθωριστική πολιτική της εσωτερικής υποτίμησης είναι ένα πρόγραμμα μειώσεων των δαπανών, μειώσεων των δημοσίων ελλειμμάτων και χρεών και περιορισμών των μισθών, και των εισοδημάτων, ακόμη και κατά τη διάρκεια περιόδων ύφεσης. Οι υπέρμαχοι αυτών των οικονομικών πολιτικών υποστηρίζουν ότι η οικονομική πίεση θα έπρεπε να αποφέρει μια πτώση των ονομαστικών μισθών, η οποίοι με τη σειρά τους θα μειώσουν το κόστος διαβίωσης. Κατά συνέπεια, στο τέλος αυτής της διεργασίας, οι πραγματικοί μισθοί αναμένονται να επανέλθουν στο αρχικό επίπεδο.

Αυτή η πολιτική δεν είναι καινούρια. Είναι ο θεμέλιος λίθος της κλασσικής οικονομικής θεωρίας. Όταν κατά τη διάρκεια της Μεγάλης Οικονομικής Ύφεσης ο Α.C. Pigou κλήθηκε να εξηγήσει στην επιτροπή Macmillan 4 γιατί η ανεργία ήταν τόσο υψηλή, η απάντησή του αποκάλυψε τις βαθύτατα εδραιωμένες απόψεις που διαμορφώνουν τις οικονομικές πολιτικές λιτότητας του σήμερα. Η απάντηση του Pigou έχει καταγραφεί ως εξής:

Πρόεδρος: Πραγματικά πιστεύατε ότι θα δημιουργούσατε θέσεις εργασίας… μέσα από τη μείωση των μισθών;

Pigou: Νομίζω ναι, σε κάποιο βαθμό.

Πρόεδρος: Εάν μειώνονταν οι μισθοί, θεωρείτε ότι θα υπήρχε μια αυξημένη ζήτηση εργασίας [από τους εργοδότες];

Pigou: Νομίζω ότι, τότε ναι, θα υπήρχε μια αυξημένη ζήτηση εργασίας.

Γενικά ο Pigou δεν ήταν αντιδραστικός αλλά αντίθετα υποστήριζε την ισότητα. Όμως η πεποίθηση ότι οι μειώσεις μισθών, ακόμη και σε περίοδο οικονομικής ύφεσης, είναι σε θέση να προτρέψουν ορισμένες επιχειρήσεις να προσλάβουν περισσότερα άτομα και ότι καμία επιχείρηση δεν πρόκειται να απολύσει εργαζομένους ήταν μια ισχυρή πεποίθηση. Ήταν η αξιόπιστη οικονομική άποψη της εποχής και συνεχίζει να είναι και σήμερα για εκείνους που είναι μυημένοι στα οικονομικά θαύματα της «ελεύθερης αγοράς».

Φυσικά, κάποιος μπορεί να αντιδράσει στην παραπάνω θεωρία, όπως έκανε ο Keynes, με το να αναπτύξει την άποψη ότι εάν ένας εργοδότης μειώσει τους μισθούς, τότε, εφ’ όσον κανείς άλλος εργοδότης δεν κάνει το ίδιο, αναμένεται ότι ο αυτός ο εργοδότης θα αυξήσει την παραγωγή του και το μερίδιό του στην αγορά. Εντούτοις, εάν οι μισθοί μειωθούν από όλους τους εργοδότες, η αγοραστική δύναμη της κοινότητας θα μειωθεί ισόποσα με την μείωση του κόστους εργασίας [για τους εργοδότες]. Συνεπώς, κανένας εργοδότης δεν θα απολαύσει αύξηση της ζήτησης για τα παραγόμενα προϊόντα.

Ο Keynes επισήμανε επίσης ότι, ακόμα και αν η παραπάνω πολιτική συνταγή του Pigou υλοποιούνταν και ακόμα κι αν τελικά πετύχαινε, θα ανέμενε κανείς ότι θα προκαλούσε ευρεία αδικία. Θα αυξανόταν κατά πολύ η ανισότητα, λόγω του ότι οι πιο αδύναμες ομάδες και βιομηχανίες θα ζημιώνονταν σε σχέση τις ισχυρότερές τους.

Ωστόσο, ο Keynes είχε πειστεί για το μάταιο αυτών των πολιτικών μείωσης μισθών. Αφιέρωσε την έρευνα του κυρίως στο να θέσει τέρμα στο παραπλανητικό «κλασικό» δόγμα που υποστήριζε ότι η οικονομία των ανταγωνιστικών αγορών εξασφαλίζει πάντα την πλήρη αξιοποίηση των διαθέσιμων πόρων. Στην πραγματικότητα, ο Keynes απέρριψε την ύπαρξη των αυτοδιορθωτικών μηχανισμών της αγοράς, ακόμα και αν ισχύουν συνθήκες τέλειου ανταγωνισμού, οι οποίοι θα μπορούσαν να εξαλείψουν πλεονάσματα είτε στην προσφορά εργασίας είτε σε άλλους συντελεστές παραγωγής. Ουσιαστικά, ο Keynes δεν υποστήριξε ότι οι μηχανισμοί των ανταγωνιστικών αγορών παραλύουν εξαιτίας παράλογων κυβερνητικών παρεμβάσεων, όπως η νομοθεσία για τον κατώτατο μισθό, ή εξαιτίας ιδιωτικών ενεργειών και συμπεριφορών, όπως η δύναμη των εργατικών συνδικάτων ή τα βιομηχανικά μονοπώλια. Αντίθετα ο Keynes αμφισβήτησε την κεντρική ιδέα της παραπλανητικής «κλασικής ορθοδοξίας» ότι, ο ανταγωνισμός είναι σε θέση να προσαρμόσει τις τιμές των προϊόντων και των συντελεστών παραγωγής έτσι ώστε να εξαλειφθούν πλεονάζουσες προσφορές στις αγορές προϊόντων και εργασίας. Δεν υποστήριζε ότι η διαδικασία της ρύθμισης μπορεί να είναι χρονοβόρα, αλλά ότι δεν λειτουργεί καθόλου.
