Η ΕΕ γίνεται «κουμπαράς» της βιομηχανίας όπλων

«Χρήματα του ευρωπαϊκού προϋπολογισμού μπορεί να διατίθενται για την ανάπτυξη όπλων για τη Σαουδική Αραβία». Με αυτό τον τίτλο παρουσιάζει η βρετανική εφημερίδα Independent την πρόταση της Ευρωπαϊκής Επιτροπής να κατευθύνονται χρήματα της ΕΕ σε βιομηχανίες όπλων.

Στην καρδιά του νέου σχεδίου, που παρουσίασε η Κομισιόν, βρίσκεται το λεγόμενο Ευρωπαϊκό Ταμείο Άμυνας, το οποίο θα χρησιμοποιεί χρήματα των χωρών μελών σε επενδύσεις στο χώρο της πολεμικής βιομηχανίας. Το γεγονός αυτό, επισημαίνει η βρετανική εφημερίδα, απομακρύνει περαιτέρω την ΕΕ από τους αρχικούς της στόχους καθώς το ταμείο μπορεί να χρησιμοποιηθεί για την παραγωγή όπλων που θα καταλήγουν σε αυταρχικά καθεστώτα.

Τα κεφάλαια που θα κατευθυνθούν αρχικά στο ταμείο είναι ακόμη μικρά (περίπου 25 εκατομμύρια ευρώ για έρευνα). Στόχος της Κομισιόν όμως είναι το ταμείο να διαθέτει σύντομα εκατοντάδες εκατομμύρια ή και δισεκατομμύρια ευρώ.

Σύμφωνα με το πρακτορείο Reuters, τα κεφάλαια που θα κατευθύνονται στο ταμείο δεν θα προσμετρώνται στα ελλείμματα των εθνικών προϋπολογισμών, τα οποία δεν μπορούν να ξεπερνούν το 3% του ΑΕΠ. Ενώ δηλαδή μια χώρα δεν μπορεί να ενισχύει τις κοινωνικές υπηρεσίες, την υγεία ή την εκπαίδευση, η ΕΕ θα της επιτρέπει να ξοδεύει αφειδώς τα χρήματα των φορολογούμενων στη βιομηχανία του θανάτου.

Πρόκειται ίσως για μια από τις πιο ιστορικές νίκες των λόμπι των πολεμικών βιομηχανιών στην Ευρώπη.

Ήδη 64.000 πολίτες έχουν υπογράψει ψήφισμα διαμαρτυρίας για τις προτάσεις της Ευρωπαϊκής Επιτροπής.

Πέρα όμως από την ανθρωπιστική πτυχή του ζητήματος η πρόταση της Κομισιόν είναι όπως φαίνεται κομμένη και ραμμένη στα μέτρα των ισχυρών χωρών της Ένωσης που διαθέτουν μεγάλες βιομηχανίες όπλων και μπορούν να χρησιμοποιήσουν τα κεφάλαια του ταμείου. Με τον τρόπο αυτό διευρύνεται το χάσμα ανταγωνιστικότητας που έχει πάρει τρομακτικές διαστάσεις εξαιτίας της δομής της ευρωζώνης.

Όπως σημειώνει το Reuters, επικαλούμενο αξιωματούχους της ΕΕ «κερδισμένες θα είναι οι μεγάλες χώρες της ΕΕ, όπως η Γερμανία, που έχει μια από τις μεγαλύτερες αμυντικές βιομηχανίες ενώ τα μικρότερα κράτη αντιμετωπίζουν μεγάλο επιχειρηματικό κίνδυνο».
