Η Τουρκία στρίμωξε τον εαυτό της στη δύσκολη θέση

Αναλυτές εκτιμούν ότι οι σχέσεις Ρωσίας - Τουρκίας θα ψυχρανθούν πολύ, τουλάχιστον στο προσεχές διάστημα

Για το ρωσικό βομβαρδιστικό που καταρρίφθηκε το πρωί της 24 Νοεμβρίου από τουρκικό μαχητικό, η Τουρκία ισχυρίζεται ότι το Su-24 παραβίασε τον εναέριο χώρο της, ενώ ο Βλαντίμιρ Πούτιν δήλωσε πως το αεροσκάφος καταρρίφθηκε πάνω από το έδαφος της Συρίας. Ο ρώσος πρόεδρος χαρακτήρισε τις ενέργειες της Τουρκίας «πισώπλατη μαχαιριά, την οποία έδωσαν συνεργοί των τρομοκρατών».

Το τελευταίο διάστημα είχαν γραφτεί πολλά στον Τύπο, αφού οι ρωσο-τουρκικές σχέσεις βρέθηκαν στο επίκεντρο της προσοχής κυρίως λόγω της απόφασης της Μόσχας να εγκαταλείψει τον αγωγό South Stream, ο οποίος θα μετέφερε μέσω της Μαύρης θάλασσας φυσικό αέριο στη νότια Ευρώπη. Το Δεκέμβριο του 2014 η ρωσική ηγεσία ανακοίνωσε την παραίτηση από αυτό το πρόγραμμα και την έναρξη συνομιλιών με την Τουρκία για την κατασκευή νέου αγωγού, του Turkish Stream, ο οποίος θα περνούσε και αυτός από τη Μαύρη θάλασσα. Οι επαφές για το σχέδιο αυτό είχαν παγώσει τον τελευταίο καιρό, λόγω διαφωνιών σχετικά με την τιμή του αερίου.

Το πετρέλαιο του ISIS

Σύμφωνα με τον Βλαντίμιρ Αβαντκόφ, καθηγητή του Κρατικού Πανεπιστημίου Διεθνών Σχέσεων της Μόσχας (MGIMO), ειδικό στα τουρκικά θέματα, τώρα είναι δύσκολο να μιλήσει κανείς για ενδεχόμενη πρόοδο των διαπραγματεύσεων για τον South Stream, λόγω του περιστατικού, το οποίο αποδεικνύει πρωτίστως την έλλειψη στρατηγικού οράματος από τους τούρκους πολιτικούς. Μιλώντας στη RBTH, ο ειδικός ανέφερε ότι «η Άγκυρα δεν κατανοεί πως ένα στρατηγικό πρόγραμμα όπως ο South Stream θα επέτρεπε στην Τουρκία να ελέγχει την Ευρώπη με τη βαλβίδα του φυσικού αερίου και θα της έδινε εντελώς διαφορετικές δυνατότητες». Ωστόσο, αντί αυτού, η Τουρκία επιλέγει κάποια μικρά κέρδη τακτικού χαρακτήρα.

Ο ειδικός τονίζει ότι το ρωσικό αεροσκάφος καταρρίφθηκε λίγο καιρό μετά την έναρξη των ρωσικών βομβαρδισμών σε αυτοκινητοπομπές μεταφοράς πετρελαίου και διυλιστήρια που ελέγχει το Ισλαμικό Κράτος. Αυτό ενδεχομένως θα πλήξει τα συμφέροντα ενός μέρους του τουρκικού κατεστημένου, το οποίο είχε οφέλη από το εμπόριο πετρελαίου με το ΙΚ. Ο Αβατκόφ θεωρεί πως το περιστατικό αυτό καταδεικνύει ότι είναι αδύνατο για τη Ρωσία να οικοδομήσει φυσιολογική συνεργασία με την Τουρκία στον τομέα της ασφάλειας και γεωπολιτικής, και προβλέπει μια σκληρή αντίδραση από τη Μόσχα.

