Λουξεμβούργο και Γερμανία οι μεγαλύτεροι φορολογικοί «παράδεισοι» της Ευρώπης

Τον περασμένο Νοέμβριο μία διεθνής σύμπραξη δημοσιογράφων εξέθεταν τον Ζαν Κλοντ Γιούνκερ αποκαλύπτοντας ότι το Λουξεμβούργο έκανε ευνοϊκές φορολογικές συμφωνίες με πολυεθνικές όταν ο νυν Πρόεδρος της Κομισιόν ήταν πρωθυπουργός και υπουργός Οικονομικών του Μεγάλου Δουκάτου. Ένα χρόνο μετά την αποκάλυψη του μεγάλου σκανδάλου Luxleaks, το Ευρωπαϊκό Δίκτυο για το Χρέος και την Ανάπτυξη (Eurodad) επιβεβαιώνει ότι το Λουξεμβούργο αποτελεί τον ευρωπαϊκό φορολογικό παράδεισο του ξεπλύματος μαύρου χρήματος, με την Γερμανία, που έχει κουνήσει το δάκτυλο ούκ ολίγες φορές στους φοροφυγάδες της Ευρώπης, να ακολουθεί.

Σύμφωνα με την έκθεση που φέρνει στη δημοσιότητα το Eurodad, την πρωτιά στην διαμόρφωση ευνοϊκών συνθηκών για ξέπλυμα μαύρου χρήματος κατέχει ο χρηματοπιστωτικός τομέας του Λουξεμβούργου, ενώ ακολουθεί κατά πόδας η Γερμανία, που είναι ένα από τα χειρότερα κράτη μέλη, όσον αφορά τις περιπτώσεις παράκαμψης φορολογικών κανόνων. Πάνω από τον μέσο όρο της Ευρώπης βρίσκονται κατά σειρά η Ιταλία, η Ισπανία, η Ολλανδία, η Γαλλία, το Ηνωμένο βασίλειο, το Βέλγιο αλλά και η Τσεχία.

Στον αντίποδα η Δανία και η Σλοβενία κατέχουν ηγετικό ρόλο στη διαφάνεια αναφορικά με τα πρόσωπα που κρύβονται πίσω από τις μεγάλες εταιρείες. Η δε Ισπανία παραμένει μακράν η πιο επιθετική στη διαπραγμάτευση των φορολογικών συνθηκών σύμφωνα με την έκθεση.

Όπως επισημαίνει η έκθεση που τιτλοφορείται «Οι 50 αποχρώσεις της φοροδιαφυγής», τα 22 από τα 28 κράτη μέλη της ΕΕ χρησιμοποιούν ειδικές φορολογικές ρυθμίσεις προκειμένου να κλείνουν συμφωνίες με επιχειρήσεις - κολοσσούς.

«Μερικές από τις πιο ύποπτες χώρες εξακολουθούν να είναι το Λουξεμβούργο και η Γερμανία, οι οποίες προσφέρουν σε ένα ευρύ σύνολο από επιλογές για την απόκρυψη της ιδιοκτησίας και του ξεπλύματος χρήματος», ανέφερε το δίκτυο των 48 ΜΚΟ, συμπεριλαμβανομένης της Oxfam και Christian Aid.

Το ξέπλυμα χρήματος μετατρέπει τα έσοδα του εγκλήματος σε δήθεν νόμιμα χρήματα ή περιουσία, και έχει συνδεθεί με τη διεθνή τρομοκρατία.

Ο Tove Ryding, συντονιστής φορολογικής δικαιοσύνης της Eurodad, είπε ότι οι πολίτες της ΕΕ περιμένουν εδώ και ένα χρόνο την ΕΕ να συγκεντρωθεί και να βάλει ένα τέλος σε ένα σύστημα που επέτρεψε σε εκατοντάδες πολυεθνικές να φοροαποφύγουν. «Αντ ‘αυτού, αν και λίγα κενά έχουν κλείσει, εμφανίστηκαν νέα. Είναι σαφές ότι στην ΕΕ είναι business as usual για τις πολυεθνικές εταιρείες που θέλουν να αποφύγουν τους κανόνες για να μειώσουν τον φόρο στους λογαριασμούς τους», κατέληξε.
