Η τράπεζα των BRICS αντίβαρο του ΔΝΤ για την Ελλάδα

Η αναπτυξιακή Τράπεζα της Ομάδας των BRICS μπορεί να καταστεί αντίβαρο του ΔΝΤ για την Ελλάδα, εκτιμά ο Ρώσος οικονομικός αναλυτής Βασίλι Καλτασόφ, επικεφαλής του Κέντρου Οικονομικών Μελετών του Ινστιτούτου Παγκοσμιοποίησης και Κοινωνικών Κινημάτων, ο οποίος μελετά συστηματικά τις εξελίξεις στη χώρα μας.

«Πρόκειται για μια νέα κίνηση, η οποία επιτρέπει στην Ελλάδα να αισθανθεί χώρα, που δεν είναι παρίας, αλλά είναι έτοιμη και ικανή για συνεργασία και το βασικότερο, χώρα, που αντιμετωπίζεται κατ' αυτόν τον τρόπο», δήλωσε ο οικονομολόγος στο ράδιο «Σπούτνικ», εκτιμώντας ωστόσο ότι «η Ελλάδα δεν θα μπορέσει τώρα να ενταχθεί στην Τράπεζα των BRICS, αλλά μπορεί να αποκτήσει καθεστώς παρατηρητή, δηλαδή να επιδείξει την έναρξη μιας ενταξιακής διαδικασίας στις δομές των BRICS. Και αυτό θα είναι αντίβαρο στην αναγκαστικά επώδυνη συνεργασία της Ελλάδας με το ΔΝΤ, την Παγκόσμια Τράπεζα και την Ευρωπαϊκή Κεντρική Τράπεζα».

Κατά τη γνώμη του Β.Καλτασόφ η Ελλάδα δεν χρειάζεται πρόσθετα δάνεια, αλλά κίνητρα ανάπτυξης. «Δεν χρειάζεται να βοηθήσουμε την Ελλάδα με χρήματα. Χρειάζεται να βοηθήσουμε μέσω της αγοράς, με την πώληση των προϊόντων της, με τουριστικές ροές και αποκατάσταση της βιομηχανίας της, συμπεριλαμβανομένων των ναυπηγείων, τα οποία κυριολεκτικά ισοπεδώθηκαν από τους Έλληνες εφοπλιστές, που στράφηκαν στη Ν.Κορέα», εκτιμά ο Β.Καλτασόφ, ο οποίος θεωρεί ότι «Για την Ελλάδα χρειάζονται κίνητρα ανάπτυξης. Το χρέος και η έλλειψη χρημάτων προκαλούν μόνο εμπόδια στην κίνηση προς αυτά τα κίνητρα. Για την Ελλάδα είναι αντικειμενικά απαραίτητη η διαγραφή του χρέους, αλλά μπορεί να μην γίνει τώρα, διότι η σημερινή κυβέρνηση δεν το θέλει και η κοινωνία φοβάται ότι η διαγραφή του χρέους θα οδηγήσει στην εκδίωξη της Ελλάδας από την ΕΕ, πράγμα, που συνεπάγεται ακόμη μεγαλύτερη οικονομική καταστροφή, σε σχέση με σήμερα».

Την πρόταση προς την Ελλάδα σχολιάζει, χαρακτηρίζοντάς την «εντυπωσιακή», ο βασικός αναλυτής του Κέντρου Οικονομικής Πρόγνωσης της GazpromBank Γεγκόρ Σούσιν, με δηλώσεις του στο ραδιοσταθμό «Κομερσάντ FM».

«Πιθανώς είναι ένα ορισμένο βήμα, ενδιαφέρον για την Τράπεζα των BRICS, ώστε να συμμετάσχουν όχι μόνο αναπτυσσόμενες, αλλά και αναπτυγμένες χώρες, πρόκειται δηλαδή για μια πολιτική κίνηση.

Από την άλλη πλευρά για την Ελλάδα τώρα το ζήτημα χρηματοδότησης της οικονομίας της είναι αρκετά ευαίσθητο, το ΔΝΤ προβάλει αρκετά αυστηρές απαιτήσεις και κάποια προγράμματα χρηματοδότησης από την εναλλακτική του ΔΝΤ Τράπεζα των BRICS μπορούν να αποτελέσουν ορισμένη διαφορετική λύση», είπε ο Γ.Σούσιν, εκτιμώντας ότι η συνδρομή των 2 δισ. δολαρίων ΗΠΑ εντός επτά ετών για τη συμμετοχή στην Τράπεζα αποτελεί ένα ποσό, που θα μπορούσε να αντέξει η Ελλάδα.

Μάλιστα ο Ρώσος σχολιαστής επισημαίνει ότι η ευρωζώνη και η Τράπεζα των BRICS δεν αποτελούν αντικρουόμενες δομές, καθώς η Τράπεζα αποτελεί κυρίως ένα είδος εναλλακτικής του ΔΝΤ για τις αναπτυσσόμενες χώρες, «καθώς η πολιτική του ΔΝΤ δεν τους ικανοποιεί πάντοτε και πρακτικά η διεύρυνση των μεριδίων των αναπτυσσόμενων χωρών στο ΔΝΤ έχει μπλοκαριστεί».
