Πώς οι ΗΠΑ βοήθησαν στην άνοδο του ΙSIS στη Συρία και το Ιράκ

Ο πόλεμος ενάντια στην τρομοκρατία, εκείνη η ατελείωτη εκστρατεία που ξεκίνησε πριν από 14 χρόνια από τον Τζορτζ Μπους, συνδέεται πλέον από μόνη της με κάποιες ακόμη περισσότερο τραγελαφικές ακροβασίες.

Τη Δευτέρα η δίκη στο Λονδίνο ενός Σουηδού, του Μπέρλιν Τζίλντο, ο οποίος κατηγορήθηκε για τρομοκρατία στη Συρία, κατέρρευσε, όταν έγινε γνωστό ότι οι βρετανικές μυστικές υπηρεσίες εξόπλιζαν τις ίδιες ομάδες ανταρτών, για τις οποίες ο ίδιος είχε κατηγορηθεί ότι τις υποστήριζε.

Η πολιτική αγωγή εγκατέλειψε την υπόθεση, προφανώς για να αποφύγει τον διασυρμό των μυστικών υπηρεσιών. Η υπεράσπιση υποστήριξε ότι η συνέχιση της δίκης θα οδηγούσε στην πλήρη αποκάλυψη του ότι η δράση της βρετανικής αντικατασκοπείας παρείχε «εκτεταμένη υποστήριξη» στους αντάρτες.

Και όταν γίνεται λόγος για «εκτεταμένη υποστήριξη», δεν αναφερόμαστε μόνο στην παροχή πολεμοφοδίων - αλεξίσφαιρα γιλέκα και στρατιωτικά οχήματα - αλλά και στην εκπαίδευση, την υλικοτεχνική υποστήριξη και τη μυστική παροχή «όπλων μαζικής κλίμακας».

Εκθέσεις ανέφεραν ότι η MI6 είχε συνεργαστεί με τη CIA σε ένα «υπόγειο αλισβερίσι» μεταφοράς όπλων από τη Λιβύη προς τη Συρία το 2012, μετά την πτώση του καθεστώτος Καντάφι.

Είναι ξεκάθαρο πως ο παραλογισμός του να στείλεις κάποιον στη φυλακή, για κάτι που το έκαναν από μόνοι τους υπουργοί και στρατιωτικοί αξιωματούχοι έχει ξεπεράσει τα όρια. Όμως, αυτό δεν είναι παρά η κορυφή του παγόβουνου. Λιγότερο τυχερός στάθηκε ένας ταξιτζής του Λονδίνου, ο Ανίς Σαρντάρ, ο οποίος καταδικάστηκε σε ισόβια κάθειρξη ένα δεκαπενθήμερο νωρίτερα, εξαιτίας της συμμετοχής του το 2007 στην αντίσταση κατά της κατοχής του Ιράκ από τις αμερικανικές και βρετανικές δυνάμεις.

Η ένοπλη αντίσταση ενάντια σε μια παράνομη εισβολή και κατοχή δεν συνιστά ξεκάθαρα πράξη τρομοκρατίας, ούτε δολοφονία στις περισσότερες από τις ερμηνείες της, συμπεριλαμβανομένων και των όσων αναφέρονται στη Συνθήκη της Γενεύης.

Αλλά η τρομοκρατία εξαρτάται καθαρά και ξάστερα από τη διαίσθηση του παρατηρητή. Και τούτο δεν είναι τόσο ξεκάθαρο πουθενά αλλού, όσο στη Μέση Ανατολή, όπου οι τρομοκράτες του σήμερα είναι οι μαχητές του αύριο ενάντια στην τυραννία - και οι σύμμαχοι καθίστανται εχθροί.

