Μέρος 8ο - Ψευτοεκλογές

Στο άμεσο μέλλον, δύο είναι οι πιθανές πολιτικές επιλογές: η Δεξιά απαιτεί να διεξαχθούν γενικές εκλογές και η κυβέρνηση έχει προκηρύξει εκλογές για Συντακτική Συνέλευση [το άρθρο είναι γραμμένο πριν από τις εκλογές για τη Συντακτική Συνέλευση οι οποίες διεξήχθησαν ομαλά -- η αντιπολίτευση δεν συμμετείχε και κατέφυγε σε ένα άτυπο δημοψήφισμα μια εβδομάδα πριν, χωρίς σοβαρά πολιτικά αποτελέσματα και με πλήθος καταγγελιών για νοθεία, βλ. http://prensa-rebelde.blogspot.gr/2017/07/blog-post_6.html σ.τ.μ.]. Η αντιπολίτευση θέλει να συμμετάσχει σε εκλογές το αποτέλεσμα των οποίων θα το έχει εξασφαλίσει εκ των προτέρων.

Από τις 19 εκλογικές αναμετρήσεις που έγιναν υπό τις μπολιβαριανές κυβερνήσεις, τις 17 τις κέρδισε το κίνημα του τσαβισμού, ενώ αμέσως αναγνώρισε τις δύο τις οποίες έχασε. Αντιθέτως, η Δεξιά ουδέποτε αποδέχθηκε τα δυσμενή γι’ αυτήν εκλογικά αποτελέσματα. Πάντα ισχυριζόταν ότι έγινε νοθεία κάποιου είδους ή κατέφευγε σε μποϊκοτάζ. Όταν κέρδιζε δε σε αναπληρωματικές εκλογές ζητούσε αμέσως την πτώση της κυβέρνησης.

Τον Δεκέμβριο του 2015, κέρδισε την πλειοψηφία στην Εθνοσυνέλευση και διακήρυξε την ανατροπή του Μαδούρο. Στη συνέχεια, επιχείρησε με διάφορους τρόπους να αγνοήσει το Σύνταγμα της χώρας, ορκίζοντας ακόμη και αντιπροσώπους που είχαν εκλεγεί παράνομα και πλαστογραφώντας υπογραφές σε αιτήματα για την ανάκληση του Μαδούρο.

Οι Καπρίλες, Μπόρχες και Λόπες καλούν τώρα σε ψευτοεκλογές εν μέσω οικονομικού πολέμου και προκλήσεων στους δρόμους. Θέλουν εκλογές τύπου Κολομβίας, όπου στη μια εκλογή μετά την άλλη δολοφονούνται εκατοντάδες λαϊκοί ακτιβιστές. Ελπίζουν να κερδίσουν στις κάλπες όπως στην Ονδούρα κάτω από την πίεση της δολοφονίας της Μπέρτα Κάσερες. Θέλουν το είδος των εκλογών που γίνονται στο Μεξικό πάνω στα νεκρά σώματα δημοσιογράφων, φοιτητών και δασκάλων.

Θα ήταν τρομερό λάθος η συμμετοχή σε εκλογές που σχεδιάζονται για να προετοιμάσουν το νεκροταφείο των τσαβιστών. Ζητείται από τον Μαδούρο να προχωρήσει σε εκλογές μέσα σε ένα κλίμα εμφυλίου πολέμου που θα ήταν απαράδεκτο για οποιαδήποτε κυβέρνηση.

Η Βενεζουέλα βιώνει μια κατάσταση που έχει κάποια ομοιότητα με τη Νικαράγουα, στο τέλος της πρώτης θητείας των Σαντινίστας στην κυβέρνηση. Η στρατιωτική πολιορκία και οι ελλείψεις είχαν καταβάλει έναν εξαντλημένο πληθυσμό που ψήφισε τη Δεξιά από κόπωση. Σ’ αυτές τις συνθήκες, οι τυπικές εκλογές έχουν προκαθορισμένο νικητή.

Από την άλλη, η σύγκριση με την πτώση της Σοβιετικής Ένωσης δεν έχει νόημα. Η Βενεζουέλα δεν είναι μια μεγάλη δύναμη που κατέρρευσε εσωτερικά στο τέλος μιας μακράς πορείας αποχωρισμού μεταξύ του καθεστώτος και του πληθυσμού. Είναι μια ευάλωτη λατινοαμερικανική χώρα που υφίσταται επίθεση από τις Ηνωμένες Πολιτείες.

