Η ευθύνη για τις τράπεζες

Η νέα ανακεφαλαιοποίηση των ελληνικών τραπεζών είναι οικονομικό έγκλημα, το οποίο συντελέστηκε με τέτοια ανικανότητα και κυνισμό που έχει αφήσει άναυδους ακόμη και αυτούς που περίμεναν τα χειρότερα. Αν έχει απομείνει ίχνος λογικής στη χώρα, θα πρέπει να υπάρξει απόδοση ευθυνών σε όσους χειρίστηκαν την υπόθεση.

Η ανακεφαλαιοποίηση βασίστηκε σε πρόσφατη μελέτη της ΕΚΤ η οποία εκτίμησε ότι οι τράπεζες χρειάζονται επιπλέον 14,4 δις για να αντιμετωπίσουν το υποθετικό «κακό σενάριο» οικονομικών εξελίξεων για το 2015-17. Συγκεκριμένα, η Πειραιώς χρειάζεται 4,9 δις, η Εθνική 4,6 δις, η Alpha 2,7 δις και η Eurobank 2,1 δις. Στη χειρότερη θέση βρίσκεται η Πειραιώς, με την Εθνική απο κοντά. Ο λόγος είναι η τεράστια συσσώρευση προβληματικών δανείων, τα οποία έχουν ήδη δημιουργήσει μεγάλες «τρύπες» στους ισολογισμούς τους.

Το σχέδιο ήταν να εξασφαλίσουν οι τράπεζες ιδιωτικά κεφάλαια ύψους τουλάχιστον 4,4 δις. Το υπόλοιπο, μέχρι και 10 δις, θα συμπληρωνόταν από το ΤΧΣ με τα νέα δάνεια του τρίτου μνημονίου. Οι τράπεζες δήλωσαν ότι θα έβρισκαν τα ιδιωτικά κεφάλαια κυρίως με ανταλλαγή ομολογιακών τίτλων και έκδοση νέων μετοχών. Η Εθνική ανακοίνωσε επίσης την πώληση της τουρκικής θυγατρικής της, Finansbank, δηλαδή του πιο κερδοφόρου κομματιού της. Με το σχέδιο αυτό θα διασφαλιζόταν ο «ιδιωτικός» χαρακτήρας των τραπεζών και θα περιοριζόταν ο νέος δανεισμός από το κράτος.

Αυτοί ήταν οι υπολογισμοί των εγκεφάλων της ελληνικής κυβέρνησης και των δανειστών. Το αποτέλεσμα αποδείχθηκε πέραν κάθε φαντασίας, για δύο λόγους:

Ο πρώτος είναι ότι οι πιθανοί μεγάλοι αγοραστές των νέων μετοχών δεν θα ήταν Έλληνες, δεδομένου ότι οι κεφαλαιακοί έλεγχοι που επιβλήθηκαν το καλοκαίρι το απέκλειαν πρακτικά. Άρα ενδιαφέρον θα υπήρχε μόνο από διάφορα ξένα επενδυτικά ταμεία, όπως Brookfield, Fairfax, Wellington, Highfields, κοκ. Δηλαδή από τους μεγάλους κερδοσκόπους των διεθνών αγορών που στοχεύουν αποκλειστικά στο βραχυπρόθεσμο κέρδος.

Ο δεύτερος είναι ότι η κυβέρνηση βιαζόταν να ολοκληρώσει την ανακεφαλαιοποίηση πριν το τέλος του 2015. Το τρίτο μνημόνιο έχει ως προαπαιτούμενο - που ήδη ψήφισε η προηγούμενη Βουλή - την αποδοχή σχετικής οδηγίας της ΕΕ, η οποία επιτρέπει το «κούρεμα» των καταθέσεων σε περίπτωση ανακεφαλαιοποίησης. Η οδηγία τίθεται σε ισχύ από 1/1/2016. Η κυβέρνηση ΣΥΡΙΖΑ, που φυσικά υπέγραψε το νέο μνημόνιο, ήθελε πάση θυσία να αποφύγει το ενδεχόμενο αυτό λόγω των πολύ αρνητικών πολιτικών του επιπτώσεων.

Ο συνδυασμός νεοφιλελεύθερου δόγματος και πολιτικάντικης βιασύνης έφερε την καταστροφή. Οι τράπεζες επέλεξαν την τακτική του «ανοίγματος βιβλίου» για τις νέες μετοχές με την οποία καλείται ο πιθανός αγοραστής να δηλώσει συμμετοχή, αλλά η τιμή προσδιορίζεται στο τέλος, ουσιαστικά με την προαίρεση του αγοραστή. Στη περίπτωσή μας οι αγοραστές ήταν ό,τι χειρότερο κυκλοφορεί στις διεθνές αγορές. Πολύ φυσιολογικά, άδραξαν την ευκαιρία για να καταληστέψουν το κράτος, τους μικροεπενδυτές και τα ασφαλιστικά ταμεία.

