Λαπαβίτσας: Η πραγματική εναλλακτική είναι προετοιμασία για συντεταγμένη και ασφαλή έξοδο από την ΟΝΕ

Το μνημονιακό διαπλεκόμενο στρατόπεδο πανηγυρίζει για τη συμφωνία γιατί γνωρίζει ότι θριάμβευσε η στρατηγική της παραμονής στην ΟΝΕ μέσω λιτότητας. Αυτός είναι και ο ασφαλέστερος τρόπος για να προασπίσει τα στενά του συμφέροντα. Η διεφθαρμένη ελίτ που κατέστρεψε τη χώρα μας τις τελευταίες δεκαετίες δεν κινδυνεύει καθόλου στις συνθήκες του τρίτου μνημονίου.

Το παράδοξο είναι ότι η ελληνική κυβέρνηση διατρανώνει σε όλους τους τόνους ότι πρόκειται για μια πολύ κακή συμφωνία. Θεωρεί όμως ότι είναι αναγκασμένη να την αποδεχθεί γιατί η εναλλακτική επιλογή θα ήταν, λέει, μια άτακτη χρεοκοπία και έξοδος από το ευρώ, που θα έφερνε απόλυτη καταστροφή στη χώρα και στο λαό. Ζητά μάλιστα επιτακτικά από όσους ασκούν κριτική να δηλώσουν τις άλλες ρεαλιστικές εναλλακτικές που υπήρχαν το βράδυ πριν την υπογραφή της συμφωνίας. Λέει, τέλος, ότι η συμφωνία κερδίζει χρόνο κρατώντας την κυβέρνηση της Αριστεράς ζωντανή ώστε να αγωνιστεί για την ελάφρυνση των επιπτώσεων στα λαϊκά στρώματα, ίσως με τη θεσμοθέτηση «αντίρροπων» μέτρων.

Είναι, φυσικά, απολύτως παράδοξο να προβάλλεται ο ωμός εκβιασμός των δανειστών ως λόγος για να συγκατανεύσουν αυτοί που τον είχαν προβλέψει. Γιατί επέτρεψε η κυβέρνηση στον εαυτό της να φτάσει στο σημείο της απόλυτης ασφυξίας, ενώ είχαν υπάρξει δεκάδες προειδοποιήσεις και προτάσεις για μια άλλη πορεία;

Αλλά το πραγματικό πρόβλημα με τη θέση της κυβέρνησης είναι αλλού. Η λογική της «ρεαλιστικής» αποδοχής της συμφωνίας είναι τελείως εσφαλμένη και δείχνει ότι το μάθημα από την κατάρρευση της προηγούμενης στρατηγικής δεν έγινε αντιληπτό. Δεν πρόκειται να υπάρξει κερδισμένος χρόνος, ούτε θα βρεθούν «αντίρροπα» μέτρα που θα απαλύνουν τις τραγικές επιπτώσεις της συμφωνίας.

Οι δανειστές επιδιώκουν την ομαλή εξυπηρέτηση του τεράστιου χρέους, πράγμα που σημαίνει ότι η χώρα θα αναγκαστεί να στοχεύει σε πρωτογενή πλεονάσματα, τα οποία δεν θα μπορεί να πετύχει χωρίς να αυξάνει τους φόρους, ή να περικόπτει τις δαπάνες. Δεν υπάρχουν «αντίρροπα» μέτρα ελάφρυνσης στο πλαίσιο αυτό. Επιπλέον, η επιτήρηση από πλευράς τρόικας θα είναι τόσο σκληρή και συνεχής που δεν θα είναι δυνατόν να αφεθούν τα μέτρα να ατονήσουν στην πράξη, κατά τον γνωστό ελληνικό τρόπο.

Ο χρόνος θα λειτουργεί κατά της κυβέρνησης γιατί οι επιπτώσεις της συμφωνίας στο εισόδημα, την απασχόληση, την επιχειρηματική δραστηριότητα, κλπ., θα είναι τόσο αρνητικές που οι λαϊκές αντιδράσεις δεν θα αργήσουν. Η προοπτική, τέλος, να αντισταθμιστεί ο αρνητικός αντίκτυπος με μια επίθεση κατά της διαφθοράς και της διαπλοκής φέρνει χαμόγελο στα χείλη. Το μνημονιακό διαπλεκόμενο στρατόπεδο πανηγυρίζει για τη συμφωνία γιατί γνωρίζει ότι θριάμβευσε η στρατηγική της παραμονής στην ΟΝΕ μέσω λιτότητας. Αυτός είναι και ο ασφαλέστερος τρόπος για να προασπίσει τα στενά του συμφέροντα. Η διεφθαρμένη ελίτ που κατέστρεψε τη χώρα μας τις τελευταίες δεκαετίες δεν κινδυνεύει καθόλου στις συνθήκες του τρίτου μνημονίου.

Το πλέον παράλογο όμως είναι ότι η συμφωνία είναι τόσο οικονομικά ανερμάτιστη που πιθανότατα θα αποδειχθεί ανεφάρμοστη στην πράξη. Η Ελλάδα θα συνεχίσει να κυνηγάει την ουρά της, επιβάλλοντας μέτρα και επιδιώκοντας πλεονάσματα, καθώς η οικονομία και η κοινωνία της θα αποσυντίθενται. Οι επιπτώσεις στην κρατική μηχανή και τις δυνάμεις ασφαλείας θα είναι καταλυτικές. Η προοπτική εξόδου από την ΟΝΕ θα προκύψει ξανά στην πράξη και σύντομα.

Στο πλαίσιο αυτό η πραγματική εναλλακτική είναι μια: προετοιμασία για συντεταγμένη και ασφαλή έξοδο από την ΟΝΕ, ώστε να μπορέσουν να εφαρμοστούν οι απαραίτητες ριζοσπαστικές αλλαγές στη χώρα. Ο χρόνος είναι λίγος – μερικοί μήνες μέσα στους οποίους θα αρχίσουν να φαίνονται τα αποτελέσματα της συμφωνίας και να υπάρχουν αντιδράσεις. Στο διάστημα αυτό η κυβέρνηση θα διαπραγματεύεται παράλληλα το νέο μνημόνιο με του δανειστές.

Οι κοινοβουλευτικές και κομματικές συλλογικότητες του Σύριζα μπορούν ακόμη να παίξουν πολύ σημαντικό ρόλο στο έργο αυτό, αρκεί να υπάρξει ενότητα και κοινή στόχευση. Η προετοιμασία του εναλλακτικού σχεδίου πρέπει να αρχίσει αμέσως, καθώς η βάση υπάρχει και είναι επεξεργασμένη. Απομένει η πολιτική βούληση, έστω και τώρα.
