Το υπερόπλο της Ελλάδας

Λέγεται συχνά ότι ελάχιστοι γνωρίζουν καλύτερα τις γεωστρατηγικές εξελίξεις στις χώρες της βαλκανικής όσο οι Αμερικανοί διπλωμάτες. Όταν λοιπόν ο πρώην πρέσβης στην Αθήνα, Ντάνιελ Σπέκχαρντ, αποφάσισε πριν από μερικές ημέρες να ανοίξει τα χαρτιά του σε μια εφ’ όλης της ύλης συνέντευξη στην πολιτική επιθεώρηση Harvard Political Review (HPR), όλοι περίμεναν μια αποκαλυπτική ανάλυση για τις ισορροπίες με την Τουρκία, τις νέες σχέσεις με τη Μόσχα ή ακόμη και με το Ισραήλ. Ο Σπέκχαρντ όμως προτίμησε να εστιάσει τα σχόλιά του στο Ευρώ και το περιβόητο πλέον ενδεχόμενο ενός Grexit. «Μου προκαλεί εκνευρισμό και αγωνία το γεγονός ότι μέχρι πολύ πρόσφατα η Ευρώπη δε έδινε σημασία στα γεωστρατηγικά ζητήματα που διακυβεύοται από μια ενδεχόμενη έξοδο της Ελλάδας από την ευρωζώνη» δήλωσε ο πρώην εκπρόσωπος της αμερικανικής διπλωματίας στην Ελλάδα. Ο ίδιος έσπευσε να ξεκαθαρίσει ότι λέγοντας «Ευρώπη» εννοούσε τη Γερμανία της Μέρκελ: «Πρόσφατες δηλώσεις από το Βερολίνο αποδεικνύουν ότι ακόμη δεν κατανοούν πλήρως και δεν δίνουν την αρμόζουσα σημασία στις επιπτώσεις που θα υπάρξουν σε επίπεδο γεωστρατηγικών εξελίξεων». 

Για να μην υπάρξουν παρερμηνείες σε τι ακριβώς αναφερόταν ο πρώην πρέσβης, το HPR έσπευσε να διευκρινίσει ότι σε περίπτωση εξόδου από το ευρώ η Ελλάδα θα στραφεί αναγκαστικά και προς τη Ρωσία και τότε η Αθήνα μπορεί να μετατραπεί σε σημαντικό βαθμό ρυθμιστής της ενεργειακής αυτονομίας ολόκληρης της Ευρώπης. Το άρθρο έδινε ιδιαίτερη βαρύτητα στις επαφές του Έλληνα υπουργού Παραγωγικής Ανασυγκρότησης, Περιβάλλοντος και Ενέργειας, Παναγιώτη Λαφαζάνη με την ρωσική Gazprom και το ενδεχόμενο να μετατραπεί η Ελλάδα σε ενεργειακό κόμβο για το πέρασμα της ρωσικής ενέργειας προς την Ευρώπη.

«Καθώς όμως η Ευρώπη δεν έβλεπε μέχρι σήμερα το Grexit σαν ένα πραγματικά πιθανό ενδεχόμενο» κατέληγαν οι αναλυτές του HPR «η Ελλάδα δεν κατάφερνε να χρησιμοποιήσει αποτελεσματικά αυτό το όπλο στις διαπραγματεύσεις της με την Ε.Ε». Παρά το γεγονός ότι ο Σπέκχαρντ και το Harvard Political Review εστίαζαν το ενδιαφέρον τους στην αγορά ενέργειας, φαίνεται ότι είχαν πιάσει το βαθύτερο νόημα των συζητήσεων που διεξάγονται τις τελευταίες εβδομάδες σχετικά με το ενδεχόμενο εξόδου της Ελλάδας από την Ευρωζώνη.

Οι σοβαρότεροι αναλυτές συμφωνούν πλέον ότι οι εξελίξεις σε μια χώρα σαν την Ελλάδα, που αντιπροσωπεύει μόλις το 1.8% του ΑΕΠ των χωρών της Ευρωζώνης, δεν είναι πρωτίστως οικονομικές αλλά πολιτικές. «Η Ευρώπη, το ΝΑΤΟ και η Ε.Ε» σημείωνε πρόσφατα ο γνωστός επενδυτής Μάρκ Φάμπερ «δεν θέλουν να φύγει η Ελλάδα από την ευρωζώνη γιατί σε μια τέτοια περίπτωση θα τις χτυπήσουν την πόρτα άλλοι παίχτες, όπως η Ρωσία και Κίνα». Ο ίδιος συμπλήρωνε ότι μπροστά στα μάτια μας «διεξάγεται μια γεωπολιτική σκακιστική παρτίδα… με πολιτικές και όχι τόσο οικονομικές προεκτάσεις». Γνωστός στην αγορά με το ψευδώνυμο Dr Doom (Δρ όλεθρος), ο Φάμπερ είχε την άνεση και το θάρρος να πει ξεκάθαρα αυτό που δεν μπορούσε να διατυπώσει δημοσίως ο Σπέκχαρντ: «Η Ελλάδα έχει μια πολύ ισχυρή διαπραγματευτική θέση» εξηγούσε ο γνωστός επενδυτής για να θέσει αμέσως μετά το ρητορικό ερώτημα: «Και αν δηλαδή αποφασίσουν να μην πληρώσουν τι θα κάνουμε, θα εισβάλλουμε στη χώρα τους και θα τους απαγχονίσουμε έναν προς ένα;»

