Το Σχέδιο Β! και αν αποτύχει ο κ. Λαπαβίτσας

Στη Θεωρία Παιγνίων του κ.Βαρουφάκη, όλα τα ενδεχόμενα που θα μπορούσαν να προκύψουν τις τελευταίες ημέρες ήταν πιθανά. Άλλωστε, τα μαθηματικά της θεωρίας αυτής, για την οποία ο υπουργός οικονομικών έγραψε ένα ενδιαφέρον βιβλίο, βασίζονται στις πιθανότητες και τη στατιστική.

Ο κ. Βαρουφάκης αντιμετώπισε τη χώρα και το λαό ως παίγνιο αλλά, εκεί που έφθασαν τα πράγματα δεν υπήρχε άλλη οδός. Ως παίγνιο τον διαχειρίστηκαν και οι προηγούμενες κυβερνήσεις. Δεν υπήρχε ορθολογιστική λύση στο αδιέξοδο που οδήγησαν τη χώρα οι επιφανείς πολιτικοί της μεταπολίτευσης.

Από την ανάπτυξη του Σχεδίου Α! της νέας Ελληνικής κυβέρνησης μπορεί να μην προέκυψε η επιθυμητή λύση αλλά αναδείχθηκαν πολλά θετικά στοιχεία.

Κατ αρχάς αμφισβητήθηκαν τα μεταπολιτευτικά στερεότυπα ότι μόνο οι γαλαζοαίματοι διάδοχοι των πολιτικών οικογενειών μπορούν να διαχειριστούν τις κρατικές υποθέσεις της χώρας.

Δεύτερον, υπάρχει μια αντιστροφή της αρνητικής εικόνας που σχηματίστηκε στους λαούς της Ευρώπης για την Ελλάδα και τους Έλληνες, εικόνα που φρόντισαν, ο καθένας για διαφορετικούς λόγους, να καλλιεργήσουν οι ευρωπαϊκές και ελλαδικές ηγεσίες.

Ο κ. Βαρουφάκης έπαιξε αριστοτεχνικά αυτό το παιχνίδι δίνοντας ρεσιτάλ στο Βερολίνο. Ανατάραξε τις ευρωπαϊκές συνειδήσεις γύρω από την εικόνα της χώρας και του λαού μας. Η Ελλάδα, για άλλη μια φορά βγήκε στην πολιτική και κοινωνική πρωτοπορία και διαμορφώνει, με τη δυναμική που προσδίδει και την αμφισβήτηση της κατεστημένης πολιτικής, το ευρωπαϊκό μέλλον. Θα ακολουθήσουν άλλοι λαοί που θα συμπληρώσουν την εικόνα της μελλοντικής Ευρώπης αλλά, από τη σημερινή στασιμότητα είναι η Ελλάδα που βγάζει τη γηραιά ήπειρο.

Οι ευρωπαϊκές ηγεσίες, κυρίως του νότου, που είχαν και το μεγαλύτερο ενδιαφέρον, δεν θέλησαν να ακολουθήσουν, για δικούς τους υπολογισμούς που είναι καταφανείς, την Ελληνική προσπάθεια. Είμαστε βέβαιοι πως η βούληση των λαών τους είναι διαφορετική. Ακόμη και του γερμανικού λαού προς τον οποίο απευθύνθηκε με τον δέοντα σεβασμό και αγγίζοντας τις λεπτές χορδές της συλλογικής του συνείδησης, ο έλληνας υπουργός οικονομικών.

Υπάρχει και κάτι ακόμη που είναι πολύ ουσιαστικό και από το οποίο ξεκινάει οποιαδήποτε διαπραγμάτευση ή η θέση μιας χώρας στην παγκόσμια σκηνή. Η απαίτηση για σεβασμό του ελληνικού λαού και της κυβέρνησής του. Αυτό, για λόγους ανεξήγητους, οι προκάτοχοι της σημερινής κυβέρνησης το λησμόνησαν αν και διατυμπάνιζαν τη γνώση τους για τη διεθνή πολιτική και τις ευαισθησίες τους σε θέματα ελληνικής πατρίδας.

