Το τελευταίο διάστημα συζητείται έντονα στην Αμερική το αποκαλούμενο Universal Basic Income (UBI). Με αφορμή την πανδημία, πολλοί άνθρωποι του προοδευτικού χώρου ζητούν επιτακτικά την εφαρμογή μιας μορφής μόνιμου UBI, δηλαδή κάτι αντίστοιχο με το γνωστό σε μας ως ελάχιστο εγγυημένο εισόδημα.

Η εξάπλωση της πανδημίας στις ΗΠΑ συνεχίζεται και η κατάσταση στην οικονομία θα μπορούσε ήδη να χαρακτηριστεί εφιαλτική. Σύμφωνα με τελευταία στοιχεία, η ανεργία λόγω του lockdown έχει εκτοξευθεί στο 14,7% , ενώ μόνο τον Απρίλιο έχουν χαθεί 20,5 εκατομμύρια θέσεις εργασίας. Ο συνολικός αριθμός των ανθρώπων που έχασαν τη δουλειά τους από την αρχή της κρίσης υπολογίζεται ότι είναι τουλάχιστον 33 εκατομμύρια.

Τα εξωπραγματικά αυτά νούμερα ανάγκασαν, σε πρώτη φάση, όχι μόνο την κυβέρνηση Τραμπ, αλλά και σχεδόν όλες τις κυβερνήσεις, να εφαρμόσουν μια πρώτη μορφή UBI, δίνοντας κάποιο επίδομα στα περισσότερα στρώματα της αποκαλούμενης μεσαίας τάξης.

Στις περισσότερες περιπτώσεις, βέβαια, το επίδομα αυτό είναι κάτι λιγότερο από ψίχουλα και δεν φτάνει να καλύψει ούτε τις πιο βασικές ανάγκες των νοικοκυριών. Μάλιστα, θα μπορούσε να χαρακτηριστεί και ως εμπαιγμός, καθώς και πάλι, τη μερίδα του λέοντος έλαβαν οι μεγάλες τράπεζες και εταιρίες μέσω πακέτων στήριξης δισεκατομμυρίων.

Παρόλα αυτά, το UBI βρίσκεται στο επίκεντρο των διαφόρων οικονομικών φόρουμ εδώ και αρκετά χρόνια, καθώς η καλπάζουσα τεχνολογία στο τομέα των υπολογιστών, της τεχνητής νοημοσύνης και της ρομποτικής, επιφέρει μαζικές απώλειες θέσεων εργασίας σε αρκετούς τομείς της οικονομίας, οι οποίοι υπερ-αυτοματοποιούνται με εξαιρετικά γρήγορους ρυθμούς.

Έτσι, το κομμάτι της καπιταλιστικής ελίτ που περιλαμβάνει τις μεγαλύτερες τράπεζες και εταιρίες και ευνοείται από την παγκοσμιοποιημένη οικονομία, εξετάζει, σε συνεργασία με την πολιτική ελίτ που ελέγχει, την εφαρμογή μιας μορφής UBI.

Η φιλελεύθερη αυτή φράξια του μεγάλου κεφαλαίου - που κυριάρχησε στη Δύση τα τελευταία πενήντα περίπου χρόνια χάρη στην καθολική επικράτηση του νεοφιλελεύθερου δόγματος - πιθανόν να βλέπει την εφαρμογή του UBI ως μια λύση, προκειμένου να μην καταρρεύσει απότομα η καταναλωτική βάση στην οποία οφείλει ένα σημαντικό κομμάτι της κερδοφορίας της και άρα της ισχύος της. Και κατ'επέκταση, να μην καταρρεύσει απότομα το ίδιο το καπιταλιστικό σύστημα.

Τα πράγματα όμως είναι αρκετά πιο περίπλοκα απ'ότι φαίνονται.

Όπως έχουμε επισημάνει, αυτό που βλέπουμε στις ΗΠΑ με την άνοδο του Τραμπ, είναι η αντεπίθεση του τμήματος του Αμερικανικού κεφαλαίου εναντίον της παγκοσμιοποιημένης φράξιας. Η φράξια που εκφράζεται κυρίως μέσω της φιλελεύθερης πλουτοκρατίας. Έτσι, καθώς η καπιταλιστική τάξη σπάει σε δύο μεγάλα στρατόπεδα, οι καπιταλιστές που στηρίζουν τον Τραμπ, παίρνουν ουσιαστικά μαζί τους το πιο συντηρητικό κομμάτι της Αμερικανικής κοινωνίας, καθώς χρειάζονται εκλογική ισχύ.

Και δεν είναι καθόλου απίθανο το UBI να αποτελέσει ένα επιπλέον πεδίο σύγκρουσης σε αυτό τον ιδιότυπο εμφύλιο πόλεμο του μεγάλου κεφαλαίου.

Πράγματι, μέσα σε ένα είδος καπιταλισμού που ευνοεί τη γιγάντωση κάθε είδους μονοπωλίων, είναι φυσικό οι μεγαλύτερες εταιρίες να προπορεύονται σημαντικά στην κούρσα του ανταγωνισμού, αποκτώντας πρόσβαση στις πιο σύγχρονες τεχνολογίες.

Έτσι, το ρήγμα ανάμεσα στις καπιταλιστικές φράξιες μεγαλώνει και από το γεγονός ότι το φιλελεύθερο κομμάτι που ευνοείται από την παγκοσμιοποίηση, αρχίζει να σχηματίζει ένα όλο και πιο κλειστό κλαμπ, επιχειρώντας να μονοπωλήσει την παραγωγή και χρήση των νέων τεχνολογιών και ταυτόχρονα, να εξαλείψει τους ανταγωνιστές.

Άρα, το συντηρητικό κομμάτι του Αμερικανικού κεφαλαίου που έπεται κατά πολύ αυτής της ξέφρενης ανταγωνιστικής κούρσας, χρειάζεται το ανθρώπινο εργατικό δυναμικό και αντιδράει, καθώς η μόνιμη εφαρμογή του UBI είναι πολύ πιθανό ότι θα επιφέρει σημαντική αύξηση του κόστους εργασίας και άρα σημαντική απώλεια κερδών.

Ίσως αυτό να εξηγεί σε σημαντικό βαθμό και τις πρόσφατες διαδηλώσεις οπαδών του Τραμπ, οι οποίοι διαμαρτύρονταν για το lockdown, διακηρύσσοντας το δικαίωμά τους να επιστρέψουν στη δουλειά.

Το ξέσπασμα της πρόσφατης πανδημίας θα αναγκάσει ενδεχομένως την φιλελεύθερη φράξια της καπιταλιστικής ελίτ να επιταχύνει τα σχέδια για μια ευρεία και μόνιμη εφαρμογή του UBI. 

Όμως αυτό δεν πρέπει να θεωρηθεί από την πραγματική Αριστερά ως νίκη. Το UBI θα χρησιμοποιηθεί απλώς ως ένα εργαλείο ομαλής μετάβασης από τον καπιταλισμό σε έναν τύπο κορπορατικής φεουδαρχίας, η οποία μπορεί να αποδειχθεί πολύ πιο σκληρή, αδυσώπητη και τελικά επιζήμια για τον ίδιο τον πλανήτη.