Την άποψη ότι το Grexit, ως αποτέλεσμα μιας παύσης πληρωμών, αποτελεί ένα πανίσχυρο διαπραγματευτικό όπλο στα χέρια της ελληνικής κυβέρνησης είχε αναπτύξει με διαφορετικό τρόπο και ο οικονομολόγος Μαρκ Βάισμπροτ από το Κέντρο Οικονομικών και Πολιτικών Ερευνών της Ουάσινγκτον (CERP). Λίγες μόλις ημέρες πριν από τις ελληνικές εκλογές ο Βάισμπροτ είχε υποστηρίξει ότι αν υπάρχει ένας λόγος για τον οποίο η Γερμανία φοβάται το ενδεχόμενο ενός Grexit είναι ότι η ελληνική οικονομία «θα ανακάμψει τόσο γρήγορα, ώστε και οι υπόλοιπες χώρες της ευρωζώνης θα θέλουν να εγκαταλείψουν τη νομισματική ένωση».

Το γεγονός βέβαια ότι ένα πιθανό Grexit σε συνδυασμό με στάση πληρωμών μπορεί να έχει εξαιρετικά θετικές επιπτώσεις για την ελληνική οικονομία δεν μειώνει την ανησυχία των κυρίαρχων μέσων ενημέρωσης της Ευρώπης για τις αλυσιδωτές αντιδράσεις που μπορεί να προκαλέσει σε άλλες οικονομίες της Ευρωζώνης. Κινούμενο κοντά στα όρια της υστερίας το Bloomberg προειδοποιούσε ότι θα πρόκειται για τη «μεγαλύτερη αθέτηση πληρωμών στην ιστορία του καπιταλισμού». Αναλυτές της Barclays έκαναν τις προηγούμενες ημέρες λόγο για το ενδεχόμενο μετάδοσης σε άλλες χώρες της ευρωπαϊκής περιφέρειας ενώ ουσιαστικά δήλωναν αδυναμία να προβλέψουν την αλλαγή που θα επέλθει στη λειτουργία των αγορών. Από την πλευρά της η Goldman Sachs σε έκθεσή της εντόπιζε το επόμενο κρούσμα στην οικονομία της Πορτογαλίας.

Ενώ λοιπόν κάθε ψυχρή οικονομική ανάλυση θα κατέληγε στο συμπέρασμα ότι μια οικονομία που δεν ξεπερνά το 2% της ευρωζώνης δεν μπορεί να επηρεάσει σημαντικά την ευρωπαϊκή οικονομία, στη συγκεκριμένη περίπτωση φαίνεται πως… η λογική σταματά εκεί που ξεκινούν τα όρια των αγορών. Η δημιουργία κλίματος πανικού σε περίπτωση μιας ελληνικής στάσης πληρωμών και εξόδου από το ενιαίο νόμισμα μπορεί πράγματι να μετατραπεί σε αυτοεκπληρούμενη προφητεία καθώς οι αντιδράσεις των αγορών δεν στηρίζονται σε πραγματικά δεδομένα αλλά στο γενικότερο ψυχολογικό κλίμα που θα επικρατήσει. Όπως έχει δείξει άλλωστε η οικονομική ιστορία των τελευταίων αιώνων όταν ένα οικονομικό σύστημα βρίσκεται αντιμέτωπο με δομική κρίση, ακόμη και το πιο ασήμαντο γεγονός μπορεί να επιφέρει αλυσιδωτές αντιδράσεις.

Αν όμως η Ουάσινγκτον φοβάται ότι το Grexit θα ενισχύσει την επιρροή της Ρωσίας στην Ευρώπη, εάν το Βερολίνο φοβάται ότι ίσως οδηγήσει σε ταχεία ανάπτυξη της ελληνικής οικονομίας και έτσι θα αποτελέσει πρότυπο και για άλλες χώρες και εάν οι αγορές φοβούνται ότι θα αποτελέσει τη σπίθα που μπορεί να φέρει την καταστροφή, μήπως η ελληνική κυβέρνηση έχει στα χέρια της ένα υπερόπλο το οποίο μέχρι στιγμής δεν έχει σκεφτεί να χρησιμοποιήσει;