Εδώ και έναν χρόνο, οι αμερικανικές, βρετανικές και οι άλλες δυτικές δυνάμεις έχουν επιστρέψει στο Ιράκ, με το πρόσχημα του να καταστρέψουν την υπερσεκταριστική τρομοκρατική ομάδα του Ισλαμικού Κράτους (ISIS) - παλαιότερα γνωστή και ως Αλ Κάιντα στο Ιράκ. Αυτό συνέβη αφού το ISIS κατέλαβε μεγάλα εδάφη στο Ιράκ και τη Συρία, ανακηρύσσοντας τη δημιουργία ενός ισλαμικού χαλιφάτου.

Ωστόσο, η εκστρατεία δεν πάει καλά. Τον περασμένο μήνα, το ISIS εισέβαλε στην ιρακινή πόλη Ραμάντι, ενώ την ίδια στιγμή στην άλλη πλευρά των ανύπαρκτων, πλέον, συνόρων οι δυνάμεις των τζιχαντιστών καταλάμβαναν τη συριακή πόλη της Παλμύρας.

Κάποιοι Ιρακινοί διαμαρτύρονται, επειδή οι ΗΠΑ έμειναν άπρακτες ενόσω συνέβαιναν όλα αυτά. Οι Αμερικανοί επιμένουν ότι προσπαθούν να αποφύγουν τις ανθρώπινες απώλειες και υποστηρίζουν ότι είχαν σημαντικές επιτυχίες. Σε κατ' ιδίαν συζητήσεις, όμως, Αμερικανοί αξιωματούχοι λένε πως δεν επιθυμούν να φανούν ότι σφυροκοπούν τα σουνιτικά οχυρά σε έναν φανατικό πόλεμο, διακινδυνεύοντας να εξοργίσουν τους Σουνίτες συμμάχους τους στον Περσικό Κόλπο.

Φως στο πώς φτάσαμε ως εδώ ρίχνει μια πρόσφατα αποχαρακτηρισμένη, απόρρητη έκθεση των αμερικανικών μυστικών υπηρεσιών, που συντάχθηκε τον Αύγουστο του 2012, και η οποία προέβλεπε κατά παράδοξο τρόπο - και καλωσόριζε - την προοπτική ενός «Σαλαφιστικού Πριγκηπάτου» στην ανατολική Συρία και ενός Ισλαμικού Κράτους στη Συρία και το Ιράκ, που θα ελεγχόταν από την Αλ Κάιντα.

Σε πλήρη αντίθεση με τα όσα ισχυριζόταν η Δύση εκείνο τον καιρό, το έγγραφο της Υπηρεσίας Αντικατασκοπείας του αμερικανικού υπουργείου Άμυνας καθιστά την Αλ Κάιντα στο Ιράκ (η οποία μετατράπηκε στο ISIS) και τους συντρόφους της, τους Σαλαφιστές, ως τις «κυριότερες δυνάμεις που ελέγχουν την επανάσταση στη Συρία» και επισημαίνει ότι «οι δυτικές χώρες, τα κράτη του Κόλπου και η Τουρκία» υποστήριζαν τις προσπάθειες της αντίστασης για την ανακατάληψη της ανατολικής Συρίας.

Ανεβάζοντας κατά πολύ «την πιθανότητα εγκαθίδρυσης ενός επίσημου ή ανεπίσημου Σαλαφιστικού Πριγκηπάτου», η έκθεση του αμερικανικού Πενταγώνου συνεχίζει: «αυτό ακριβώς είναι που επιθυμούν οι δυνάμεις που στηρίζουν τους αντάρτες, προκειμένου να απομονώσουν το συριακό καθεστώς, το οποίο θεωρείται ως το στρατηγικό βάθος της σιιτικής επέκτασης (Ιράκ και Ιράν)».

