Άλλο ένα δείγμα παρακμής της "θαυμαστής" Ευρωπαϊκής Ένωσης


Το ευρωκοινοβούλιο αποδείχθηκε εντελώς ανεπαρκές (και σε κάποιο βαθμό απρόθυμο), να υπερισχύσει των, υποταγμένων στα λόμπι, γραφειοκρατών και της δικτατορίας της Ευρωπαϊκής Κεντρικής Τράπεζας. Έτσι, τελικά, το Ευρωπαϊκό Δικαστήριο εξαναγκάστηκε να αναλάβει δράση και να στραφεί κατά της Κομισιόν και της ΕΚΤ.

Έχει παραβιάσει η τρόικα τα θεμελιώδη δικαιώματα των πολιτών της ΕΕ με την επιμονή της για λιτότητα στις χώρες που επλήγησαν από την κρίση; Αυτό είναι το ερώτημα που φαίνεται ότι πρόκειται να αναλυθεί όλο και περισσότερο και ενδέχεται να οδηγήσει σε αξιώσεις κατά της Ευρωπαϊκής Κεντρικής Τράπεζας, του Διεθνούς Νομισματικού Ταμείου και της Ευρωπαϊκής Επιτροπής, μετά την απόφαση του Ευρωπαϊκού Δικαστηρίου η οποία δίνει το δικαίωμα στους πολίτες να καταθέσουν μήνυση εναντίον της τρόικα.

Η απόφαση του δικαστηρίου βασίστηκε στην τραπεζική κρίση της Κύπρου το 2013. Εκείνη την εποχή, η τρόικα και η κυπριακή κυβέρνηση συμφώνησαν την αναδιάρθρωση του τραπεζικού συστήματος, στην οποία συμπεριλήφθηκαν ανασφάλιστες καταθέσεις άνω των 100.000 ευρώ που χρησιμοποιήθηκαν για την ανακεφαλαιοποίηση της Τράπεζας της Κύπρου. Σε αντάλλαγμα, η χώρα έλαβε πακέτο διάσωσης από τον Ευρωπαϊκό Μηχανισμό Σταθερότητας.

Αυτό είχε ως αποτέλεσμα, ορισμένοι επενδυτές να χάσουν μεγάλα χρηματικά ποσά και στη συνέχεια να προχωρήσουν στην κατάθεση μήνυσης εναντίον της Επιτροπής και της ΕΚΤ για την οικονομική ζημιά που υπέστησαν. Παρά το γεγονός ότι οι δικαστές του Ευρωπαϊκού Δικαστηρίου απέρριψαν την υπόθεση, καθώς έκριναν ότι η σταθεροποίηση του τραπεζικού συστήματος εξυπηρετούσε το κοινό καλό της Ένωσης, πρόσθεσαν ότι η κατάθεση αγωγών αποζημίωσης κατά της τρόικα είναι δυνατή, μόνο σε περίπτωση που έχουν παραβιαστεί τα θεμελιώδη δικαιώματα κάποιου.

Ο ευρωβουλευτής των Πρασίνων Σβεν Γκίγκολντ χαρακτήρισε την απόφαση «σημαντικό βήμα για την προστασία των θεμελιωδών δικαιωμάτων» και ανακοίνωσε την πρόθεσή του να υποστηρίξει οποιονδήποτε πολίτη επιθυμεί να διεκδικήσει αποζημίωση από την τρόικα. Ο ευρωβουλευτής πρόσθεσε ότι οι πολίτες που έχουν επηρεαστεί από τη λιτότητα σε χώρες όπως η Ελλάδα, η Πορτογαλία, η Ιρλανδία και η Κύπρος έχουν πλέον στη διάθεσή τους τα νομικά μέσα με τα οποία μπορούν να κάνουν γνωστές τις υποθέσεις τους.

Μετά την έκρηξη της προσφυγικής κρίσης, η οποία επέφερε ανεπανόρθωτα πλήγματα στο ήδη σαθρό Ευρωπαϊκό οικοδόμημα, η απόφαση του Ευρωπαϊκού Δικαστηρίου αποτελεί ένα ακόμα σημάδι μιας δομής έτοιμης να καταρρεύσει. Ένας Ευρωπαϊκός θεσμός στρέφεται εναντίον άλλων Ευρωπαϊκών θεσμών. Στο παραμύθι της Ευρωπαϊκής ολοκλήρωσης, που διαδόθηκε κατά κόρον τις προηγούμενες δεκαετίες, όλοι οι Ευρωπαϊκοί θεσμοί υποτίθεται ότι δημιουργήθηκαν προκειμένου να συντονιστούν για το καλό όλων των Ευρωπαίων πολιτών. Φαίνεται ότι η απόφαση του Ευρωπαϊκού Δικαστηρίου επιβεβαιώνει ότι αυτό ήταν μια απάτη.

Όμως, η όλη διαδικασία φανερώνει κάτι ακόμα χειρότερο. Όπως αναφέρεται, “οι δικαστές του Ευρωπαϊκού Δικαστηρίου απέρριψαν την υπόθεση, καθώς έκριναν ότι η σταθεροποίηση του τραπεζικού συστήματος εξυπηρετούσε το κοινό καλό της Ένωσης”. Με άλλα λόγια, ούτε το Ευρωπαϊκό Δικαστήριο τολμά να αμφισβητήσει την κυριαρχία των τραπεζικών καρτέλ, όσο και αν είναι διεφθαρμένα, όσο και αν ευθύνονται σε μεγάλο βαθμό για την οικονομική κρίση, όσο και αν έχουν καταβροχθίσει δισεκατομμύρια σε πακέτα διάσωσης σε βάρος των πολιτών, την ίδια στιγμή που αυτοί στενάζουν κάτω από τη δυσβάσταχτη λιτότητα, φτώχεια και ανεργία.

Και δεν είναι μόνο αυτό. Είναι ξεκάθαρο ότι το Ευρωπαϊκό Δικαστήριο αναγκάστηκε να κινητοποιηθεί κάτω από το βάρος των πιέσεων ενός άλλου λόμπι, δηλαδή των επενδυτών που ζημιώθηκαν από το Κυπριακό bail-in.

Με άλλα λόγια, το Ευρωπαϊκό Δικαστήριο δεν συγκινήθηκε από τα έξι χρόνια μαζικής οικονομικής καταστροφής που επέβαλαν οι πολιτικές της τρόικα στην Ελλάδα, οι οποίες έστειλαν στην ανεργία και φτωχοποίησαν εκατομμύρια Έλληνες. Αντίθετα, εξωθήθηκε από τα συγκρουόμενα συμφέροντα, με πολύ κόπο, να λάβει αυτή την απόφαση.

Αυτό αποτελεί άλλη μια απόδειξη του γεγονότος ότι το ευρωπαϊκό κοινοβούλιο αποτελεί απλά ένα διακοσμητικό στοιχείο του σαθρού Ευρωπαϊκού οικοδομήματος. Όμως παράλληλα, είναι και ένας δείκτης του βαθμού παρακμής της "θαυμαστής" Ευρωπαϊκής Ένωσης.
