Πάνω από 269 δισ. οι γερμανικές πολεμικές οφειλές προς την Ελλάδα

Τον διπλωματικό κατ' αρχήν δρόμο για τη διεκδίκηση των γερμανικών οφειλών μέσω διαπραγματεύσεων με τη γερμανική κυβέρνηση, αλλά και τον δικαστικό σε περίπτωση που η Γερμανία επιμείνει στη σημερινή αρνητική της στάση, προτείνεται στην έκθεση της Διακομματικής Κοινοβουλευτικής Επιτροπής για τη διεκδίκηση των Γερμανικών Οφειλών, οι εργασίες της οποίας ολοκληρώθηκαν με την ψήφιση της έκθεσης και την κατάθεσή της στην Ολομέλεια της Βουλής.

Οι οφειλές της Γερμανίας προς την Ελλάδα υπολογίζονται σε περισσότερα από 200 δις. ευρώ.

«Οι συνέπειες του Β΄ Παγκόσμιου Πολέμου για την Ελλάδα και τους πολίτες της υπήρξαν τρομακτικές και ανεπανόρθωτες, καθώς η χώρα υπέστη απρόκλητη- προμελετημένη επίθεση, αλλά και τη βάρβαρη κατοχή από τις δυνάμεις της ναζιστικής Γερμανίας, της φασιστικής Ιταλίας και της τσαρικής Βουλγαρίας. Η τριπλή αυτή κατοχή οδήγησε τον ελληνικό λαό στην απόλυτη εξαθλίωση, αφού εξάρθρωσε την οικονομία της χώρας. Η διαπίστωση αυτή προκύπτει αβίαστα από το υφιστάμενο υπηρεσιακό κρατικό υλικό και τεκμηριώνεται από πλήθος ακλόνητων μαρτυριών και πληθώρα ιστορικών πηγών», σημειώνεται στην εισαγωγή της έκθεσης.

Μεταξύ των πολεμικών επανορθώσεων περιλαμβάνονται απαιτήσεις από τον Α΄ Παγκόσμιο Πόλεμο με βάση τη Συνθήκη των Βερσαλλιών του 1919. Στην Ελλάδα καταβλήθηκαν 47 εκατ. μάρκα για να δοθούν στους ιδιώτες δικαιούχους, ενώ από το επανορθωτικό ποσό των 485.975.000 χρυσών μάρκων έχουν εισπραχθεί 7.275.380 χρυσά μάρκα. Το υπόλοιπο ποσό προσδιορίστηκε από την Έκθεση της Ειδικής Επιτροπής του Γενικού Λογιστηρίου του Κράτους σε 9.189.270.837 ευρώ.

Όσον αφορά τον Β' Παγκόσμιο Πόλεμο, ο προσδιορισμός του ΓΛΚ βάσει της Συνδιάσκεψης των Παρισίων καταλήγει στο συμπέρασμα ότι οι καθαρές απαιτήσεις της Ελλάδας από τη Γερμανία ανέρχονται σε 6.741.07.692 δολάρια ΗΠΑ του 1938, ποσό που υπολογίζεται στα 309.498.827.179,51 ευρώ. Σε αυτό τον προσδιορισμό δεν περιλαμβάνονται αρκετές από τις απαιτήσεις της Ελλάδας από τη Γερμανία, όπως για παράδειγμα το κατοχικό δάνειο.

Το ΓΛΚ επιχείρησε και μία εναλλακτική προσέγγιση του προσδιορισμού των απαιτήσεων δίνοντας έμφαση στη χρήση του αρχειακού υλικού. Με βάση αυτή την προσέγγιση οι καθαρές απαιτήσεις της Ελλάδας έναντι της Γερμανίας υπολογίζονται στα 171.442.057.838 ευρώ. Σε αυτό το ποσό προστίθεται η απαίτηση της Ελλάδας για το κατοχικό δάνειο που ανέρχεται στα 10.344.859.092 ευρώ, η απαίτηση για αποθετικές ζημίες που ανέρχεται στα 33.873.928.462 ευρώ κι η απαίτηση από μείωση παραγόμενου προϊόντος που ανέρχεται στα 53.886.160.462 ευρώ.

Συνολικά το ποσό των απαιτήσεων της Ελλάδας από τη Γερμανία ανέρχεται στα 269.547.005.854 ευρώ. Και στους δύο προσδιορισμούς εξαιρούνται οι απαιτήσεις από απώλεια ανθρωπίνων ζωών ή αναπηριών μόνο από πολεμικές ενέργειες, οι οποίες υπολογίζονται συνολικά σε 22.120.000.000 ευρώ χωρίς τους τόκους, ενώ μια δεύτερη εναλλακτική περιλαμβάνει όλα τα θύματα της Κατοχής, δηλαδή και τους θανάτους από λιμό κι ασθένειες, με το ποσό να ανέρχεται στα 107.268.000.000 ευρώ.

Με πρωτοβουλία και συντονισμό της προσπάθειας από το Ελληνικό Κοινοβούλιο απαιτείται η εκπόνηση και υλοποίηση σχεδίου εθνικής στρατηγικής στα θέματα των γερμανικών οφειλών. Το Κοινοβούλιο, αφού οριοθετήσει και χαράξει τις γενικές και επί μέρους κατευθύνσεις, τις επί μέρους τακτικές και τους επί μέρους και συνολικούς στόχους, πρέπει να ανοίξει εθνικό διάλογο, με συγκεκριμένη συνολική και επί μέρους θεματολογία. Αυτό μπορεί να επιτευχθεί και με τη συγκρότηση-λειτουργία μόνιμης Διακομματικής Επιτροπής.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’

There is so much misinformation in mainstream corporate media about recent events in Nicaragua that it is a pity that Mary Ellsberg’s article for Pulse has added to it with a seemingly leftish critique. Ellsberg claims that recent articles, including from this website, often “ paint a picture of the crisis in Nicaragua that is dangerously misleading. ” Unfortunately, her own article does just that. It looks at the situation entirely from the perspective of those opposing Daniel Ortega’s government while whitewashing their malevolent behavior and downplaying the levels of US support they have relied on.