Η έκθεση αποτυπώνει ακριβώς αυτό που συνέβη δύο χρόνια αργότερα: Σε διάστημα μόλις ενός έτους οι ΗΠΑ και οι σύμμαχοί της, όχι μόνον υποστήριζαν και εξόπλιζαν την αντίσταση, που γνώριζαν ότι διοικείται από ακραίες φανατικές ομάδες, αλλά ήταν προετοιμασμένες να ενθαρρύνουν τη δημιουργία ενός είδους «Ισλαμικού Κράτους» - παρά τον σοβαρό κίνδυνο για την ενότητα του Ιράκ -, σε ρόλο ενός σουνιτικού ρυθμιστή με σκοπό την αποδυνάμωση της Συρίας.

Αυτό, βεβαίως, δεν σημαίνει ότι οι ΗΠΑ δημιούργησαν το ISIS, αν και κάποιοι σύμμαχοί της από τις χώρες του Κόλπου σίγουρα διαδραμάτισαν σημαντικό ρόλο σε αυτό, όπως παραδέχτηκε πέρυσι και ο αντιπρόεδρος των ΗΠΑ Τζο Μπάιντεν.

Ωστόσο, δεν υπήρχε Αλ Κάιντα στο Ιράκ έως τη στιγμή που οι ΗΠΑ και η Βρετανία εισέβαλαν στη χώρα. Και σίγουρα οι ΗΠΑ εκμεταλλεύτηκαν την ύπαρξη του ISIS εναντίον άλλων δυνάμεων στην περιοχή, ως μέρος μιας ευρύτερης πρακτικής για τη διατήρηση του ελέγχου από την Δύση.

Οι συσχετισμοί άλλαξαν από τη στιγμή που οι τζιχαντιστές άρχισαν να αποκεφαλίζουν δυτικούς και να δημοσιεύουν τις ωμότητές τους στο Διαδίτκυο και τα κράτη του Κόλπου να υποστηρίζουν άλλες ομάδες στον πόλεμο της Συρίας, όπως το Μέτωπο Νούσρα. Αλλά αυτή η συνήθεια των Αμερικανών και της Δύσης γενικότερα να παίζουν με τις ομάδες των τζιχαντιστών, πρώτα χαϊδεύοντάς τες και μετά επιστρέφοντας για να τις 'δαγκώσουν', πηγαίνει πολύ πίσω, στη δεκαετία του '80 κατά τη διάρκεια του πολέμου ενάντια στη Σοβιετική Ένωση στο Αφγανιστάν, που ενθάρρυνε την εμφάνιση της Αλ Κάιντα υπό την κηδεμονία της CIA.

Αυτή η τακτική άλλαξε κατά τη διάρκεια της αμερικανικής κατοχής στο Ιράκ, όταν οι αμερικανικές δυνάμεις υπό τη ηγεσία του Στρατηγού Πετρέους χρηματοδότησε έναν βρώμικο πόλεμο, τύπου Ελ Σαλβαδόρ, των φανατικών ταγμάτων θανάτου σε μια προσπάθεια να αποδυναμώσει την ιρακινή αντίσταση.

Και άλλαξε εκ νέου το 2011 στον ενορχηστρωμένο από το ΝΑΤΟ πόλεμο στη Λιβύη, όπου το ISIS κατέλαβε τον έλεγχο της γενέτειρας πόλης του Καντάφι, της Σύρτης.

Αυτό που καθίσταται ξεκάθαρο είναι ότι το ISIS και οι ωμότητές του δεν θα ηττηθούν από τις ίδιες δυνάμεις που τον έφεραν στο Ιράκ και τη Συρία ή που τον εξέθρεψαν χρόνια πριν.

Οι δίχως τέλος επεμβάσεις των δυτικών στρατιωτικών δυνάμεων στη Μέση Ανατολή δεν έφεραν παρά μόνον την καταστροφή και τη διαίρεση. Συμπερασματικά, εκείνοι που μπορούν να θεραπεύσουν την ασθένεια είναι οι κάτοικοι στην ευρύτερη περιοχή της Μέσης Ανατολής, κι όχι εκείνοι που επί χρόνια επώαζαν τον ιό της καταστροφής.
