Η κατάρρευση του νεοφιλελευθερισμού

Στην Ισπανία η κυβέρνηση Σάντσεθ προχωρά στην εθνικοποίηση όλων των ιδιωτικών νοσοκομείων για την αντιμετώπιση της ραγδαίας εξάπλωσης του κοροναϊού στη χώρα. O υπουργός Υγείας της χώρας Σαλβαδόρ Ιλα ανακοίνωσε ότι επιτάσσονται και μπαίνουν υπό δημόσιο έλεγχο και όλες οι ιδιωτικές εταιρείες που είναι σε θέση να παράγουν ιατρικό εξοπλισμό.

Στην Βρετανία του Τζόνσον και του δόγματος της «αγέλης», τα αεροδρόμια του Χίθροου και του Γκάτγουικ, τα δύο μεγαλύτερα της χώρας, έστειλαν επιστολή στην Ντάουνινγκ Στριτ ζητώντας, οποιουδήποτε μεγέθους και μορφής, κρατική στήριξη εδώ και τώρα. Αλλιώς θα κατεβάσουν ρολά.

Στο Παρίσι, ο υπουργός Οικονομικών Μπρουνο ΛεΜερ δήλωσε ότι η γαλλική κυβέρνηση είναι έτοιμη ακόμη και για εθνικοποιήσεις για να «προστατεύσει τις μεγάλες εταιρίες της χώρας». «Αυτό μπορεί να γίνει με ανακεφαλαιοποίηση», είπε, «μπορεί να γίνει με την απόκτηση ποσοστού, μπορώ ακόμα και να χρησιμοποιήσω τον όρο εθνικοποίηση, εάν χρειαστεί».

Στην Ιταλία η κυβέρνηση Κόντε ανακοίνωσε, μέσα στην νύχτα, την εθνικοποίηση του μεγαλύτερου αερομεταφορέα της χώρας, της Alitalia, δια της «σύστασης μιας νέας εταιρίας η οποία θα ελέγχεται πλήρως από το υπουργείο Οικονομίας και Οικονομικών, και θα έχει ως μητρική μια άλλη εταιρία με, ακόμη και έμμεση, πλειοψηφική δημόσια συμμετοχή».

Στην Ελλάδα, ο Νικήτας Κακλαμάνης, γιατρός και βουλευτής της συντηρητικής κυβερνητικής παράταξης ζήτησε - μέσω της δημόσιας τηλεόρασης - από τα «νεοφιλελεύθερα παπαγαλάκια» να μην «ξαναπιάσουν στην πένα τους» το σύστημα δημόσια υγείας. Και όλοι μαζί - συντηρητικοί, αριστεροί και… «παπαγαλάκια» - βγαίνουν στα μπαλκόνια και χειροκροτούν για να αντέξει το ΕΣΥ.

Θα μπορούσε να είναι η κατάρρευση, μέσα σε μια νύχτα, της σχολής του Σικάγο, του δόγματος του νεοφιλελευθερισμού, κι εκείνου του «αόρατου χεριού» της αγοράς που θα, εμφανιζόταν ως ο από μηχανής Θεός, και θα ρύθμιζε τα πάντα. Θα μπορούσε να είναι, μέσα στις δεκαπέντε-είκοσι μέρες που χρειάστηκε ο κορονοϊός για να «πετάξει» από την Κίνα στην μακάρια Ευρώπη, και η ακαριαία κατάρρευση του δόγματος των Μνημονίων που διέλυσε την Ελλάδα επί μια δεκαετία. Και θα μπορούσε να είναι επίσης η επιβεβαίωση εκείνου που θυμήθηκε, με μοιραία καθυστέρηση, ο Εμμανουέλ Μακρόν αφού είδε την πανδημία να διαλύει την Γαλλία: Ότι πρέπει «να επανεξετάσουμε τις αξίες της δημοκρατίας μας» και πως «κάποια αγαθά και υπηρεσίες», όπως η ανθρώπινη ζωή και η υγεία «πρέπει να τίθενται εκτός αγορών».

Πέρα από αυτά μπορεί να είναι και κάτι ακόμη. Η ύστατη απόδειξη της αδυναμίας της «ενωμένης» Ευρώπης να αντιληφθεί τον λόγο ύπαρξής της. Και να σταματήσει να υπάρχει. 

Η χθεσινή απόφαση του Eurogroup μοιάζει σταγόνα στον ωκεανό, εάν όχι μακάβριο ανέκδοτο μπροστά στην υγειονομική, ανθρωπιστική και οικονομική κρίση που προκαλεί ο κορονοϊός. Οι έξτρα δαπάνες κατά 1% του ευρωπαϊκού απέχουν πολύ από το «whatever it takes» του Ντράγκι που επανέλαβε με πομπώδες ύφος ο πρόεδρος του Eurogroup Μάριο Σεντένο, μπροστά σε μια οικονομική κατάρρευση που διαγράφεται ήδη χειρότερη από εκείνη της Lehman Brothers. Κι αυτή την φορά, οι ευκαιρίες διάσωσης δεν θα είναι πολλές.

Το Politico το περιγράφει με απόλυτους, κυνικούς αριθμούς: Η κρίση, λέει, πλήττει περισσότερο τις χώρες της ευρωπαϊκής περιφέρειες που διαθέτουν και τα μικρότερα δημοσιονομικά περιθώρια. Το χρέος της Ιταλίας είναι στο 134% του ΑΕΠ και της Ισπανίας και της Γαλλίας κοντά στο 100%. Με τις αποδόσεις των ομολόγων τους να βρίσκονται ήδη στα ύψη, οι δυνατότητές τους για αυτόνομη επεκτατική δημοσιονομική παρέμβαση είναι ανύπαρκτες.

Με το κόστος σε ανθρώπινες ζωές να εκτοξεύεται ήδη σε δραματικά επίπεδα, εάν η Ευρώπη δεν βοηθήσει ουσιαστικά και επιθετικά αυτές τις χώρες, τότε οι φυγόκεντρες δυνάμεις μπορεί να είναι ακαριαίες. Εάν αυτή η βοήθεια δεν είναι ριζοσπαστική, «τότε εύκολα οι Ιταλοί μπορεί να καταλήξουν στο συμπέρασμα ότι ο μόνος δρόμος λύτρωσης είναι η υποτίμηση του νομίσματός τους», γράφει το Politico. Κι επειδή αυτή την στιγμή δικό τους νόμισμα δεν έχουν, «εάν πιστέψουν πως μόνον μόνοι τους μπορούν να τα καταφέρουν, θα επιδιώξουν να μείνουν μόνοι τους - με τον όποιον τρόπο…».
