Κούλογλου: Γκανγκστερική λογική στις διαπραγματεύσεις

Ο ευρωβουλευτής του ΣΥΡΙΖΑ Στέλιος Κούλογλου, κατά την τοποθέτησή του συνεδρίαση με θέμα «Οι εργασίες των Ηνωμένων Εθνών προς ένα πολυμερές πλαίσιο για την αναδιάρθρωση του χρέους», αποδόμησε τα πέντε σημεία που παρουσιάζονται ως «κανόνες για μια δίκαιη επίλυση της κρίσης», επισημαίνοντας μεταξύ άλλων πως στις διαπραγματεύσεις επικρατούν λογικές του νόμου της μαφίας. «Όταν κάποιος χρωστά λεφτά σε έναν γκάνστερ υπάρχει μια άλλου είδους σχέση, όπου οι εκβιασμοί είναι συνεχείς», τόνισε.

Στη συνεδρίαση, που διοργάνωσε το Ευρωπαϊκό Δίκτυο για το χρέος και την ανάπτυξη Eurοdad, συμμετείχαν μεταξύ άλλων:

  • Ο Μιγκέλ Ουρμπάν των Ποδέμος.
  • Ο πρέσβης της Βολιβίας, Σάσα Γιορέντι, επικεφαλής της ειδικής επιτροπής της Γενικής Συνέλευσης του ΟΗΕ για την αναδιάρθρωση του δημοσίου χρέους.
  • Ο Ρίτσαρντ Κότζουλ-Ράιτ, διευθυντής του Τμήματος Παγκοσμιοποίησης και Αναπτυξιακών Στρατηγικών της Διάσκεψη των Ηνωμένων Εθνών για το Εμπόριο και την Ανάπτυξη.

Στόχος της συνάντησης αυτής ήταν η ευαισθητοποίηση των μελών του Ευρωπαϊκού Κοινοβουλίου σχετικά με τις εργασίες των Ηνωμένων Εθνών και η ανταλλαγή απόψεων σχετικά με τις δυνατότητες της ύπαρξης ενός διεθνούς μηχανισμού διαχείρισης του κυρίαρχου χρέους.

To Σεπτέμβριο 2014, η Γενική Συνέλευση των Ηνωμένων Εθνών ενέκρινε ένα ψήφισμα με τίτλο «Προς τη δημιουργία ενός πολυμερούς νομικού πλαισίου για τις διαδικασίες αναδιάρθρωσης του χρέους», το οποίο οδήγησε στη σύσταση ειδικής επιτροπής του ΟΗΕ με εντολή τη δημιουργία αυτού του πολυμερούς πλαισίου. Βασική συμβολή στο έργο της ειδικής Επιτροπής θα αποτελέσει ο νέος οδικός χάρτης για το δημόσιο χρέος τον οποίο έχει εκπονήσει ομάδα εμπειρογνωμόνων της Διάσκεψης του ΟΗΕ για το Εμπόριο και την Ανάπτυξη, κατά τα τελευταία δύο χρόνια και τώρα είναι έτοιμος να ξεκινήσει.

Ο ευρωβουλευτής του ΣΥΡΙΖΑ Στέλιος Κούλογλου ξεκίνησε την τοποθέτησή του επισημαίνοντας πως «ακούγοντας τα όσα έχουν ειπωθεί ειδικά σε ότι αφορά σε μια δίκαιη επίλυση της κρίσης, θα έλεγα ότι με έπιασε κατάθλιψη. Γιατί, κανένας από τους πέντε κανόνες που ανέφερε ο κύριος Ράιτ, δεν τηρήθηκε κατά τη διαχείριση της οικονομικής κρίσης στην Ελλάδα και μέχρι και αυτή τη στιγμή που μιλάμε δεν έχει ακόμα τηρηθεί».

