Η Ευρωπαϊκή Κεντρική Τράπεζα, ένας χρηματοδότης «γύπας» διαφορετικός από τους άλλους

Για να προστατεύσουν περαιτέρω τον εαυτό τους, οι δανειστές έφτασαν στο σημείο να εισάγουν στη συμφωνία έναν όρο που εγγυάται πως η Ελλάδα θα πρέπει να τηρήσει τις δεσμεύσεις της, ακόμα κι αν οι υπογραφείσες συμφωνίες αποδειχθούν παράνομες!

Στις 20 Αυγούστου 2015, η Ευρωπαϊκή Κεντρική Τράπεζα (ΕΚΤ) έλαβε από την Ελλάδα νέα πληρωμή ύψους 3,2 δισεκατομμυρίων ευρώ. Άλλες πληρωμές προβλέπονται στο μέλλον. Χρησιμοποιώντας τα συμπεράσματα του πορίσματος της Επιτροπής Αλήθειας για το Δημόσιο Χρέος της Ελλάδος, η ελληνική κυβέρνηση θα μπορούσε να αρνηθεί να πληρώσει αυτόν τον δανειστή, ο οποίος έχει ενεργήσει σε καθεστώς παρανομίας και συμπεριφέρεται σαν πραγματικός χρηματοδότης «γύπας».

Στα πλαίσια του προγράμματος Securities Market Program (SMP) το οποίο τέθηκε σε ισχύ από τον Μάιο του 2010 έως τον Σεπτέμβριο του 2012, η ΕΚΤ απέκτησε ελληνικούς τίτλους σε χαμηλότερη τιμή από την ονομαστική τους αξία στην δευτερογενή αγορά ομολόγων, μια αγορά «ευκαιρίας», όπου οι τίτλοι του χρέους αγοράζονται εκ νέου και μεταπωλούνται σύμφωνα με την προσφορά και τη ζήτηση. Η ΕΚΤ, η οποία ενήργησε σαν χρηματοδότης «γύπας», εξαγόρασε ελληνικούς τίτλους αξίας 40 δισ ευρώ από μικρό αριθμό ιδιωτικών τραπεζών και σήμερα απαιτεί την εξόφληση του συνόλου της ονομαστικής αξίας των τίτλων, δηλαδή 55 δισ συν τους τόκους.

Ένα δεύτερο χαρακτηριστικό στοιχείο της στρατηγικής του χρηματοδότη «γύπα» είναι πως αρνείται συστηματικά να λάβει μέρος στην αναδιάρθρωση χρεών. Αυτό ακριβώς συνέβη με την ΕΚΤ, η οποία απέκλεισε την περίπτωση συμμετοχής της στην αναδιάρθρωση του ελληνικού χρέους, το 2012. Άσκησε μάλιστα πίεση, προκειμένου να παρεμποδίσει τη μείωση του χρέους το 2010, παρόλο που το χρέος ήταν ήδη μη-βιώσιμο.

Κατά τα λεγόμενα του τότε αντιπροσώπου της Ελλάδος στο ΔΝΤ, Παναγιώτη Ρουμελιώτη, ο οποίος κατέθεσε στο ελληνικό Κοινοβούλιο, ο τότε πρόεδρος της ΕΚΤ - ο Γάλλος Jean Claude Trichet - ήταν «από κείνους που έδωσαν μάχη ενάντια στην αναδιάρθρωση, εκφοβίζοντας την Ελλάδα με διακοπή χορήγησης ρευστότητας. Στην πραγματικότητα, ο κύριος Trichet μπλόφαρε προκειμένου να σώσει τις γαλλικές και γερμανικές τράπεζες». Στόχος ήταν να δοθεί χρόνος στις τράπεζες αυτές, έτσι ώστε να μπορέσουν να αποζημιωθούν χάρη στο δάνειο της τρόικας, αλλά και να ξεφορτωθούν τους ελληνικούς τίτλους στην δευτερογενή αγορά, χάρη στο πρόγραμμα SMP. Ας θυμηθούμε πως το 2010, μόνο 7 τράπεζες - 3 γαλλικές και 4 γερμανικές - αποτελούσαν τους βασικούς δανειστές της Ελλάδας πριν την παρέμβαση της τρόικας, που αναβαπτίστηκε έκτοτε ως «Θεσμοί» και περικλείει το ΔΝΤ, την ΕΚΤ, την Κομισιόν και τον Ευρωπαϊκό Μηχανισμό Σταθερότητας.

Η έκθεση της επιτροπής μας, η οποία διενέργησε λογιστικό έλεγχο του χρέους, συμπέρανε ότι περισσότερο από το 80% των 240 δισ των δανείων που δόθηκαν από την Τρόικα το 2010 και 2012, επέστρεψαν απευθείας στην αποζημίωση μιας εικοσαριάς ιδιωτικών τραπεζών. Μάλιστα, μεγάλο μέρος αυτών των χρημάτων ούτε που έφτασε ποτέ στην Ελλάδα. Τα χρήματα κινήθηκαν μέσω ενός ειδικού λογαριασμού, ο οποίος δημιουργήθηκε από την ΕΚΤ. Επιτρέποντας στις τράπεζες να γλυτώσουν από την ανατίναξη της φούσκας του ιδιωτικού δανεισμού, τον οποίο οι ίδιες είχαν δημιουργήσει, η επιχείρηση διάσωσης των δανειστών του ιδιωτικού τομέα από δημόσιους οργανισμούς οδήγησε σε δημιουργία ενός παράνομου για τον λαό χρέους.