Οχι υπέρμετρα σκληρή αντίδραση

Εν τω μεταξύ, μετά την πρόσφατη επίσκεψη του Βλαντίμιρ Πούτιν στη σύνοδο κορυφής της G20 στην Αττάλεια και τη συνάντηση εκεί με τον τούρκο πρόεδρο Ρετζέπ Ερντογάν, είχε δημιουργηθεί η εντύπωση ότι Ρωσία και Τουρκία έχουν όλες τις δυνατότητες για να διευθετήσουν τις υπάρχουσες διαφωνίες. Το Δεκέμβριο ο Ερντογάν επρόκειτο να επισκεφθεί τη Μόσχα, αλλά πλέον είναι απίθανο αυτή η επίσκεψη να πραγματοποιηθεί. Επίσης, τον υπουργό Εξωτερικών της Ρωσίας Σεργκέι Λαβρόφ ανέμεναν στην Κωνσταντινούπολη στις 25 Νοεμβρίου, αλλά μετά το γεγονός με το αεροσκάφος Su-24 ο υπουργός ακύρωσε αυτή την επίσκεψη.

Ωστόσο, αναλυτές δεν πιστεύουν ότι το συμβάν με το ρωσικό αεροσκάφος θα οδηγήσει σε πλήρη διακοπή των ρωσο-τουρκικών σχέσεων. Σύμφωνα με τον Βλαντίμιρ Σότνικοφ από το Ινστιτούτο Ανατολικών Σπουδών της Ρωσικής Ακαδημίας Επιστημών, το περιστατικό αυτό φυσικά θα επιδεινώσει για ένα ορισμένο διάστημα τις σχέσεις μεταξύ Μόσχας και Άγκυρας. Θα υπάρξουν επιπλοκές και διαμαρτυρίες της ρωσικής πλευράς το προσεχές διάστημα. Ταυτόχρονα όμως, δεν προβλέπει ρήξη των σχέσεων των δυο χωρών και δεν πιστεύει ότι τα οικονομικά προγράμματα θα καταστούν θύμα του περιστατικού αυτού.

Η Ρωσία δεν έχει ως προτεραιότητα μια υπέρμετρα σκληρή αντίδραση, ανέφερε στη RΒΤΗ ο Μπορίς Καγκαρλίτσκι, διευθυντής του Ινστιτούτου Παγκοσμιοποίησης και Κοινωνικών Κινημάτων. Όπως υποστηρίζει, «το πόσο σκληρή θα είναι η απάντηση της Μόσχας δεν θα καθοριστεί καν από τις σχέσεις της με την Τουρκία, αλλά από το πώς βλέπει το Κρεμλίνο το μέλλον των σχέσεων της Ρωσίας με τη Δύση». Υπό το πρίσμα αυτό, ο ειδικός θεωρεί ότι η Ρωσία απ’ όλες τις επιλογές αντίδρασης θα διαλέξει τη λιγότερο σκληρή.

Υπάρχει ωστόσο η άποψη ότι η Τουρκία πιθανόν να μην εξασφαλίσει τόσο εύκολα την υποστήριξη της Δύσης στη σημερινή κατάσταση. Ο Μπεχλούλ Οζκάν, ειδικός σε θέματα διεθνών σχέσεων του Πανεπιστημίου του Μαρμαρά της Κωνσταντινούπολης, είπε στη RBTH ότι «στο διπλωματικό επίπεδο η Τουρκία στρίμωξε η ίδια τον εαυτό της στη δύσκολη θέση». Η Τουρκία κατέρριψε αεροσκάφος, το οποίο βομβάρδιζε ομάδες τζιχαντιστών, τη στιγμή που μετά τις επιθέσεις στο Παρίσι, άλλαξε στη Δύση η στάση απέναντι στις ριζοσπαστικές ομάδες. Τώρα, σημειώνει ο ειδικός, προκύπτει το ζήτημα των σχέσεων αυτών των ομάδων με την Τουρκία.
