Όταν η Ε.Ε. βύθιζε τα πλοία προσφύγων

Το ThePressProject σε συνεργασία με το Wikileaks φέρνει στη δημοσιότητα απόρρητα έγγραφα του Συμβουλίου της Ευρωπαϊκής Ένωσης που αποκαλύπτουν την στρατιωτική στρατηγική βύθισης των πλοιαρίων και τον βομβαρδισμό πολιτικών στόχων στη Λιβυή προκειμένου να ανακοπεί η προσέλευση των προσφύγων προς την Ευρώπη.

Το πρώτο έγγραφο 11 σελίδων με ημερομηνία 12 Μαΐου 2015 αποτελεί εσωτερικό έγγραφο της υπηρεσίας Εξωτερικών Δράσεων του Ευρωπαϊκού Συμβουλίου (EEAS) προς την Επιτροπή Πολιτικής και Ασφάλειας (PSC). Σε αυτό γίνεται λόγος για σχέδιο ανάπτυξης στρατιωτικών δυνάμεων στη Λιβύη που θα επιχειρήσουν εναντίον πολιτικών στόχων εντός της χώρας προκειμένου να καταστραφούν οι υποδομές που χρησιμοποιούνται από τους πρόσφυγες για να ταξιδέψουν προς την Ευρώπη.

Η υπόθεση είχε γίνει γνωστή στις 18 Μαΐου με δημοσίευμα της βρετανικής εφημερίδας Guardian αλλά η σημερινή αποκάλυψη παρουσιάζει ιδιαίτερο ενδιαφέρον αφού στο έγγραφο διαβάζουμε πως θα πρέπει να γίνει παράκαμψη των κανονικών διαδικασιών προκειμένου να εγκριθεί το σχέδιο "δεδομένου του επείγοντος της κατάστασης". Έτσι μαθαίνουμε ότι εφόσον η πολυπλοκότητα του σχεδίου κάνει δύσκολη την εκκίνηση της 2ης φάσης και της 3ης φάσης του στρατιωτικού σχεδίου προτείνεται η μεταφορά "κάποιων δράσεων" από τις φάσεις αυτές στην ήδη εγκεκριμένη 1η φάση. Προτείνεται δηλαδή η αναδρομική αλλαγή του εγκεκριμένου σχεδίου δράσης του Ευρωπαϊκού Συμβουλίου προκειμένου να γίνει επίθεση στα πλοιάρια που χρησιμοποιούνται για το ταξίδι προς την Ευρώπη.

Το δεύτερο έγγραφο, το οποίο είναι επίσης χαρακτηρισμένο ως απόρρητο, αποτελεί εσωτερικό έγγραφο προς ενημέρωση των αντιπροσωπειών για το σχέδιο στρατιωτικής δράσης στο οποίο επίσης αναφέρονται οι νομικές δυσκολίες εφαρμογής της 2ης και 3ης φάσης. Με ημερομηνία όμως μια εβδομάδα αργότερα φαίνεται ότι έχει γίνει ήδη αποδεκτή η πρόταση μεταφοράς δράσεων στην 1η φάση του σχεδίου ενώ ενδιαφέρον παρουσιάζει και η παράγραφος για την επικοινωνιακή στρατηγική που θα πρέπει να εφαρμοστεί.

Σε αυτή διαβάζουμε ότι θα πρέπει να γίνουν στοχευμένες επικοινωνιακές δράσεις για να ενημερωθεί το κοινό στην Ευρώπη αλλά και στη Λιβυή παρουσιάζοντας τη στρατιωτική αυτή επέμβαση ως μέρος των συνολικών μέτρων που παίρνει η Ευρωπαϊκή Ένωση για να αντιμετωπίσει το πρόβλημα της μετανάστευσης και της ανθρώπινης εκμετάλλευσης των Δουλεμπόρων. Θυμάστε το δημοσίευμα του Guardian; Δημοσιεύτηκε 2 ημέρες μετά και είχε έντονα τα χαρακτηριστικά που διαβάζουμε στο εν λόγω έγγραφο.
