Το παραμύθι του «μεγάλου νοικοκύρη» Κων. Μητσοτάκη

Μέρος 3ο - Τα ελλείμματα και μια κωμικοτραγική «δικαιολογία»

Ανάλογη υπήρξε και η μητσοτακική τραγωδία με το δημόσιο έλλειμμα. Μόνο στους έσχατους προ-μνημονιακούς καιρούς η χώρα γνώρισε τέτοιους αριθμούς. Ένα θεόρατο 16,1% επί του ΑΕΠ σφράγισε το 1990. Οικτρά διαψεύστηκαν όσοι πίστεψαν ότι το 11,5% του επόμενου έτους προμήνυε τιθάσευση του ελλείμματος.

Το 1992 το έλλειμμα ανέβηκε στο 12,8% και το 1993 στο 13,8% του ΑΕΠ. Κι ήταν η περίοδος κατά την οποία, εκτός των άλλων, ο υπουργός Οικονομίας και Οικονομικών Στέφανος Μάνος τάραζε τον κόσμο στους έμμεσους φόρους…

Τα ποσοστά του δημόσιου ελλείμματος θα παραμείνουν θηριώδη, ανεπανάληπτα, ακόμη κι αν κάποιος προτιμήσει τα στοιχεία που προέκυψαν από την κατοπινή αναθεώρηση, την οποία έκανε η Eurostat. Σύμφωνα με αυτήν, από το 1990 έως και το 1993 το δημόσιο έλλειμμα ήταν 14%, 9,9%, 10,9%, 11,9%. Και πάλι, μαύρο χάλι.

Σπανιότατα βρέθηκαν στην ανάγκη οι οπαδοί του μητσοτακικού «βαλκανο-θατσερισμού» να τα «εξηγήσουν» όλα αυτά, για χρέος και έλλειμμα, διότι, απλούστατα, ήταν και παραμένουν σχεδόν απαγορευμένα στο δημόσιο διάλογο. Στις ελάχιστες φορές που χρειάστηκε να το κάνουν, ψέλλισαν μια «δικαιολογία» της… κακιάς ώρας: Το οικονομικό επιτελείο της κυβέρνησης Μητσοτάκη, είπαν, ανακάλυψε κρυμμένες «μαύρες τρύπες» από τη διακυβέρνηση του ΠΑΣΟΚ κι αυτές μοιραία επιβάρυναν τα δημοσιονομικά στοιχεία του 1990- 93.

Η «δικαιολογία» είναι εξωφρενική και φαιδρή, συνάμα. Εάν ανακαλύπτεις «μαύρες τρύπες» και τις φανερώνεις, θα επιβαρύνεις τα στοιχεία ενός έτους – και τέρμα. Δηλαδή, κάθε χρόνο ανακάλυπταν «λαγούς» τα σαΐνια του Κων. Μητσοτάκη, από τότε που σχηματίστηκε η κυβέρνηση μέχρι και την πτώση της; Και πώς στην ευχή δεν «ξεσκεπάστηκαν» οι… ζαβολιές του ΠΑΣΟΚ νωρίτερα, επί κυβέρνησης Τζανετάκη, που σχηματίστηκε στις αρχές Ιουλίου του 1989 και της οποίας όλα - μα όλα – τα οικονομικά πόστα ανατέθηκαν σε στελέχη της ΝΔ;

Εξυπακούεται πως για τους καθαρόαιμους «φιλελέδες», πολλά στοιχεία της οικονομικής και κοινωνικής κυβερνητικής πολιτικής που ασκήθηκε το 1990 -1993 είναι, ούτως ή άλλως, «ψιλά γράμματα». Μπορεί και… χρυσά γράμματα, σε ένα ένδοξο κεφάλαιο ανένδοτου πολέμου εναντίον του «κρατισμού» και του «μεταπολιτευτικού λαϊκισμού».

Απολύθηκαν σε ένα βράδυ 8.000 εργαζόμενοι της ΕΑΣ; Δεν πείραζε, καλά έπαθαν στο κάτω – κάτω, διότι έπρεπε να τιμωρηθούν που το έριξαν στις κινητοποιήσεις, αντί να συνεργαστούν με την κυβέρνηση. Έχαναν τις δουλειές τους και άνθρωποι που δεν είχαν «βγει στο δρόμο» για κάτι; Δεν πείραζε, διότι προείχε ο στόχος του περιορισμού του κράτους, που θα έδινε ώθηση στις δυνάμεις της αγοράς, άρα στην οικονομία, άρα και στην απασχόληση.

Καταργήθηκε η επίσημη τιμή πώλησης καυσίμων και έγινε «το έλα να δεις», ή μάλλον το… «σκάσε και πλήρωνε πολύ παραπάνω»; Ούτε αυτό πείραζε. Διότι η αγορά έπρεπε να απελευθερωθεί. Και στο κάτω - κάτω, όπως έλεγε κι ο Ανδρέας Ανδριανόπουλος, κανείς δεν εμπόδιζε τους καταναλωτές να ψάξουν να βρουν τις φθηνότερες τιμές, κάνοντας υγιεινούς περιπάτους από τη μία συνοικία στην άλλη.

Θεσμοθετήθηκε για πρώτη φορά η «διαπλοκή» αποθεματικών των ασφαλιστικών ταμείων με χρηματοπιστωτικά παράγωγα, σε ποσοστό 20% (Ν.2042, ΦΕΚ 14/5/92); Ε, κακό ήταν αυτό; Ξυπνάτε, μόνο έτσι θα δουν άσπρη μέρα τα ταμεία (πολύ θα θέλαμε να ξέρουμε τι θα έλεγαν επ’ αυτού οι «φιλελέδες», τώρα, δηλαδή σε εποχές κατά τις οποίες είναι πασίγνωστο πού οδήγησε η εν λόγω «αξιοποίηση» των αποθεματικών, την οποία λάνσαρε ο επίτιμος και επέκτεινε ο Κ. Σημίτης).

Θεσπίστηκαν μαθηματικοί νεολογισμοί του τύπου «0+0=14%», για να δικαιολογηθεί το «πάγωμα» των μισθών; Και πολύ ήταν που ο Κων. Μητσοτάκης υποβλήθηκε στον κόπο να εκπονήσει νέους αριθμητικούς κανόνες, για να παρηγορήσει τους μισθωτούς. Μεγάλη τους τιμή και σ’ όποιον άρεσε.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’