Τόσο ο σημερινός πρωθυπουργός όσο και υπουργοί του έκαναν σαφές σε διεθνές επίπεδο ότι το να χρωστά μια χώρα είναι απολύτως φυσιολογικό και δεν σημαίνει ότι μπορούν να της συμπεριφέρονται προσβλητικά και με αγένεια. Όσο και να μην φαίνεται αυτό είναι η μεγαλύτερη κατάκτηση των ημερών. Η ελληνική κοινωνία ένοιωσε να έχει υπόσταση και κυβέρνηση.

ΠΟΛΙΤΙΚΗ ΥΨΗΛΟΥ ΡΙΣΚΟΥ

Για να είμαστε δίκαιοι με την ιστορία, η πολιτική αυτή υψηλού ρίσκου δεν είναι εφεύρημα της σημερινής κυβέρνησης. Ως έναν βαθμό την ακολούθησε και ο Ανδρέας Παπανδρέου, τον οποίο κατά πολλούς μιμείται ο κ. Τσίπρας αλλά, ο αριστοτέχνης του είδους ήταν ο Ελευθέριος Βενιζέλος.

Ο κρητικός πολιτικός, στον οποίο οφείλει η σημερινή Ελλάδα τα σύνορά της, μπήκε στη μάχη των βαλκανικών πολέμων με μεγάλες αβεβαιότητες. Αν αναζητούσε τη βεβαιότητα και τη σιγουριά στις κινήσεις του, η Ελλάδα θα είχε ακόμη σύνορα στη Μελούνα.

Εκείνο που κάνει τη διαφορά του Βενιζέλου από τους κατοπινούς μιμητές της πολιτικής τακτικής του είναι ότι ο κρητικός πολιτικός ήταν αριστοτέχνης στη διαμόρφωση ισορροπιών και συμμαχιών στην εξωτερική πολιτική. Τα πολιτικά οφέλη που είχε στο εσωτερικό, ήταν αντανάκλαση των επιτυχιών του στο εξωτερικό.

Σήμερα, η πολιτική ηγεσία διαχειρίζεται τις τύχες της χώρας χωρίς τη δύναμη που μπορεί να της προσδώσουν οι συμμαχίες. Ενδεχομένως να τις αναζήτησε στη Ρώμη, τη Μαδρίτη και το Παρίσι πριν αναλάβει το υψηλό ρίσκο. Αλλά, οι ηγεσίες των χωρών αυτών υπαναχώρησαν μετά τα τηλεφωνήματα της κ. Μέρκελ. Η υπαναχώρηση αυτή δεν θα περάσει απαρατήρητη στις κοινωνίες τους. Αλλά, στην πολιτική, εν τέλει, μετρά το αποτέλεσμα. Και το αποτέλεσμα είναι μια προϊούσα, σε επίπεδο πολιτικής εξουσίας, συνειδητοποίηση της ελληνικής μοναξιάς.

Το λέγαμε, άλλωστε, σε προηγούμενο κείμενό μας πως οι ευρωπαϊκές κοινωνίες είναι ώριμες για μια ρήξη με την κυρίαρχη γερμανική πολιτική στην Ευρώπη. Είχαμε, όμως, αμφιβολίες για τις ηγεσίες τους. Δυστυχώς, επιβεβαιωθήκαμε.

ΤΟ ΣΧΕΔΙΟ Β!

Αυτό, όμως, ήταν το Σχέδιο Α! Τώρα αρχίζει το Σχέδιο Β! Τι θα μπορούσε να περιλαμβάνει;

Ο Γερμανικός αντίλογος, όπως και οι παρασκηνιακές κινήσεις του Βερολίνου, ήταν καλά προετοιμασμένα. Όλοι συνιστούν στην Ελλάδα να τηρήσει τις συμφωνίες αλλά, παράλληλα, προτείνουν λύσεις που θα μπορούσαν να γίνουν αποδεκτές. Ο ίδιος ο υπουργός οικονομικών είπε πως και ο ΣΥΡΙΖΑ θα μπορούσε να έχει υπογράψει το 60% των μνημονίων.

