Γκάλμπρεϊθ: Γιατί η Ελλάδα κέρδισε και η Γερμανία υπαναχώρησε

Πολλά διεθνή μέσα έκαναν λόγο για νίκη της Γερμανίας και ήττα της Ελλάδας μετά τη συμφωνία στο Eurogroup της Παρασκευής. Την άποψη αυτή αντικρούει ο έγκριτος οικονομολόγος και σύμβουλος του Γιάνη Βαρουφάκη, καθηγητής Τζέιμς Γκάλμπρεϊθ, σε άρθρο του υπό τον τίτλο «Διαβάζοντας σωστά την ελληνική συμφωνία», που δημοσιεύεται στην ιστοσελίδα Social Europe.

Περιγράφοντας τον τρόπο με τον οποίο τα διεθνή μέσα κάλυψαν την επίτευξη συμφωνίας μεταξύ Ελλάδας και εταίρων στο τέλος της προηγούμενης εβδομάδας, ο Γκάλμπρεϊθ κάνει λόγο για δημοσιεύματα χωρίς λεπτομέρειες, ανυπόγραφα και χωρίς διασταύρωση που περιγράφουν τη συμφωνία ως υπαναχώρηση του ΣΥΡΙΖΑ και νίκη της Γερμανίας και της υπόλοιπης Ευρώπης.

Όπως εξηγεί όπως ο ίδιος «δεν υπήρχε συμφωνία για μια δανειακή συμφωνία που θα μπορούσε να απελευθερώσει πλήρως τα χέρια της Ελλάδας». «Οι δανειακές συμφωνίες έρχονται με όρους» γράφει και σημειώνει ότι οι επιλογές για την ελληνική κυβέρνηση ήταν συμφωνία με όρους, ή καμία συμφωνία με κανέναν όρο. Συνεχίζοντας ο Γκάλμπρεϊθ τονίζει ότι η συμφωνία έπρεπε να κλείσει μέχρι τις 28 Φεβρουαρίου που λήγει η στήριξη των ελληνικών ομολόγων από την ΕΚΤ ώστε να αποφευχθεί ενδεχόμενο εξόδου της Ελλάδας από τη ζώνη του ευρώ. «Ο ΣΥΡΙΖΑ δεν εκλέχθηκε για να βγάλει την Ελλάδα από την Ευρώπη. Για να τηρήσει τις προεκλογικές του δεσμεύσεις λοιπόν, η σχέση Αθήνας και Ευρώπης θα έπρεπε να παραταθεί κατά έναν τρόπο αποδεκτό κι από τις δύο πλευρές», υπογραμμίζει ο Τζέιμς Γκάλμπρεϊθ.

Ο καθηγητής αναλύει τις λεξιμαχίες Αθήνας – Βρυξελλών και εστιάζει την προσοχή σε δύο όρους. Κατά τον Γκάλμπρεϊθ η φράση επέκταση της «Master Financial Assistance Facility Agreement» που χρησιμοποιήθηκε είναι ακόμα καλύτερη από την λιγότερο προβληματική φράση «επέκταση της δανειακής σύμβασης» που πρότεινε αρχικά η ελληνική πλευρά, καθώς «με λίγα λόγια η MFFA επεκτείνεται αλλά οι όροι αναθεωρούνται». Πολύ σημαντική είναι επίσης κατά τον Αμερικανός καθηγητή ο όρος «arrangement» που σημαίνει «συμφωνία».

Για να εξηγήσει το γιατί ο Αμερικανός καθηγητής παραθέτει ένα απόσπασμα από τη συμφωνία που λέει τα εξής:

«Στόχος της επέκτασης είναι η επιτυχής ολοκλήρωση της αξιολόγησης, βάσει και της νέας συμφωνίας και μέσω της χρήσης με τον καλύτερο δυνατό τρόπο τις ευελιξίας που υπάρχει και την συμφωνήσαμε από κοινού με τις ελληνικές αρχές και τους θεσμούς. Μέσω αυτής της επέκτασης προσφέρεται χρόνος-γέφυρα για διαπραγματεύσεις για πιθανή επικείμενη συμφωνία, μεταξύ Ελλάδας, Eurogroup και θεσμών. Οι ελληνικές αρχές θα παρουσιάσουν μία πρώτη σειρά μεταρρυθμίσεων, οι οποίες θα βασίζονται στο τρέχον πρόγραμμα έως τη Δευτέρα 23 Φεβρουαρίου. Οι θεσμοί θα καταθέσουν μία πρώτη άποψη για το εάν τα μέτρα αυτά θα αποτελέσουν μία καλή αρχή προκειμένου να υπάρξει επιτυχής ολοκλήρωση της αξιολόγησης».

