Η απέραντη ένδεια των ευρωλαγνικών επιχειρημάτων

Η αλήθεια είναι πώς ανέκαθεν οι οπαδοί του ευρώ δεν τα πήγαιναν καλά στην προσπάθειά τους να δώσουν σχήμα και μορφή με έναν πειστικό τρόπο στο όραμά τους. Ακόμη και στα τέλη της δεκαετίας του ’90, όταν τίποτε ορατό δεν σκίαζε τον κοινό ευρωπαϊκό ουρανό, το περίβλημα με το οποίο έντυναν το κοινό νόμισμα ήταν η σύγκλιση με την υπόλοιπη Ευρώπη, που υποτίθεται ότι αυτομάτως θα ερχόταν και αυτομάτως θα βελτίωνε τα εισοδήματά μας, και τα χαμηλά επιτόκια, που πράγματι ήρθαν διευκολύνοντας όμως την υπερχρέωση των ιδιωτικών νοικοκυριών και αδυνατώντας να αποτρέψουν την δημοσιονομική κρίση των περιφερειακών κρατών της ευρωζώνης.

Η δυσκολία τους σήμερα να πείσουν θετικά για τα πλεονεκτήματα της παραμονής στο ευρώ ή ακόμη και για τις ζημιές που θα υποστούμε αν ανακτήσουμε την νομισματική μας κυριαρχία έχει κορυφωθεί. Αναμενόμενο, προφανώς, από την στιγμή που όλα εκείνα που υποτίθεται ότι θα παθαίναμε αν βγαίναμε από το μαντρί (πχ όρια στις τραπεζικές αναλήψεις) συνέβησαν εξ αιτίας της παραμονής μας.

Έτσι, στις περισσότερες περιπτώσεις οι εκκλήσεις «μένουμε Ευρώπη» των ευρωλιγούρηδων συνοδεύονται από κενολογίες για την «ευρωπαϊκή πορεία που έχτισε ο ελληνικός λαός επί 40 χρόνια με θυσίες και συντριπτική πολιτική βούληση» (υιός Ψυχάρη, Βήμα 28 Ιουνίου 2015). Εδώ η κουτοπονηριά είναι εμφανής: ο,τιδήποτε κατάφερε ο εργαζόμενος άνθρωπος, με την εργασία του, να αποδοθεί στην «Ευρώπη των λαών» και το κοινό νόμισμα.

Κι η καταστροφή που εμφανίστηκε τα τελευταία χρόνια, η οποία αποδεδειγμένα (λόγω του συγχρονισμού της σε όλη της ευρω-περιφέρεια) δεν θα είχε προσλάβει αυτή την μορφή αν δεν υπήρχε το κοινό νόμισμα, πως μπορεί να δικαιολογηθεί;

Η καταστροφή, που είναι το κόστος της παραμονής στην ευρωζώνη φαίνεται παραστατικά σε δύο δείκτες. Πρώτο, από την καθίζηση του κατά κεφαλήν ΑΕΠ της Ελλάδας (σε μονάδες αγοραστικής δύναμης) μεταξύ 2009 και 2014. Μετά δηλαδή από 5 έτη εφαρμογής των μνημονίων, όπως πολύ εύστοχα έδειξε ο Μανόλης Δρεττάκης στην Εφημερίδα των Συντακτών στις 24 Ιουνίου, το κατά κεφαλήν ΑΕΠ μειώθηκε κατά 24,1% στη χώρα μας, η οποία κατρακύλησε στην 22η θέση από την 15η που κατείχε. Στην άλλη άκρη της κλίμακας το κατά κεφαλήν ΑΕΠ της Γερμανίας αυξήθηκε κατά 8,1%. Η απόσταση επομένως μεγάλωσε όχι μόνο λόγω των ζημιών της Ελλάδας αλλά και των κερδών της Γερμανίας. Που είναι λοιπόν η πολυαναμενόμενη «σύγκλιση με την Ευρώπη»;

Η ζημιά που υπέστη το παραγωγικό κεφάλαιο στην Ελλάδα, κι αυτός είναι ο δεύτερος δείκτης των υπαρκτών ζημιών της παραμονής στην ευρωζώνη, όλα αυτά τα χρόνια προκαλεί ακόμη μεγαλύτερη ανησυχία γιατί προεξοφλεί συρρίκνωση του προϊόντος και σταθεροποίηση της ανεργίας σε μεσοπρόθεσμο χρόνο.

Ως αποτέλεσμα του γεγονότος ότι οι ακαθάριστες επενδύσεις στη βιομηχανία μεταξύ 2008-2012 έχουν μειωθεί κατά 41%, το καθαρό απόθεμα κεφαλαίου στην Ελλάδα το 2014 (σε τιμές του 2010 κι όπως παρουσιάζεται στη βάση στατιστικών δεδομένων της Γιουροστάτ, Ameco) είχε κατρακυλήσει σχεδόν στα επίπεδα του 2007. Μέσα σε μια οκταετία έμεινε δηλαδή στάσιμο. Την ίδια ακριβώς περίοδο το απόθεμα κεφαλαίου στην ΕΕ αυξήθηκε κατά 8% και στην Γερμανία κατά 10,5%! Η συμμετοχή στην ευρωζώνη επομένως δεν βοήθησε ούτε καν την συσσώρευση του κεφαλαίου που, λόγω της τάσης της ανισόμετρης ανάπτυξης, σε κάθε χώρα της ΕΕ ακολούθησε διαφορετική και αποκλίνουσα κατεύθυνση.