Οι λύσεις που προτείνονται συνίστανται σε δύο στοιχεία. Πρώτον, μακρά επιμήκυνση αποπληρωμής του χρέους και δεύτερον μείωση του ποσού των δόσεων.

Το πρώτο θα προσδώσει αξιοπιστία στη χώρα, το δεύτερο θα της δώσει τη δυνατότητα να αρχίσει να επενδύει στην ανάπτυξη.

Βεβαίως, η ανάπτυξη ήταν μια καραμέλα όλων των μεταπολιτευτικών κυβερνήσεων αλλά, καθώς ο βασιλιάς είναι πλέον γυμνός, βλέπουμε πως την εννοούσαν. Ανάπτυξη με τη διευκόλυνση των ημετέρων και να φτάνει ως την εξώπορτα της αθηναϊκής αυλής μας.

Αν αυτά θα είναι τα κυρίαρχα χαρακτηριστικά της ανάπτυξης που θα ακολουθήσει και η σημερινή κυβέρνηση, υπογράφουμε από τώρα την αποτυχία της.

Τα νέα και άφθαρτα πρόσωπα που τη συγκροτούν θα διαμορφώσουν μια ανάλογη δυναμική και στα κόμματα της αντιπολίτευσης και αυτό, ίσως, αποτελέσει τη μεγαλύτερη ελπίδα της Ελλάδας. Δεν έχουν δικαίωμα να αποτύχουν εν ονόματι της μακραίωνης ιστορίας και των τραγικών βιωμάτων αυτού του λαού.

Το Σχέδιο Β!, όπως επιγραμματικά αναφέρθηκε παραπάνω, είναι μια ρεαλιστική λύση. Διαφορετικά, ο κίνδυνος παρέκκλισης είτε από τη μια είτε από την άλλη πλευρά είναι εμφανής. Δεν είναι δύσκολο να φανταστεί κανείς την ελληνική πολιτική ηγεσία να υποτιμά την αδιαλλαξία της Γερμανίας. Ούτε και μερικούς ευρωκράτες να υπολογίζουν εσφαλμένα την πολιτική δυναμική στην Ελλάδα. Η χημική αυτή αντίδραση έχει υψηλή ενθαλπία, που μπορεί να λιώσει τους συνεκτικούς δεσμούς της Ελλάδας με την Ευρωπαϊκή Ένωση.

ΤΟ ΣΧΕΔΙΟ Γ!

Και τότε;

Τότε, προφανώς, και αυτό το συνάγω με λογικούς συνειρμούς, θα εφαρμοσθεί το Σχέδιο Γ! με τον καταλληλότερο άνθρωπο στους κόλπους του κυβερνώντος κόμματος, ίσως και στην Ελλάδα: τον κ. Κώστα Λαπαβίτσα, καθηγητή οικονομικών στο Πανεπιστήμιο Αφρικανικών και Ασιατικών Σπουδών του Λονδίνου. Ο κ. Λαπαβίτσας είναι πολύ καλός οικονομολόγος και έχει εργαστεί λεπτομερώς σε ένα πρόγραμμα εξόδου της Ελλάδας από το ευρώ και επιστροφής στη δραχμή. Έχει σχέδιο αλλά και πολλές αβεβαιότητες γι αυτήν την πορεία. Συνομίλησα αρκετές φορές, όχι μόνο τηλεοπτικά, μαζί του και νομίζω πως μπορεί να ανταπεξέλθει σε υψηλή θέση ευθύνης. Αν και η παρουσία του παραπέμπει σημειολογικά στο μοιραίο, η αξιοποίησή του στις διαπραγματεύσεις ίσως στείλει τα αναγκαία μηνύματα αποφασιστικότητας.