Τρίτο κοινό σημείο με τον χρηματοδότη «γύπα»: η ΕΚΤ χρησιμοποίησε την αδυναμία του Κράτους οφειλέτη για να «διαπραγματευτεί» συμφωνίες με εμφανείς ανισορροπίες. Οι «Θεσμοί» επέβαλαν στην Ελλάδα μνημόνια, τα οποία παραβιάζουν τα δικαιώματα του ελληνικού λαού και επιβαρύνουν το χρέος. Ακόμα χειρότερα, το κάνανε έχοντας επίγνωση των παραπάνω. Σε απόρρητο εσωτερικό έγγραφο του τον Μάρτιο του 2010, το ΔΝΤ ανέφερε πως το μνημόνιο στο οποίο θα συμμετείχε, θα είχε δραματικές επιπτώσεις σε κοινωνικό επίπεδο και θα οδηγούσε σε περαιτέρω αύξηση του ελληνικού χρέους.

Πέραν τούτου, οι συμφωνίες οι οποίες κλείστηκαν από το 2010 και μετά, περιέχουν καταχρηστικούς όρους οι οποίοι αποδεικνύουν πως η Ελλάδα αναγκάστηκε να παραχωρήσει σημαντικές πτυχές της εθνικής της κυριαρχίας. Το αγγλικό δίκαιο, το οποίο προστατεύει κατά κύριο λόγο τους δανειστές – και το οποίο επιλέγεται πάντα ως προνομιούχο δίκαιο από τους «γύπες» χρηματοδότες – είναι πλέον εφαρμόσιμο σε περίπτωση δικαστικής αγωγής της Ελλάδος.

Με άλλα λόγια, η Ελλάδα παραιτείται από το όποιο μέσο υπεράσπισης της ενάντια στους δανειστές, οι οποίοι θα μπορούν στο εξής, όπως το συνηθίζουν οι χρηματοδότες «γύπες», να κατάσχουν οποιοδήποτε δημόσιο αγαθό, προκειμένου να αποπληρωθούν τα χρέη. Για να προστατεύσουν περαιτέρω τον εαυτό τους, οι δανειστές έφτασαν στο σημείο να εισάγουν στη συμφωνία έναν όρο που εγγυάται πως η Ελλάδα θα πρέπει να τηρήσει τις δεσμεύσεις της, ακόμα κι αν οι υπογραφείσες συμφωνίες αποδειχθούν παράνομες!

Πράγματι πρόκειται εδώ για καθεστώς ανομίας. Τα μέτρα λιτότητας, τα οποία καταγράφονται στα μνημόνια, παραβιάζουν ευθέως μια σειρά διατάξεων του ελληνικού, του ευρωπαϊκού και του διεθνούς δικαίου. Οι παραβιάσεις αυτές ενοχοποιούν τους «Θεσμούς», μεταξύ άλλων, την ΕΚΤ, η οποία δρα καταστρατηγώντας τους κανονισμούς της Ευρωπαϊκής Ένωσης και το ίδιο το καταστατικό της.

Για παράδειγμα, το πρόγραμμα SMP, εφόσον συμβαδίζει με τον προγραμματισμό μέτρων λιτότητας, οδηγεί σε παραβίαση του καταστατικού της ΕΚΤ, καταργώντας στην ουσία την ίδια την αρχή ανεξαρτησίας της, όπως εκείνη μνημονεύεται στο άρθρο 130 του Κανονισμού Λειτουργίας της ΕΕ.. Ασκώντας αυτόν τον πολιτικό εκβιασμό, η ΕΚΤ καταπατεί στην πραγματικότητα το ίδιο το καταστατικό της, διαφοροποιώντας σε αυτό τον εαυτό της από τον χρηματοδότη «γύπα», που μένει προσηλωμένος στο στόχο του: το κέρδος.

Πρόσφατα, η ΕΚΤ διέπραξε κι άλλες καταχρήσεις εξουσίας, οδηγώντας σε ασφυξία ρευστότητας τις ελληνικές τράπεζες, με στόχο να λυγίσει η κυβέρνηση του ΣΥΡΙΖΑ. Ως κεντρική ευρωπαϊκή τράπεζα, ο ρόλος της είναι να είναι ο «δανειστής της τελευταίας ευκαιρίας», παρεμποδίζοντας την αστάθεια και τον τραπεζικό πανικό. Από την θέση της αυτή, ρόλος της ήταν να εξασφαλίσει την απαραίτητη ρευστότητα στους χρηματοπιστωτικούς οργανισμούς της Ελλάδος. Οι εν λόγω πράξεις και πιέσεις της αντιβαίνουν το καταστατικό της και ακυρώνουν πλήρως τις δεσμεύσεις της Ελλάδος απέναντί της.
