It’s the democracy, stupid

Κατά τον δρ. Σόιμπλε, το πρόβλημα και το ζητούμενο στην Ευρώπη σήμερα, είναι η τήρηση των κανόνων και η εφαρμογή των συμφωνιών. Εξ ου και στο Νταβός, ενώπιον του Έλληνα πρωθυπουργού, θυμήθηκε το προεκλογικό σλόγκαν του Μπιλ Κλίντον (it’s the economy stupid) και αναφώνησε: «It’s the implementation, stupid» («Είναι η εφαρμογή, ανόητε»).

Εκείνο που, παρεμπιπτόντως, δεν θυμήθηκε ο δρ. Σόιμπλε – για λόγους προφανούς… αβρότητας ― είναι το... άμεμπτο ιστορικό της Γερμανίας, στην εφαρμογή των ευρωπαϊκών κανόνων, δεσμεύσεων και συμφωνηθέντων.

Όπως, φερ’ ειπείν, στην εφαρμογή του Συμφώνου Σταθερότητας. Το οποίο πανηγυρικά και, μέσα σε μία νύχτα, είχε σπάσει και καταστρατηγήσει ο Γκέρχαρντ Σρέντερ το 2003, επειδή η Γερμανία και η σύμμαχος Γαλλία υπερέβαιναν το όριο του 3% στο έλλειμμα.

Όπως, επίσης, τους κανόνες της Κομισιόν για το εμπορικό ισοζύγιο. Τους οποίους σπάει συστηματικά και κατά συρροή η Γερμανία τα τελευταία τρία χρόνια, καταγράφοντας εμπορικό πλεόνασμα άνω του 7% χωρίς να υποστεί καμία κύρωση. Κι ας προβλέπονται κυρώσεις, ανάλογες με εκείνες των υψηλών ελλειμμάτων, για όσες χώρες της ευρωζώνης εμφανίζουν εμπορικό πλεόνασμα άνω του 6% (καθότι το υπερβολικό πλεόνασμα θεωρείται εξίσου διαβρωτικό για την οικονομία με τα υψηλά ελλείμματα).

Όπως, ακόμη, τη συνθήκη Σένγκεν. Την οποία, πρώτη φρόντισε να καταργήσει μονομερώς η Άνγκελα Μέρκελ, για να ακολουθήσουν ο ένας μετά τον άλλο και οι κεντροευρωπαίοι «δορυφόροι» του δρ. Σόιμπλε, γράφοντας στα παλαιότερα των υποδημάτων τους την ευρωπαϊκή αρχή της αλληλεγγύης και, μαζί, και τις ζωές των προσφύγων που πνίγονται στο Αιγαίο.

Και δεν θυμήθηκε, ούτε αυτή τη φορά, ο Βόλφγκανγκ Σόιμπλε πως η α λα καρτ, και με βάση το δίκαιο της πυγμής, εφαρμογή κανόνων και συμφωνιών μπορεί και να συνιστά ζήτημα δημοκρατίας.

Του το υπενθύμισε, μάλλον ευγενώς, κλείνοντας την δική του τοποθέτηση ο Έλληνας πρωθυπουργός: «Δεν είναι η ώρα για «exits», φράχτες και διχασμό στην Ευρώπη», είπε ο Αλέξης Τσίπρας.

Και πρόσθεσε ότι, αντιθέτως, είναι ώρα να «εμβαθύνουμε τη δημοκρατία, να ενισχύσουμε τον κοινοτικό προϋπολογισμό για μείωση ανισοτήτων, και την αλληλεγγύη».
