Γιατί η Δύση δεν σταματά την εξαγωγή πετρελαίου από τον ISIS;

Οι ΗΠΑ κατέστρεψαν 300 και η Ρωσία 1000 βυτιοφόρα του Ισλαμικού Κράτους (ΙΚ) το Νοέμβριο 2015 και εικόνες των βομβαρδισμών μεταδόθηκαν τάχιστα από τα μέσα ενημέρωσης, μάλλον για να πειστεί το διεθνές κοινό ότι και οι δύο χώρες είναι αποφασισμένες να πλήξουν τις πετρελαϊκές υποδομές του ΙΚ. Όμως είναι απορίας άξιον γιατί οι ΗΠΑ, ενώ ξεκίνησαν τις αεροπορικές επεμβάσεις κατά του ΙΚ το Σεπτέμβριο του 2014, καθυστέρησαν 14 μήνες προτού στρέψουν την προσοχή τους στα βυτιοφόρα που μεταφέρουν το πετρέλαιο, μέσω του οποίου χρηματοδοτείται η τρομοκρατία του ΙΚ.

Εύλογα ερωτήματα δημιουργεί επίσης το γεγονός ότι ενώ το ΙΚ περιτριγυρίζεται από κράτη που διακηρύσσουν την αποφασιστικότητά τους να πατάξουν την τρομοκρατική του δράση, τα εδάφη τους χρησιμοποιούνται για την εξαγωγή του πετρελαίου του. Ένα μέρος της παραγωγής πετρελαίου του ΙΚ καταναλώνεται στη Συρία και στις γειτονικές χώρες. Όμως το μεγαλύτερο μέρος από τα 1.100.000 βαρέλια συνολικής αξίας 45 εκατ. δολαρίων, που σύμφωνα με τους Financial Times παράγει το ΙΚ κάθε μήνα, διοχετεύεται σε χώρες εκτός Μέσης Ανατολής, μέσω γειτονικών χωρών της Συρίας.

Οι μέθοδοι με τις οποίες διοχετεύεται λαθραία το πετρέλαιο του ΙΚ είναι πολύπλοκοι. Μία πιθανή μέθοδο αποκάλυψαν πρόσφατα ερευνητές του πανεπιστημίου Greenwich του Λονδίνου, όταν εξέτασαν ύποπτους συσχετισμούς του κόστους των ναύλων με τις δράσεις του ΙΚ. Οι ερευνητές ανακάλυψαν ότι τα ναύλα μεταφοράς πετρελαίου από το λιμάνι Ceyhan στη νοτιοανατολική Τουρκία ήταν τα μόνα στη Μέση Ανατολή που αυξήθηκαν προσωρινά μέχρι και 250% κατά τη διάρκεια τριών περιόδων: τον Ιούλιο 2014, Οκτώβριο-Νοέμβριο 2014 και Ιανουάριο-Φεβρουάριο 2015. Η πρώτη περίοδος συσχετίζεται με την κατάληψη από το ΙΚ του Al-Omar, του μεγαλύτερου κοιτάσματος πετρελαίου της Συρίας. Οι δύο άλλες συμπίπτουν με περιόδους συγκρούσεων και βομβαρδισμών που απειλούσαν τα αποθέματα πετρελαίου του ΙΚ. Οι ερευνητές συμπέραναν ότι οι αυξήσεις των ναύλων μάλλον υποδεικνύουν τη λαθραία εξαγωγή πετρελαίου από το ΙΚ μέσω του εν λόγω λιμανιού.

Επιπλέον, ο Guardian ανέφερε πρόσφατα ότι τα εβδομαδιαία έσοδα του ΙΚ από συναλλαγές διακινητών πετρελαίου του ΙΚ με Τούρκους επιχειρηματίες ανέρχονται σε 10 εκατ. δολάρια (δηλαδή 40 εκατ. δολάρια το μήνα). Αυτό το ποσό αντιστοιχεί στο 90% της παραγωγής πετρελαίου του ΙΚ που ανέφεραν οι Financial Times. Επίσης, ο Τούρκος βουλευτής του κεμαλικού κόμματος CHP Ali Ediboglu είχε δηλώσει στην εφημερίδα Taraf ότι η αξία του πετρελαίου του ΙΚ που πωλείται μέσω Τουρκίας φθάνει τα 800 εκατ. δολάρια, ένα ποσό παρόμοιο με τις εξαγωγές πετρελαίου από όλες τις περιοχές που ελέγχονται από το ΙΚ.

Συνεπώς εγείρονται δύο σημαντικά ερωτήματα: που καταλήγει το πετρέλαιο των τζιχαντιστών που εξάγεται μέσω Τουρκίας και γιατί οι κυβερνήσεις της Δύσης δεν μεσολαβούν να σταματήσουν το εμπόριο του.

Σχετικά με το πρώτο ερώτημα, στοιχεία διακίνησης πετρελαίου μέσω αγωγών και πετρελαιοφόρων πλοίων υπάρχουν από πηγές όπως το International Energy Association και το Baltic Exchange που θα μπορούσαν να προσφέρουν αποκαλυπτικές ενδείξεις. Εφόσον πανεπιστημιακοί ερευνητές έχουν καταφέρει να εντοπίσουν πιθανές μεθόδους διακίνησης, οι παντοδύναμες μυστικές υπηρεσίες των κρατών της Δύσης θα έπρεπε να είχαν - και μάλλον έχουν ήδη - ανακαλύψει προ πολλού τις μεθόδους που χρησιμοποιεί το ΙΚ, και που καταλήγει το πετρέλαιο του.

Καθοριστική απάντηση θα μπορούσε να δοθεί μόνο σε βάθος χρόνου, εάν η τεχνολογία που χρησιμοποιείται ήδη ευρύτατα από πετρελαιοβιομηχανίες για να εντοπιστούν κλοπές πετρελαίου εφαρμοζόταν για την εξακρίβωση της προέλευσης κάθε φορτίου καυσίμου, ώστε η εξαγωγή του πετρελαίου των τζιχαντιστών να καταστεί αδύνατη. Αυτή η τεχνολογία χρησιμοποιεί μοριακούς δείκτες (molecular markers), με τους οποίους μπορεί να ταυτοποιηθεί επακριβώς η προέλευση του πετρελαίου. Μέσω της διαδικασίας «σήμανσης» (crude oil tagging) εισάγονται μικροσκοπικές ουσίες στο ακάθαρτο πετρέλαιο που προσκολλούνται πάνω στα μόρια του καύσιμου. Καθιστώντας το tagging υποχρεωτικό, κάθε φορτίο πετρελαίου θα έφερε ένα είδος «ταυτότητας», και η νομιμότητα της προέλευσής του θα εξακριβωνόταν.

Όσο αφορά το δεύτερο ερώτημα, οι κυβερνήσεις των κρατών της Δύσης δεν φαίνονται αποφασισμένες να στερήσουν τους τρομοκράτες από τη σημαντικότερη πηγή χρηματοδότησης τους, καθότι δεν έχουν ασκήσει πιέσεις στην Τουρκία για να κλείσει τις διόδους εξαγωγής του πετρελαίου του ΙΚ. Αυτό συμβαίνει παρόλο που με το συνάλλαγμα που αποδίδει η εξαγωγή πετρελαίου το ΙΚ χρηματοδοτεί την αγορά των όπλων με τα οποία εξασκεί την τρομοκρατία του.

Κάτω από αυτές τις συνθήκες, τα δάκρυα των ηγετών της Δύσης για τα θύματα της τρομοκρατίας φαίνονται κροκοδείλια.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’
