“Ο πελάτης δεν έχει υποχρέωση να πληρώσει εάν δεν λάβει το νόμιμο παραστατικό” διαβάζουμε σε κάθε κατάστημα. Γιατί λοιπόν ανεχόμαστε να πληρώνουμε ένα δημόσιο χρέος χωρίς να βλέπουμε ποτέ τον αναλυτικό λογαριασμό; Και κυρίως, γιατί το αίτημά μας αυτό εξοργίζει ανθρώπους από την άκρα Δεξιά μέχρι την επαναστατική Αριστερά;

Σε ένα εστιατόριο κάποιο γκαρσόνι αφήνει εμβρόντητη μια πενταμελή οικογένεια ανακοινώνοντάς της ότι πρέπει να πληρώσει έναν υπέρογκο λογαριασμό, ο οποίος αντιστοιχεί στο 120% του συνολικού εισοδήματός της. Οταν διαμαρτύρονται, τους κατηγορεί για λαϊκισμό, ενώ τους προσφέρει ένα διακανονισμό. Πριν προλάβουν να συνειδητοποιήσουν τι έχει συμβεί, το χρέος της οικογένειας προς το εστιατόριο έχει ξεπεράσει το 180% του εισοδήματός της. Κάποιοι από τους πελάτες που κάθονται σε διπλανά τραπέζια αρχίζουν κι αυτοί να διαμαρτύρονται καλώντας -πολύ σωστά- την οικογένεια να σηκωθεί και να φύγει χωρίς να πληρώσει ούτε ένα ευρώ. Οταν όμως η οικογένεια ζητά τον λογαριασμό, προκειμένου να αποδείξει το μέγεθος της απάτης και να δικαιολογήσει την αποχώρησή της, όλοι στρέφονται εναντίον της. Το γκαρσόνι την κατηγορεί για τριτοκοσμικό λαϊκισμό και την καλεί να επανέλθει στην πραγματικότητα, ενώ οι πελάτες, που προηγουμένως διαμαρτύρονταν, τώρα φωνάζουν ότι το να ζητάς τον λογαριασμό αποτελεί ανεπίτρεπτο ρεφορμισμό.

Μια παρόμοια ιστορία, καφκικής εμπνεύσεως, διαδραματίζεται εδώ και σχεδόν πέντε χρόνια στην Ελλάδα. Οσοι οραματίστηκαν τη δημιουργία μιας ανεξάρτητης επιτροπής λογιστικού ελέγχου (ΕΛΕ) του δημόσιου χρέους, η οποία θα είχε πρόσβαση σε επτασφράγιστα κρατικά αρχεία και θα ενημερώνει συνεχώς τους πολίτες για το έργο της, δέχτηκαν ομαδικά πυρά εκ δεξιών αλλά και εξ αριστερών.

Την ημέρα μάλιστα που η πρόεδρος της Βουλής, Ζωή Κωνσταντοπούλου, ανακοίνωνε την έναρξη του λογιστικού ελέγχου του χρέους, μαζί με την ευρωβουλευτή Σοφία Σακοράφα και τον ειδικό σε θέματα ελέγχου Ερίκ Τουσέν, ένας δημοσιογράφος μεγάλου τηλεοπτικού σταθμού ρώτησε εάν η επιτροπή μπορεί να δυναμιτίσει τις διαπραγματεύσεις με τους θεσμούς.

Οι ρόλοι είχαν αντιστραφεί πλήρως: η πρόεδρος ενός θεσμού της αστικής δημοκρατίας ζητούσε να ανοίξουν οι φάκελοι αμαρτωλών συμβάσεων, αλλά και επαχθών δανείων και η πρώτη σκέψη του δημοσιογράφου ήταν μήπως θα έπρεπε να αποκρύψουμε τυχόν αποκαλύψεις!

