Ο αναγκαστικός εκτοπισμός φτάνει στα υψηλότερα επίπεδα μετά τον Δεύτερο Παγκόσμιο Πόλεμο

“Η Υπάτη Αρμοστεία του ΟΗΕ για τους Πρόσφυγες (Υ.Α.) δημοσίευσε σήμερα έκθεση για τον αριθμό των προσφύγων, των αιτούντων άσυλο και των εσωτερικά εκτοπισμένων σε όλο τον κόσμο, αριθμός ο οποίος ξεπέρασε τα 50 εκατομμύρια, για πρώτη φορά μετά τον Δεύτερο Παγκόσμιο Πόλεμο.”

“Η ετήσια έκθεση της Υ.Α. με τίτλο «Παγκόσμιες Τάσεις» (Global Trends), η οποία βασίζεται σε στοιχεία που συγκεντρώθηκαν από κυβερνήσεις, συνεργαζόμενες ΜΚΟ και την ίδια την Ύπατη Αρμοστεία, δείχνει ότι, μέχρι το τέλος του 2013, 51,2 εκατομμύρια άνθρωποι είχαν αναγκαστεί να εκτοπιστούν, δηλαδή 6 εκατομμύρια περισσότεροι από τα 45,2 που είχαν καταγραφεί το 2012.”

“Η τεράστια αυτή αύξηση οφείλεται κυρίως στον πόλεμο της Συρίας, ο οποίος μέχρι τα τέλη του προηγούμενου έτους είχε εξαναγκάσει 2,5 εκατομμύρια ανθρώπους να γίνουν πρόσφυγες και 6,5 εκατομμύρια να εκτοπιστούν στο εσωτερικό της χώρας. Σημαντικοί νέοι εκτοπισμοί σημειώθηκαν επίσης στην Αφρική – κυρίως στην Κεντροαφρικανική Δημοκρατία και προς το τέλος του 2013, και στο Νότιο Σουδάν.”

“Τα στοιχεία του αναγκαστικού εκτοπισμού στην έκθεση «Παγκόσμιες Τάσεις 2014» καλύπτουν τρεις ομάδες – τους πρόσφυγες, τους αιτούντες άσυλο και τους εσωτερικά εκτοπισμένους. Συγκεκριμένα, o αριθμός των προσφύγων ανήλθε σε 16,7 εκατομμύρια σε όλο τον κόσμο, συμπεριλαμβανομένων 11,7 εκατ. υπό την εντολή της Ύπατης Αρμοστείας. Οι υπόλοιποι καταγράφηκαν από την αδελφή οργάνωση, την Υπηρεσία Αρωγής και Έργων του ΟΗΕ για τους Παλαιστίνιους Πρόσφυγες στην Εγγύς Ανατολή (UNRWA). Οι αριθμοί αυτοί από μόνοι τους είναι οι υψηλότεροι που έχει καταγράψει η Υ.Α. από το 2001. Επιπλέον, παραπάνω από τους μισούς πρόσφυγες υπό την εντολή της Ύπατης Αρμοστείας (6,3 εκατ.) βρίσκονταν μακριά από την πατρίδα τους για περισσότερο από πέντε χρόνια, μέχρι τα τέλη του 2013.”

“Συνολικά, οι μεγαλύτεροι πληθυσμοί προσφύγων υπό τη εντολή της Υ.Α. και ανά χώρα προέλευσης είναι Αφγανοί, Σύροι και Σομαλοί – οι οποίοι, όλοι μαζί, αντιπροσωπεύουν περισσότερο από το ήμισυ του παγκόσμιου συνόλου των προσφύγων. Στο μεταξύ, το Πακιστάν, το Ιράν και ο Λίβανος, φιλοξένησαν περισσότερους πρόσφυγες σε σύγκριση με άλλες χώρες.”