Οι τιμές που έδωσαν οι αγοραστές για τις νέες μετοχές κυμάνθηκαν από 0,01 μέχρι 0,04 ευρώ, δηλαδή υπήρξε κατάρρευση της τιμής των παλαιών μετοχών μέχρι και 97% και 98%! Η κατάρρευση της τιμής έφερε πλήρη εξαϋλωση του κεφαλαίου που είχαν επενδύσει οι μικρομέτοχοι και φυσικά των 40 δις που είχε επενδύσει το ΤΧΣ, δηλαδή ο ελληνικός λαός, στις προηγούμενες δύο ανακεφαλαιοποιήσεις των τραπεζών. Βέβαια τα 40 δις του ΤΧΣ είχαν ήδη υποστεί μεγάλες ζημίες στην πορεία του χρόνου, καθώς οι τιμές των τραπεζικών μετοχών είχαν υποχωρήσει μέσα στην κρίση. Αλλά τώρα πλέον εξανεμίστηκαν οριστικά.

Οι «επενδυτές» - και όψιμοι φίλοι του ΣΥΡΙΖΑ – συνεισέφεραν συνολικά 5,1 δις. Μαζί με τις ανταλλαγές ομολόγων και τις άλλες δράσεις των τραπεζών, το επιπλέον ποσό που θα πρέπει να συνεισφέρει το ΤΧΣ εκτιμάται ότι θα είναι αρκετά κάτω από τα 10 δις και κοντά στα 6 δις. Ήδη η Alpha και η Eurobank έχουν συμπληρώσει το απαιτούμενο ποσό και δεν θα χρειαστούν κεφάλαια από το ΤΧΣ. Οι βαθιά προβληματικές Πειραιώς και Εθνική είναι σε δυσκολότερη θέση και θα χρειαστούν τα 6 δις.

Με τις εξευτελιστικές τιμές των νέων μετοχών, η συμμετοχή του ΤΧΣ (δηλαδή του Δημοσίου) στο νέο μετοχικό κεφάλαιο των τεσσάρων «συστημικών» τραπεζών θα είναι πια είτε αμελητέα, είτε σαφώς μειοψηφική. Πιο συγκεκριμένα, στη Eurobank θα είναι περίπου 2-3%, στην Alpha περίπου 10%, στην Εθνική ίσως 35% και στην Πειραιώς περίπου 25%. Οι ελληνικές «συστημικές» τράπεζες όντως θα περάσουν σε ιδιωτικά χέρια, με τεράστια ζημία του Δημοσίου.

Τα ιδιωτικά αυτά χέρια είναι ότι πιο προβληματικό υπάρχει στο παγκόσμιο οικονομικό στερέωμα. Ο τρόπος που θα κινηθούν ως ιδιοκτήτες το επόμενο διάστημα δεν έχει ακόμη διαφανεί. Αλλά οι ελληνικές τράπεζες κατέχουν μεγάλους όγκους προβληματικών δανείων που, αν ξεπουληθούν σε τιμές ευκαιρίας, θα αποδώσουν κέρδη. Καλό θα είναι οι δανειολήπτες των τραπεζών να αρχίσουν να οργανώνονται και να προετοιμάζονται για τα χειρότερα. Ακόμη καλύτερο θα είναι οι τραπεζοϋπάλληλοι να προετοιμάζονται για μαζικές απολύσεις.

Αυτό που είναι βέβαιο είναι ότι οι νέοι ιδιοκτήτες δεν πρόκειται να ενδιαφερθούν καθόλου για τη στήριξη της αναπτυξιακής δυναμικής της ελληνικής οικονομίας. Με το ελληνικό τραπεζικό σύστημα στα χέρια κερδοσκόπων, η προοπτική της σταθερής και γρήγορης ανάπτυξης γίνεται απλώς ανύπαρκτη. Για μια χώρα όπου το ΑΕΠ έχει συρρικνωθεί κατά 25%, η ανεργία είναι στο 26% και η οικονομία μπαίνει ξανά σε ύφεση, η εξέλιξη αυτή είναι τραγική.

Αξίζει να σημειωθεί ότι η ελληνική οικονομία είχε ανέκαθεν δύο στοιχεία τα οποία την καθιστούσαν διεθνώς υπολογίσιμη. Το πρώτο είναι ο εμπορικός στόλος, ο οποίος όμως στην ουσία είναι κοσμοπολίτικος παράγοντας και δεν έχει μεγάλες θετικές επιπτώσεις στην εγχώρια οικονομία. Το δεύτερο είναι οι τράπεζες που τα τελευταία χρόνια απόκτησαν διεθνή παρουσία στην ευρύτερη περιοχή. Με το τρίτο μνημόνιο η Ελλάδα χάνει πλέον τον έλεγχο των τραπεζών.

Πρόκειται για το αποκορύφωμα του οικονομικού παραλογισμού, δεδομένου ότι τα μνημόνια απέβλεπαν κατεξοχήν στην προστασία των τραπεζών. Η αποτυχία της μνημονιακής παράταξης είναι πλήρης και έχει ιστορική σημασία γιατί σηματοδοτεί τη μετατροπή της Ελλάδας σε τελείως ασήμαντο παίκτη ακριβώς όταν η Τουρκία εμφανίζεται ως κυρίαρχη περιφερειακή δύναμη.

Για τον ΣΥΡΙΖΑ ο εξευτελισμός και η κατάπτωση είναι πέραν πάσης περιγραφής. Οι ευθύνες είναι τεράστιες και κάποια στιγμή θα αποδοθούν.