«Αν πιστεύετε ότι μπορείτε να βρείτε μια ακλόνητη δέσμευση σε αυτούς τους όρους και προϋποθέσεις του "τρέχοντος προγράμματος" σε αυτό το κείμενο, καλή σας τύχη! Δεν υπάρχει. Επομένως, όχι η τρόικα δεν μπορεί να έρθει στην Αθήνα και να παραπονεθεί για την επαναπρόσληψη των καθαριστριών» γράφει χαρακτηριστικά ο Τζέιμς Γκάλμπρεϊθ.

Ένας άλλος όρος της συμφωνία που απασχολεί τον σύμβουλο του Έλληνα υποουργού Οικονομικών, είναι ο «Memorandum of Understanding» που υπεγράφη από τις προηγούμενες κυβερνήσεις. Αναφερόμενος στο γνωστό σε όλους «μνημόνιο» ο Αμερικανός καθηγητής Οικονομίας σημειώνει ότι δεν είναι όλα παράλογα όσα αναγράφονται σε αυτό το κείμενο καθώς αντανακλούν τους ευρωπαϊκούς όρους και κανόνες. «Δεν ήταν τόσο δύσκολο για την νέα κυβέρνηση να δηλώσει ότι δεσμεύεται στο 70% του Μνημονίου λοιπόν», επισημαίνει.

Ο κ. Γκάλμπρεϊθ επαναλαμβάνει τη ρητορική της κυβέρνησης ότι δεν είναι κάθετα αντίθετη στις ιδιωτικοποιήσεις αλλά διαφωνεί με αυτές που εγκαθιστούν μονοπώλια ή αυτές που έγιναν βιαστικά και δεν απέφεραν έσοδα.

Στη συνέχεια του άρθρου του τοποθετείται επίσης απέναντι στις αιτιάσεις ότι η κυβέρνηση υποσχόταν εφαρμογές κεϋνσιανών πολιτικών εξηγώντας ότι δεν υπάρχουν χρήματα στην Ελλάδα και επομένως αυτού του είδους οι πολιτικές δεν ήταν ποτέ στο τραπέζι, καθώς θα απαιτούσαν για την εφαρμογή τους έξοδο στο εθνικό νόμισμα

Στη συνέχεια, ο διάσημος Αμερικανός οικονομολόγος σχολιάζει «τις κακές γλώσσες» που θέλουν τους Τσίπρα και Βαρουφάκη, να λειτούργησαν υπερφίαλα ζαλισμένοι από τη μεγάλη εκλογική νίκη. «Ο Τσίπρας δεν το κάνει αυτό. Και ο Βαρουφάκης το πρώτο πράγμα που μου είπε όταν συναντηθήκαμε στο υπουργείο Οικονομικών ήταν "καλωσήρθες στο δηλητιριασμένο δισκοπότηρο"», αποκαλύπτει χαρακτηριστικά.

Αποκρούοντας τα επιχειρήματα που κάνουν λόγο για νίκη της Γερμανίας, ο Γκάλμπρεϊθ βλέπει στην εξέλιξη των συνομιλιών υπαναχώρηση από τη γερμανική πλευρά. ¨οπως υποστηρίζει ο Βόλφγκανγκ Σόιμπλε ήταν αυτός που έκανε πίσω την Παρασκευή μετά τη δημόσια διαφωνία του αντικαγκελάριου της Γερμανίας Ζίγκμαρ Γκάμπριελ για την εσπευσμένη απόρριψη της ελληνικής πρότασης και το τηλεφώνημα Μέρκελ-Τσίπρα που ακολούθησε. «Μπορεί οι κινήσεις να ήταν χορογραφημένες» γράφει αλλά στο τέλος ήταν ο Σόιμπλε που έκανε ένα βήμα πίσω.

Αναφερόμενος στην αιτία που οδήγησε σε μία συμφωνία υπέρ της ελληνικής πλευράς, ο καθηγητής εκτιμά ότι αυτή ήταν η επίκληση της λογικής και το γεγονός ότι στο τέλος η Μέρκελ επέλεξε να μην είναι η ηγέτης που θα ευθύνεται για τη ρήξη της Ευρώπης.

«Σύντομα θα υπάρξουν νέα μέτωπα στην Ευρώπη, στην Ισπανία, ίσως στην Ιρλανδία και στη συνέχεια στην Πορτογαλία, χώρες οι οποίες έχουν εκλογές μπροστά τους. Δεν είναι πιθανό η ελληνική κυβέρνηση να καταρρεύσει ή να λυγίσει στις διαπραγματεύσεις και με το πέρασμα του χρόνου ο σκοπός της μανούβρας που κερδήθηκε σε αυτή την πρώτη αψιμαχία θα γίνει πιο ξεκάθαρος. Σε ένα χρόνο από τώρα το πολιτικό τοπίο στην Ευρώπη μπορεί να είναι τελείως διαφορετικό από αυτό που είναι σήμερα» καταλήγει ο Γκάλμπρεϊθ.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’
