Οι νεόπτωχοι της Γερμανίας

«Η φτώχεια στη Γερμανία έχει φθάσει όχι μόνο σε επίπεδο-ρεκόρ, αλλά απειλεί πλέον τη χώρα με αποσύνθεση σε ανόμοιες περιοχές». Με αυτά τα λόγια ξεκινά η ετήσια έκθεση της Γερμανικής Ομοσπονδίας Φιλανθρωπικών Ενώσεων. Παρ΄όλο που η οικονομία εμφανίζει μια ισχνή ανάπτυξη και η ανεργία είναι σχετικά χαμηλή, το ποσοστό φτώχειας ακολουθεί σταθερά αυξητική πορεία από το 2006 και αγγίζει ήδη το 15,5% του γερμανικού πληθυσμού.

Αυτό σημαίνει ότι 12,5 εκατομμύρια Γερμανοί πολίτες επιβιώνουν με λιγότερα από 845 ευρώ το μήνα (έτσι ορίζεται το μέτρο της φτώχειας στη Γερμανία για τους άγαμους και στα 1.873 ευρώ για τετραμελή οικογένεια).

Η «ακτινογραφία» των στοιχείων αποκαλύπτει ακόμη διεύρυνση της ψαλίδας μεταξύ των πλουσιότερων και φτωχότερων κρατιδίων. Μια χώρα, δηλαδή, με περιοχές διαφορετικών...ταχυτήτων. Η διαφορά πλούτου μεταξύ των πλουσιότερων και των φτωχότερων περιοχών διευρύνθηκε στο 24,8% το 2013, από 17,8% που ήταν το 2007.

Ο ρυθμός αύξησης της φτώχειας είναι τρομακτικός στις μεγαλύτερες ηλικίες, σύμφωνα με την έκθεση. Μετά από δεκαετίες δουλειάς και παρά την πληρωμή ασφαλιστικών εισφορών, οι συντάξεις πολλών ηλικιωμένων είναι τέτοιες, που μετά βίας τα «φέρνουν βόλτα». Ως αποτέλεσμα της περιώνυμης μεταρρύθμισης του ασφαλιστικού συστήματος , η φτώχεια στις τάξεις των ηλικιωμένων αναμένεται να πάρει εκρηκτικές διαστάσεις τα αμέσως επόμενα χρόνια.

Το οξύμωρο είναι ότι ενώ το ποσοστό ανεργίας μειώνεται, η φτώχεια αυξάνεται. Ολο και περισσότεροι Γερμανοί βρίσκουν απασχόληση με τόσο χαμηλές αμοιβές, που αδυνατούν να ξεφύγουν από τη φτώχεια. Η έκθεση κάνει ιδιαίτερη αναφορά στον αυξανόμενο αριθμό πενιχρά αμειβόμενων εργαζομένων, με επισφαλή εργασία και στις περισσότερες περιπτώσεις με μερική απασχόληση.

Η κατώτατη αμοιβή ορίσθηκε στα 8,50 ευρώ την ώρα και τέθηκε σε ισχύ από τις αρχές του έτους, αλλά είναι τελείως ανεπαρκής να βελτιώσει την κατάσταση. Ουδείς μπορεί να εξασφαλίσει ένα ικανοποιητικό εισόδημα που να τον βγάλει από τη φτώχεια με τέτοιο εισόδημα, τονίζει η έκθεση.

Η φτώχεια διευρύνεται ανεξάρτητα από την κατάσταση της οικονομίας και το σύστημα κοινωνικής ασφάλισης προστατεύει όλο και λιγότερους ανθρώπους. Οι βασικοί μισθοί και συντάξεις σε πολλές περιοχές δεν εξασφαλίζουν μια αξιοπρεπή διαβίωση. Και την ίδια ώρα που αυξάνεται ο αριθμός των νεόπτωχων, αυξάνεται ραγδαία και ο πλούτος στη χώρα.

Σύμφωνα με στοιχεία του ΟΟΣΑ, το πλουσιότερο 10% του πληθυσμού στη Γερμανία είχε το επταπλάσιο εισόδημα από το φτωχότερο 10% το 2013 . Το 1983 είχε το πενταπλάσιο. Κι αυτό έχει ευρύτερες αρνητικές επιπτώσεις στην οικονομία. Ο ΟΟΣΑ υποστηρίζει ότι αν υπήρχε δικαιότερη κατανομή εισοδήματος, η γερμανική οικονομία θα αναπτυσσόταν ταχύτερα, με επιπλέον ρυθμό 6%! Κι εδώ τίθεται ευλόγως το ερώτημα: Μήπως το «θαύμα» της γερμανικής οικονομίας οφείλεται ακριβώς στις πενιχρές αμοιβές των εργαζομένων; Και μήπως , εν τέλει, δεν είναι και τόσο... θαύμα για εκατομμύρια Γερμανών πολιτών;