«Για παράδειγμα, πρώτος κανόνας, η βιωσιμότητα. Όταν έγινε η πρώτη προσπάθεια επίλυσης του ζητήματος στην Ελλάδα, με τα μνημόνια της λιτότητας και το κούρεμα του χρέους που ακολούθησε, όταν ξέσπασε η κρίση, το ποσοστό του χρέους στο ΑΕΠ ήταν 120 τοις εκατό. Κι επειδή ήταν τόσο υψηλό, θεωρήθηκαν απαραίτητα το μνημόνιο και τα μέτρα λιτότητας. Τώρα, το ποσοστό έχει φτάσει στο 170 τοις εκατό. Έχει ανέβει δηλαδή πενήντα μονάδες. Οπότε δε μπορούμε να μιλάμε για βιωσιμότητα, όλοι εμείς εδώ στην Ευρωπαϊκή Ένωση υποκρινόμαστε ότι υπάρχει βιώσιμο χρέος, ενώ αυτό δεν ισχύει και η κατάσταση όλο και χειροτερεύει», ανέφερε και συνέχισε:

«Δεύτερον, ο κανόνας της καλής πίστης. Η επίλυση της κρίσης και η εφαρμογή μέτρων λιτότητας πέρασε ως μέτρο για τη σωτηρία του ελληνικού λαού. Οι Γερμανοί πολίτες πείστηκαν επίσης ότι είναι αναγκασμένοι να διασώσουν τους Έλληνες ενώ στην πραγματικότητα έσωναν τις γαλλικές και τις γερμανικές τράπεζες που ήταν εκτεθειμένες στο ελληνικό χρέος. Αυτό που έκαναν πριν από το κούρεμα, το 2010, αφού ξέσπασε η κρίση και πάρθηκαν τα πρώτα μέτρα, ήταν να μεταφέρουν το χρέος από τον ιδιωτικό τομέα, κυρίως των γαλλικών και γερμανικών τραπεζών, στα κυρίαρχα κράτη της ΕΕ.

Διαφάνεια. Τρίτος κανόνας. Δεν υπήρξε καμία διαφάνεια. Ακόμα και σήμερα δε γνωρίζουμε πόσο από το χρέος είναι επαχθές και πόσο όχι. Και δύο χρόνια μετά το ξέσπασμα της κρίσης, ήρθε το κούρεμα του χρέους και ο λαός, τα ιδρύματα, τα νοσοκομεία, τα πανεπιστήμια, υποχρεώθηκαν από την τότε κυβέρνηση να αποδεχτούν το κούρεμα, χωρίς να γνωρίζουν ότι τα μισά από τα δισεκατομύρια που είχαν σε ελληνικές τράπεζες, θα έπρεπε να περικοπούν.

Αμεροληψία. Επίσης δεν υπήρξε ποτέ. Η όλη κατάσταση παρουσιάστηκε με πολύ άσχημο τρόπο. Μεγάλο πρόβλημα είχαμε και με τα διεθνή ΜΜΕ, τα οποία αντιμετώπιζαν ρατσιστικά τον ελληνικό λαό στο σύνολό του ως τεμπέληδες και διεφθαρμένους. Την αρχή έκαναν μερικές γερμανικές εφημερίδες, όπως η BILD. Ενω, σύμφωνα με τις ευρωπαϊκές στατιστικές οι Έλληνες δουλεύουν πολύ περισσότερο από τους Γερμανούς. Σύμφωνα με τα επίσημα στοιχεία οι Έλληνες δουλεύουν 2100 ώρες το χρόνο ενώ οι Γερμανοί 1400. Άρα οι Έλληνες εργάζονται 30% παραπάνω από τους Γερμανούς. Αλλά παρουσιάστηκε τελείως διαφορετικά αυτό. Φυσικά υπάρχει πρόβλημα διαφάνειας στο ελληνικό κράτος, υπάρχει ανικανότητα της κυβέρνησης, περιπτώσεις διαφθοράς, ωστόσο το ζήτημα χειραγωγήθηκε και παρουσιάστηκε με τελείως διαφορετικό τρόπο.

Νομιμότητα. Δε βλέπω πουθενά καμία νομιμότητα. ακόμα και μετά τις τελευταίες εκλογές και την κατάργηση της λέξης τρόικα που είχε καταντήσει μισητή, αντιμετωπίζουμε μια νέα τρόικα, που αποτελείται από τρία στοιχεία : απειλές, εκβιασμούς και τελεσίγραφα. Η ίδια κατάσταση δηλαδή συνεχίζεται. Πρέπει να κάνετε αυτό που λέμε σε δέκα μέρες αλλιώς θα έρθει το τέλος του κόσμου, χρεοκοπία, θα γίνουν βιβλικές καταστροφές και λοιπά. Δεν υπάρχει λοιπόν νομιμότητα εκτός αν πιστεύετε ότι υπάρχει νομιμότητα ανάμεσα σ'έναν γκάνγκστερ και σε κάποιον που του χρωστά λεφτά. Ε, λοιπόν δεν υπάρχει. Είναι ένας συνεχής εκβιασμός.
