Το «κούρεμα» του γερμανικού χρέους για το οποίο είχε συμφωνήσει και η Ελλάδα!

Στις 27 Φεβρουαρίου 1953 οι πιστωτές της Γερμανίας με πρωτοβουλία των ΗΠΑ συγκεντρώθηκαν στο Λονδίνο για να διευθετήσουν το χρέος της Γερμανίας και συγκεκριμένα αυτό της Δυτικής Γερμανίας.

Το γερμανικό χρέος (προπολεμικό και μεταπολεμικό) ανερχόταν σε 32 δισεκατομμύρια μάρκα, χωρίς να υπολογίζονται οι πολεμικές επανορθώσεις και αποζημιώσεις. Στους πιστωτές περιλαμβάνονταν χώρες, όπως οι Ηνωμένες Πολιτείες, ο Καναδάς, η Γαλλία, η Μεγάλη Βρετανία, το Ιράν, η Ιταλία, η Ισπανία, η Ελβετία, η Γιουγκοσλαβία, η Νότιος Αφρική και η Ελλάδα. Η Ρωσία και οι χώρες της Ανατολικής Ευρώπης δεν συμμετείχαν στις διαπραγματεύσεις.

Οι διαπραγματεύσεις κράτησαν περίπου έξι μήνες και στις 8 Αυγούστου 1953 υπεγράφη η Συμφωνία του Λονδίνου για τα Γερμανικά Εξωτερικά Χρέη (London Agreement on German External Debts), που προέβλεπε «κούρεμα» κατά 60% και αποπληρωμή τους με μάρκα σε 30 χρόνια.

Ένας σημαντικός όρος της συμφωνίας ήταν ότι η αποπληρωμή θα γινόταν εφόσον η Δυτική Γερμανία είχε εμπορικό πλεόνασμα και η εξυπηρέτηση του χρέους δεν θα ξεπερνούσε το 3% των εσόδων της από το εξαγωγικό εμπόριο. Από ελληνικής πλευράς, τη συμφωνία υπέγραψε ο πρεσβευτής μας στο Λονδίνο, Λέων Β. Μελάς, και κυρώθηκε από τη Βουλή με το νόμο 3480/56 (ΦΕΚ 6/7.1.1956).

Το «κούρεμα» του γερμανικού χρέους, μαζί με το σχέδιο Μάρσαλ, βοήθησαν καθοριστικά στην οικονομική «απογείωση» της καθημαγμένης από τον πόλεμο Δυτικής Γερμανίας και τη βοήθησε να ενταχθεί ομαλά στους διεθνείς θεσμούς.

Λόγω της οικονομικής της ανάπτυξης, η αποπληρωμή του χρέους ήταν εύκολη υπόθεση για τη Δυτική Γερμανία. Η τελευταία δόση του πληρώθηκε στις 3 Οκτωβρίου 2010, όταν η Ελλάδα βρισκόταν στον αστερισμό του πρώτου μνημονίου.

Το «κούρεμα» του γερμανικού χρέους το 1953 χρησιμοποιήθηκε ως παράδειγμα από μη κυβερνητικές οργανώσεις (ATTAC κ.ά.) για τη διεκδίκηση διαγραφής του χρέους των υπερχρεωμένων χωρών του Τρίτου Κόσμου. Το επικαλέστηκε για το ελληνικό χρέος και ο τότε πρόεδρος του ΣΥΡΙΖΑ και νυν πρωθυπουργός Αλέξης Τσίπρας, κατά τη διάρκεια επίσκεψής του στο Ευρωκοινοβούλιο στις 27 Σεπτεμβρίου 2012.

    Η Γερμανία όμως είχε και πριν από τον πόλεμο βαριά βιομηχανία. Ετσι ηξεραν τι να κάνουν. Εδω και όλο το χρέος να μας κουρέψουν τι μπορούμε να κάνουμε ?Ατέλειωτες ταβέρνες, μπαρ, καφετέριες, τυροπιτάδικα.......η γεωργική παραγωγή λίγη και σε λιγο που θα γεμίσει η Αμερική ελαιόδενδρα θα ψαχνόμαστε......όσο για τον τουρισμό είμαστε στη φάση που η καινούργια γενιά τουριστών ξεχύθηκε για αναγνώριση του πλανήτη. Από του χρόνου κανονικά θα πρέπει να πέσει η κίνηση οπότε...........Αν δεν φτιάξουμε βαρια βιομηχανία ανταγωνιστική σε ποιότητα δεν προκειται να σηκώσουμε κεφάλι. Γυρίστε το φλυντζάνι που πίνετε καφέ ειναι εισαγωγής, το στυλό που γράφετε, το μολύβι, η ξυριστική μηχανή......μιλάμε για τα πιο απλά πράγματα που δεν μπορούμε να κατασκευάσουμε. Ποιόν θα συναγωνιστούμε? Πως?