Θεωρητικά, σε μια υπερχρεωμένη χώρα, όπως η Ελλάδα, η έναρξη λογιστικού ελέγχου θα έπρεπε να προκαλεί αισθήματα πανικού πρώτα και κύρια στους ξένους δανειστές. Οπως απέδειξε όμως και η περίπτωση του Ισημερινού, όπου ο λογιστικός έλεγχος συνέβαλε στη διαγραφή του 70% του χρέους, οι πρώτες αντιδράσεις έρχονται πάντα από το εσωτερικό.

Στα γυρίσματα του ντοκιμαντέρ Debtocracy, εκτός από τον Ερίκ Τουσέν, είχαμε την τιμή να γνωρίσουμε και έναν από τους επικεφαλής της ΕΛΕ του Ισημερινού και να ακούσουμε από πρώτο χέρι τις πιο κωμικοτραγικές ιστορίες.

Ο Ούγκο Αρίας θυμάται ακόμη πως όταν ζήτησε έγγραφα για τις δανειακές συμβάσεις ο διοικητής της κεντρικής τράπεζας τον έστειλε σε μια αποθήκη του εθνικού νομισματοκοπείου μερικά χιλιόμετρα έξω από την πρωτεύουσα. Αντιμέτωπη κυριολεκτικά με ένα σωρό από πεταμένα χαρτιά, η ομάδα του Αρίας χρειάστηκε μία εβδομάδα για να διαπιστώσει ότι δεν υπήρχε τίποτα σχετικό με την έρευνά της και πως τα στοιχεία που είχαν ζητήσει βρίσκονταν από την πρώτη στιγμή στις αποθήκες της… κεντρικής τράπεζας.

Λίγες εβδομάδες αργότερα, αρκετά στελέχη του υπουργείου Οικονομικών, που είχαν τοποθετηθεί στις θέσεις τους από προηγούμενες κυβερνήσεις, άρχισαν να συγκεντρώνουν υπογραφές με αίτημα να απαγορευτεί διά παντός η είσοδος του Ούγκο Αρίας στις εγκαταστάσεις του υπουργείου. Παρά το γεγονός ότι ο επικεφαλής της ΕΛΕ βρισκόταν εκεί με προσωπική εντολή του προέδρου της χώρας, αποτελούσε persona non grata για τα στελέχη του σημαντικότερου υπουργείου της χώρας.

Προκειμένου να αντιμετωπίσει αυτή την κατάσταση, ο πρόεδρος Ραφαέλ Κορέα μετέτρεψε όλους τους πολίτες σε συνένοχους στο «έγκλημα». Με εντολή του η επιτροπή άρχισε να δημοσιεύσει την πορεία των ερευνών, ακόμη και με τηλεοπτικές εκπομπές. Η κυβέρνηση κρατούσε στα χέρια της ένα πανίσχυρο όπλο, το οποίο όμως μπορούσε να λειτουργήσει μόνον εάν συμμετείχαν ενεργά στη διαδικασία και οι ίδιοι οι ενδιαφερόμενοι. Ολοι αυτοί, δηλαδή, που έβλεπαν τη ζωή τους να καταστρέφεται από τη συνεχή γιγάντωση του δημόσιου χρέους.

Ο λογιστικός έλεγχος προκαλούσε πάντα πανικό στις πολιτικές και οικονομικές ελίτ καθεστώτων που είχαν διασπαθίσει πόρους του Δημοσίου καταφεύγοντας συνήθως και σε υπέρμετρο δανεισμό με λεόντειους όρους, από το εξωτερικό. Περισσότερο και από τους οικονομικούς κατακτητές ήταν πάντα οι οικονομικοί δωσίλογοι που έφερναν τις μεγαλύτερες αντιστάσεις.

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’

There is so much misinformation in mainstream corporate media about recent events in Nicaragua that it is a pity that Mary Ellsberg’s article for Pulse has added to it with a seemingly leftish critique. Ellsberg claims that recent articles, including from this website, often “ paint a picture of the crisis in Nicaragua that is dangerously misleading. ” Unfortunately, her own article does just that.