“Σε ό,τι αφορά τις περιοχές, η Ασία και οι χώρες του Ειρηνικού συγκέντρωσαν τον μεγαλύτερο πληθυσμό προσφύγων, δηλαδή συνολικά 3,5 εκατομμύρια ανθρώπους. Η Υπό-Σαχάρια Αφρική, είχε 2,9 εκατομμύρια πρόσφυγες, ενώ η Μέση Ανατολή και η Βόρεια Αφρική 2,6 εκατομμύρια.”

“Εκτός από τους πρόσφυγες, μέσα στο 2013, 1,1 εκατομμύριο άνθρωποι υπέβαλαν αιτήματα ασύλου, τα περισσότερα στις ανεπτυγμένες χώρες (η Γερμανία το 2013 έγινε η χώρα που δέχτηκε τα περισσότερα νέα αιτήματα ασύλου). Σημειώθηκε ρεκόρ αιτημάτων ασύλου (25.300) από παιδιά που είναι χωρισμένα ή δεν συνοδεύονται από τους γονείς τους. Οι Σύροι υπέβαλαν 64.300 αιτήματα, τα περισσότερα από κάθε άλλη εθνικότητα. Αμέσως μετά ακολουθούν οι αιτούντες άσυλο από τη Λαϊκή Δημοκρατία του Κονγκό (60.400) και το Μιανμάρ (57.400).”

“Οι εσωτερικά εκτοπισμένοι - άνθρωποι δηλαδή που αναγκάστηκαν να εγκαταλείψουν τα σπίτια τους, αλλά βρίσκονται ακόμη εντός της χώρας τους - ανήλθαν στον αριθμό ρεκόρ των 33,3 εκατομμυρίων, οι οποίοι αντιπροσωπεύουν τη μεγαλύτερη αύξηση από κάθε άλλη ομάδα στην έκθεση 'Παγκόσμιες Τάσεις 2014'. Η παροχή βοήθειας σε αυτούς τους ανθρώπους αποτελεί μια ιδιαίτερη πρόκληση για την Ύπατη Αρμοστεία και άλλους ανθρωπιστικούς φορείς, δεδομένου ότι πολλοί βρίσκονται σε εμπόλεμες ζώνες, όπου η παροχή βοήθειας είναι δύσκολη και όπου δεν εφαρμόζονται τα διεθνή πρότυπα προστασίας που αφορούν τους πρόσφυγες.”

“Ο πληθυσμός των ανιθαγενών παγκοσμίως δεν περιλαμβάνεται στον αριθμό των 51,2 εκατομμύρια αναγκαστικά εκτοπισμένων ατόμων (δεδομένου ότι η ανιθαγένεια δεν σχετίζεται απαραιτήτως με τον εκτοπισμό). Ο ακριβής προσδιορισμός του αριθμού των ανιθαγενών παραμένει δύσκολος, τόσο λόγω των εγγενών δυσκολιών που αντιμετωπίζουν οι κυβερνήσεις και η Ύπατη Αρμοστεία όσον αφορά την καταγραφή των ατόμων που στερούνται ιθαγένειας και των σχετικών νομιμοποιητικών έγγραφων, όσο και λόγω του γεγονότος ότι ορισμένες χώρες δεν συλλέγουν στοιχεία για πληθυσμούς που δεν τους θεωρούν πολίτες τους. Για το 2013, τα γραφεία της Ύπατης Αρμοστείας σε όλο τον κόσμο κατέγραψαν περίπου 3,5 εκατομμύρια ανιθαγενείς, ωστόσο ο αριθμός αυτός αποτελεί περίπου το ένα τρίτο των ατόμων που εκτιμάται ότι είναι ανιθαγενείς σε παγκόσμιο επίπεδο.”

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’

There is so much misinformation in mainstream corporate media about recent events in Nicaragua that it is a pity that Mary Ellsberg’s article for Pulse has added to it with a seemingly leftish critique. Ellsberg claims that recent articles, including from this website, often “ paint a picture of the crisis in Nicaragua that is dangerously misleading. ” Unfortunately, her own article does just that. It looks at the situation entirely from the perspective of those opposing Daniel Ortega’s government while whitewashing their malevolent behavior and downplaying the levels of US support they have relied on.
