Η αλήθεια για τη δήθεν «βελτιωμένη» πρόταση Γιούνκερ

Ουδεμία ουσιαστική διαφορά, πέραν του συντελεστή ΦΠΑ στα ξενοδοχεία, δεν έχει η πρόταση που είχαν παραδώσει οι πιστωτές στις 25 Ιουνίου κι εκείνη που δημοσιοποίησε σήμερα ο Ζαν Κλοντ Γιούνκερ ως δήθεν διαφορετική και τελική προσφορά των θεσμών. Κατά τον ισχυρισμούς Γιούνκερ η «διαφορετική» πρόταση δεν παρουσιάστηκε επειδή η ελληνική πλευρά αποχώρησε «μονομερώς από τις διαπραγματεύσεις».

Ωστόσο, η αντιπαραβολή των δύο προτάσεων, σημείο προς σημείο, δείχνει ότι η μοναδική διαφορά είναι πως στο κείμενο της 25ης Ιουνίου ο συντελεστής ΦΠΑ για τα ξενοδοχεία ήταν στο 23% και στο κείμενο Γιούνκερ έχει κατέβει στο 13%.

Πρόκειται, δε, για μια αλλαγή που ήταν ήδη γνωστή, μέσω διαρροών και πληροφοριών από την Πέμπτη και αποκαλύπτει τα υποκριτικά επιχειρήματα από την πλευρά των πιστωτών και την αμιγώς πολιτική τους στόχευση εν όψει του δημοψηφίσματος.

Οπως επισημαίνουν πηγές του Μαξίμου, και στα δύο κείμενα, το σημερινό και αυτό της 25ης Ιουνίου, που εδόθη ως τελεσίγραφο , οι θεσμοί ζητούν, μεταξύ άλλων:

Να επιβληθεί 23% ΦΠΑ στην εστίαση
Να καταργηθεί η έκπτωση ΦΠΑ στα νησιά
Να επιβληθεί προκαταβολή φόρου 100% στις εταιρίες και τους ελεύθερους επαγγελματίες
Να καταργηθούν οι εκπτώσεις φόρου για τους αγρότες (πετρέλαιο, φόρος εισοδήματος)
Να περικοπούν κατά €900 εκατ. (0,5% του ΑΕΠ) οι δαπάνες για την κοινωνική πρόνοια (επιδόματα κλπ)
Να περιοριστούν άμεσα οι πρόωρες συντάξεις
Να καταργηθεί σταδιακά το ΕΚΑΣ
Να εφαρμοστεί πλήρως ο μνημονιακός νόμος 3863/2010 για το ασφαλιστικό
Να εφαρμοστεί η ρήτρα μηδενικού ελλείμματος και η χρηματοδότηση των επικουρικών ταμείων να γίνεται μόνο από ίδιους πόρους
Να καταργηθούν όλες οι εισφορές υπέρ τρίτων που χρηματοδοτούν τα ασφαλιστικά ταμεία, που συνεπάγεται μείωση των εσόδων τους κατά πάνω από €700 εκατ.
Να αυξηθούν οι κρατήσεις για υγειονομική περίθαλψη στις συντάξεις από το 4% στο 6%
Να παγώσουν οι συντάξεις ως το 2021
Να νομοθετηθούν οι ομαδικές απολύσεις και να μην υπάρξει η επαναθέσπιση των συλλογικών διαπραγματεύσεων, αν δεν το επιτρέψουν οι θεσμοί
Να μειωθεί το ακατάσχετο των €1500 στις καταθέσεις
Να αυξηθεί το επιτόκιο που ισχύει για τη ρύθμιση οφειλών
Να μειωθούν οι μισθοί στο δημόσιο
Να εφαρμοστούν πλήρως οι εργαλειοθήκες του ΟΟΣΑ (γάλα, ψωμί, αρτοποιεία, Κυριακές κλπ).
Να υπάρξουν συντριπτικά πλήγματα στο ελληνικό φάρμακο.
Να προχωρήσει η ιδιωτικοποίηση του ΑΔΜΗΕ
Να πωληθούν οι μετοχές του ΟΤΕ που κατέχει το Δημόσιο
Να μην επιβληθεί η έκτακτη εισφορά 12% στα κέρδη άνω των 500.000 για τη χρήση του 2014.
Να μην επανέρθουν οι εργοδοτικές ασφαλιστικές εισφορές στα επίπεδα του 2014

Οι ίδιες πηγές του Μαξίμου σημειώνουν ότι «όλα τα παραπάνω αποτελούν μια δέσμη προτάσεων φιλοσοφίας Διεθνούς Νομισματικού Ταμείου οι οποίες παραδόθηκαν ως τελεσίγραφο στην Ελλάδα όπως προκύπτει και από την σχετική απόφαση του Eurogroup.

Η μόνο διαφορά αφορά τον ΦΠΑ στα ξενοδοχεία που, στο σημερινό κείμενο που αναρτήθηκε στην ιστοσελίδα της Κομισιόν, ο συντελεστής μειώνεται στο 13% από 23% που ζητούσαν την 25η Ιουνίου». «Το κείμενο που έδωσε στη δημοσιότητα η Κομισιόν βάζει τέλος στην παραφιλολογία» τονίζουν οι ίδιοι κύκλοι προσθέτοντας: «Όπως βάζει τέλος και στα επιχειρήματα των οπαδών του NAI ΣΕ ΟΛΑ οι οποίοι ισχυρίζονταν μέχρι τώρα ότι δεν υπάρχει κείμενο θεσμών».