Ορισμένοι διανοητές θεωρούν δεδομένο τον καταπιεστικό ρόλο του ιμπεριαλισμού και ισχυρίζονται ότι δεν αποτελεί αποφασιστικό παράγοντα στην παρούσα κρίση. Θεωρούν ότι η επίμονη αποκήρυξη της κυριαρχίας του συνιστά ένα «ήδη γνωστό γεγονός» ή μια απλή τελετουργία της Αριστεράς. Ξεχνούν όμως ότι ποτέ δεν είναι άνευ ουσίας το να δίνεται έμφαση στην καταστροφική επίπτωση της επίθεσης από τον Βορρά σε κυβερνήσεις που έχουν γίνει εχθροί της Ουάσιγκτον.

Όλο το φάσμα των πρώην τσαβιστών που υποστηρίζουν τη διεξαγωγή γενικών εκλογών συγχέει τη δημοκρατία με τον φιλελεύθερο ρεπουμπλικανισμό. Έχουν χάσει από το οπτικό τους πεδίο τις μεθόδους με τις οποίες μπλοκάρεται συστηματικά το δικαίωμα της αυτοκυβέρνησης από την αστική συνταγματικότητα.

Αυτό το εμπόδιο αποτελεί την αιτία που τα συνταγματικά καθεστώτα, στη μεγάλη πλειονότητά τους, έχουν χάσει τη νομιμοποίησή τους. Καθίσταται όλο και πιο εμφανές ότι η άρχουσα τάξη χρησιμοποιεί τα εκλογικά συστήματα για να σταθεροποιήσει την εξουσία της. Χρησιμοποιεί αυτό το μοχλό ελέγχου για να διοικεί την οικονομία, το δικαστικό σύστημα, τα ΜΜΕ και τον καταπιεστικό μηχανισμό. Η αληθινή δημοκρατία μπορεί να εμφανιστεί μόνο στο πλαίσιο μιας σοσιαλιστικής διαδικασίας μετασχηματισμού της κοινωνίας.

Είναι αλήθεια ότι ο Μαδούρο ακύρωσε το δημοψήφισμα ανάκλησης, ανέστειλε τις περιφερειακές εκλογές και έθεσε υπό απαγόρευση ορισμένους πολιτικούς της αντιπολίτευσης. Αυτά τα μέτρα αποτελούν μέρος μιας τυφλής αντίδρασης στις προκλήσεις. Αλλά ο ηγέτης των τσαβιστών αντιμετωπίζει μια πολύ μεγαλύτερης σημασίας υποκρισία που επιδεικνύουν οι υπερασπιστές των σημερινών εκλογικών καθεστώτων.

Αρκεί να δει κανείς πώς διεξάχθηκε η διαδικασία παραπομπής της προέδρου της Βραζιλίας από μια ομάδα παράνομων με την κάλυψη δικαστών και κοινοβουλευτικών που χειραγωγούν το σύστημα έμμεσης επιλογής προέδρου. Ο ΟΑΣ δεν επενέβη κατά αυτής της χυδαίας παραβίασης δημοκρατικών αρχών.

Ούτε αγανάκτησε το κατεστημένο των ΗΠΑ όταν το Εκλογικό Κολέγιο έχρισε πρόεδρο τον Τραμπ που είχε λάβει κάποια εκατομμύρια ψήφους λιγότερες από την Κλίντον. Η μοναρχία στην Ισπανία ή στην Αγγλία φαίνεται σαν κάτι φυσιολογικό, όπως και τα αδέξια σχήματα που χρησιμοποιούνται για να χειραγωγούν κάθε γενική εκλογή στο Μεξικό. Η απαραβίαστη δημοκρατία που απαιτούν για τη Βενεζουέλα είναι εντελώς απούσα σε όλες τις καπιταλιστικές χώρες.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’

There is so much misinformation in mainstream corporate media about recent events in Nicaragua that it is a pity that Mary Ellsberg’s article for Pulse has added to it with a seemingly leftish critique.