Οι καταστροφικές επιπτώσεις της παραμονής της Ελλάδας στο ευρώ αποτυπώνονται επίσης και στο εμπορικό ισοζύγιο της χώρας, όπου το έλλειμμα μπορεί να μειώθηκε θεαματικά από 43 δισ. ευρώ το 2008 σε 20 δισ. το 2014, αυτό ωστόσο συνέβη κυρίως λόγω της μείωσης των εισαγωγών (κατά 17 δισ. ευρώ) και δευτερευόντως λόγω της αύξησης των εξαγωγών (κατά 6 δισ. ευρώ). Οι δομικές αδυναμίες της ελληνικής οικονομίας δηλαδή παρέμειναν, παρά την εσωτερική υποτίμηση, όπως αποκαλείται η μείωση των μισθών, που τροφοδότησε τα κέρδη των εξαγωγέων χωρίς να αυξήσει σημαντικά τις ίδιες τις εξαγωγές.

Η δομική υστέρηση εκφράζεται στα δεκάδες δισ. ευρώ που έχουν όλα αυτά τα χρόνια ξοδευτεί για εισαγωγές χοιρινού και βόειου κρέατος και γάλακτος κυρίως από την Γερμανία και την Ολλανδία ακόμη και ζάχαρης από την Γαλλία! Η ολοκλήρωση επομένως της αγοράς στο πλαίσιο της ευρωζώνης δεν παρήγαγε συμμετρικά, ισόρροπα αποτελέσματα, είχε χαμένους και κερδισμένους, καταδικάζοντας χώρες όπως η Ελλάδα να γίνουν καθαροί εισαγωγείς ακόμη και σε διατροφικά προϊόντα που ανέκαθεν ήταν καθαροί εξαγωγείς, εισφέροντας μέσω αυτών των εξαγωγών στο παρελθόν τεράστια συναλλαγματικά οφέλη στην οικονομία.

Στον «παράδεισο του ευρώ» όμως οι εισαγωγές ζάχαρης από τη Γαλλία μόνο το 2014 στοίχησαν 142 εκ. ευρώ (με βάση πρόσφατη έκθεση του Πανελλήνιου Συνδέσμου Εξαγωγέων) και χιλιάδες θέσεις εργασίας στην μεταποίηση και την γεωργία χαμένες λόγω του κλεισίματος των εργοστασίων της Ελληνικής Βιομηχανίας Ζάχαρης.

Ο ίδιος «αιματηρός» απολογισμός μπορεί να γίνει σε πολλούς ακόμη κλάδους, πολύ πιο στρατηγικής σημασίας, όπως για παράδειγμα η ναυπηγική βιομηχανία, που κάλλιστα μπορούσε να λύσει όχι μόνο το πρόβλημα της ακτοπλοϊκής σύνδεσης των δεκάδων ελληνικών νησιών, αλλά και της επέκτασης της σιδηροδρομικής κάλυψης στην ηπειρωτική Ελλάδα. Στόχος με πολλαπλά οφέλη που δεν περιορίζονται μόνο στην διευκόλυνση της καθημερινότητας των πολιτών. Επεκτείνονται και στην ίδια την οικονομία, καθώς θα διευκολυνόταν το εμπόριο, εντός κι εκτός Ελλάδας.

Τούτων δοθέντων οι πιο επιστημονικοφανείς αναλύσεις για τα οφέλη από την παραμονή στο ευρώ ξεκινούν και τελειώνουν υπενθυμίζοντας την ανάγκη των διαρθρωτικών αλλαγών: μια εύσχημη μετονομασία της μείωσης των μισθών, της ελαστικοποίησης των εργασιακών σχέσεων και της κατάργησης των συλλογικών συμβάσεων εργασίας. Ένα επιχείρημα, που μπορεί να φάνταζε δύσκολο να ανασκευαστεί πριν πέντε χρόνια, όταν ο ΣΕΒ ζητούσε επιμόνως τη φιλελευθεροποίηση των αγορών, υποσχόμενος μείωση της ανεργίας και ευημερία.

Πλέον όμως όταν οι διαρθρωτικές αλλαγές που έγιναν στην Ελλάδα έχουν χτυπήσει κόκκινο, ξεπερνώντας κάθε ρεκόρ, ποιος μπορεί πειστικά να υποστηρίξει ότι ακόμη κι η μείωση των μισθών στα «βαλκανικά επίπεδα» των 300 ευρώ, όπως κατ’ επανάληψη έχει ζητήσει η τρόικα, μπορεί να οδηγήσει σε επανεκκίνηση την παραγωγή και στο ξεπέρασμα των δομικών αδυναμιών, που έχουν οξυνθεί εξ αιτίας του ανταγωνισμού στην ευρωζώνη;

Ελλείψει επομένως οποιουδήποτε σοβαρού επιχειρήματος ανθούν οι άναρθρες κραυγές περί Αρμαγεδδώνα, σεισμών, λοιμών και καταποντισμών που θα ακολουθήσουν αν η Ελλάδα βγει από το ευρώ και εισάγει το δικό της, εθνικό νόμισμα.

Ανθούν ακόμη και ανοησίες, όπως το συμπέρασμα που κατέληγε το Βήμα στις 14 Ιουνίου (σε άρθρο με τίτλο Πώς θα ήταν η Ελλάδα με εθνικό νόμισμα) βάσει του οποίου σε περίπτωση εξόδου από το ευρώ «το σουβλάκι θα γίνει είδος πολυτελείας». Ο συντάκτης του άρθρου ξεχνάει ωστόσο πως επί δραχμών το σουβλάκι έκανε 100 ή 150 δραχμές και σήμερα φτάνει ακόμη και τα 2 ευρώ, έχει αυξηθεί δηλαδή η τιμή του ακόμη και 7 φορές! Αυτός ήταν ο παράδεισος του ευρώ…
