«Και ο Λοβέρδος και ο Σαλµάς και εγώ ρίξαµε τη φαρµακευτική δαπάνη». Τα λόγια του Αδωνη Γεωργιάδη, αντιπροέδρου της Νέας Δηµοκρατίας και πρώην υπουργού Υγείας από τον Ιούνιο 2013 µέχρι τον Ιούνιο 2014, ο οποίος έχει αναλάβει αυθορµήτως την υπεράσπιση και των προκατόχων του, αντηχούν στα αυτιά του κάθε πολίτη, από την ηµέρα που έσκασε το σκάνδαλο «Novartis». Πλανόδιος από ραδιόφωνο σε τηλεόραση και από twitter και facebook σε εφηµερίδα, ο Αδ. Γεωργιάδης επαναλαµβάνει το ίδιο ρεφρέν: ότι κατεδάφισε τη δηµόσια φαρµακευτική δαπάνη και άρα όλα καλά.

Αφορµή για τις επαναλαµβανόµενες δηλώσεις του Αδωνη, η υπόθεση «Novartis» που αφορά και µίζες δεκάδων εκατοµµυρίων ευρώ, γεγονός για το οποίο ελέγχονται και πρώην κυβερνητικοί παράγοντες, εκτός από τους υπηρεσιακούς. Ακόµα και υπουργικές αποφάσεις φέρονται να έχουν ληφθεί µε αποτέλεσµα την ενίσχυση της θέσης της συγκεκριµένης εταιρείας στην αγορά φαρµάκου της χώρας µας, έναντι των ανταγωνιστών της. 23 δισ. ευρώ είναι η ζηµιά του Δηµοσίου από το 2000 έως το 2015, σύµφωνα µε τα στοιχεία που έχουν δηµοσιευτεί από τη δικογραφία, και τριών δισ. ευρω µόνο από τη Novartis.

Μακροοικονοµικά, δηλαδή στην τελευταία γραµµή του ετήσιου προϋπολογισµού, οι υπουργοί Υγείας στα χρόνια του Μνηµονίου (2008 - 2015) όντως µείωσαν τη δηµόσια φαρµακευτική δαπάνη, λόγω αυστηρών δεσµεύσεων από τους δανειστές. Πώς, όµως, µείωσε καθένας από τους υπουργούς τη δαπάνη; Τι ποσό µετακυλίστηκε στους ασθενείς;

Ποιο ποσό επιβάρυνε τη βιοµηχανία; Μπήκαν νέες, καινοτόµες θεραπείες µέσα στα αποζηµιούµενα από τον υπερ-οργανισµό (ΕΟΠΥΥ) φάρµακα; Μπήκαν νέα γενόσηµα που θα έριχναν τη δαπάνη; Μπήκε ένα πλαίσιο στην τιµολόγηση; Μπήκε ένα πλαίσιο αποζηµίωσης, ανακουφιστικό για τους ασθενείς και το σύστηµα; Δυστυχώς, όχι.
