WikiLeaks: Η συμφωνία Trans-Pacific Partnership (TPP) βάζει στο στόχαστρο τις κρατικές επιχειρήσεις

Στα τέλη Ιουλίου, το WikiLeaks δημοσίευσε ένα απόρρητο έγγραφο της εμπορικής συμφωνίας Trans-Pacific Partnership Agreement (TPP) που αφορά πολλές χώρες του Ειρηνικού, μαζί με μια εξειδικευμένη ανάλυση του εγγράφου.

Όπως αναφέρεται, το έγγραφο περιλαμβάνει μια στρατηγική ιδιωτικοποιήσεων ευρείας κλίμακας στα πλαίσια της συγκεκριμένης συμφωνίας, με στόχο να περιορίσει δραστικά τις κρατικές επιχειρήσεις. Ακόμα και αν μια κρατική επιχείρηση υπηρετεί το δημόσιο συμφέρον θα πρέπει να εναρμονιστεί με τους νέους κανονισμούς και θα πρέπει να απαγορεύεται να κάνει διακρίσεις υπέρ των τοπικών επιχειρήσεων στις αγορές και τις πωλήσεις.

Οι ξένες εταιρίες θα είναι σε θέση να μηνύουν κρατικές επιχειρήσεις μιας άλλης χώρας σε περίπτωση που αυτές παραβιάζουν τις συνθήκες που επιβάλλει η συμφωνία, ενώ ακόμη και ιδιωτικές εταιρίες θα μπορούν να κινούνται νομικά κατά της χώρας που θεωρούν ότι παραβιάζει τις συνθήκες αυτές. Οι αναπτυσσόμενες χώρες που στηρίζονται σε μεγάλο βαθμό στις κρατικές επιχειρήσεις ως βασικό στοιχείο της οικονομικής τους δομής θα επηρεαστούν περισσότερο. Οι κρατικές επιχειρήσεις παίζουν καθοριστικό ρόλο στην δημόσια παροχή αγαθών ακόμα και στις πιο ιδιωτικοποιημένες χώρες, όπως ο Καναδάς και η Αυστραλία.

Η συμφωνία TPP είναι η μεγαλύτερη συμφωνία παγκοσμίως που αφορά το εμπόριο και αν εφαρμοστεί, θα αφορά περισσότερο από το 40% του παγκόσμιου ΑΕΠ. Παρά τις ευρείας κλίμακας επιπτώσεις που θα έχει στον παγκόσμιο πληθυσμό, οι διαπραγματεύσεις για την τελική της μορφή γίνονται από 12 χώρες κάτω από άκρα μυστικότητα.

Λίγοι είναι αυτοί - ακόμα και μεταξύ των κυβερνήσεων των χωρών που διαπραγματεύονται - οι οποίοι έχουν πρόσβαση στο πλήρες κείμενο της συμφωνίας. Το κοινό φυσικά - το οποίο και θα επηρεαστεί άμεσα - δεν έχει καμία πρόσβαση. Οι μεγάλες εταιρίες ωστόσο, έχουν πρόσβαση στο κείμενο και δημιουργούν πανίσχυρα λόμπι για να επιφέρουν αλλαγές που είναι προς το συμφέρον τους, ενώ ταυτόχρονα μειώνουν την επιρροή των αναπτυσσόμενων χωρών στις αποφάσεις.

Παρόμοιες συμφωνίες, όπως η TTIP και η TISA, αποτελούν μαζί με την TPP ένα μεγάλο διεθνές πακέτο συμφωνιών που αφορούν περισσότερο από τα 2/3 του παγκόσμιου ΑΕΠ.

Η αποκάλυψη των WikiLeaks επιβεβαιώνει την επίθεση που δέχονται τα κράτη από τις μεγάλες πολυεθνικές. Ο καταστροφικός νεοφιλελευθερισμός επιχειρεί να διαλύσει το εθνος-κράτος και τις μικρομεσαίες επιχειρήσεις και να ανοίξει τον δρόμο για την οριστική κυριαρχία των εταιρικών και τραπεζικών μονοπωλίων.

Δείχνει επίσης ότι οι υπερχρεωμένες χώρες χρησιμοποιούνται ως πρόφαση για μαζικές ιδιωτικοποιήσεις. Το χρέος δεν είναι το πρόβλημα, είναι το εργαλείο με το οποίο ο νεοφιλελευθερισμός επιτίθεται στα ανθρώπινα και τα εργασιακά δικαιώματα, ιδιωτικοποιώντας τα πάντα για χάρη του μεγάλου κεφαλαίου. Η συγκεκριμένη διαρροή δείχνει ξεκάθαρα ότι ο πόλεμος κατά των εταιριών υπό δημόσιο έλεγχο, μεθοδεύεται συστηματικά από τα τραπεζικά και εταιρικά λόμπι που ελέγχουν όλα τα πόστα σε θέσεις κλειδιά μέσα στην ΕΕ και τις ΗΠΑ.

Η τελευταία "συμφωνία" μεταξύ Ελλάδας και δανειστών, το τρίτο μνημόνιο, επιχειρεί να διαλύσει ότι απέμεινε από τα εργασιακά δικαιώματα και να ιδιωτικοποιήσει τις κρατικές επιχειρήσεις αντί πινακίου φακής.
