Κλειδωμένα παιδικά χαμόγελα

Την Τετάρτη, 27 Ιανουαρίου 2016, η Πρωτοβουλία για τα Δικαιώματα των Κρατουμένων πραγματοποίησε επίσκεψη στις Γυναικείες Φυλακές Ελεώνα Θηβών. Σήμερα στις εν λόγω φυλακές κρατούνται 341 γυναίκες. Από αυτές οι 109 είναι αλλοδαπές, οι 4 είναι ανήλικες (18-21 ετών), οι 32 υπόδικες και οι 38 ισοβίτισσες. Από το σύνολο των παραπάνω κρατούμενων οι 10 είναι μωρομάνες και κρατούνται στο Παράρτημα με τα παιδιά τους, τα οποία βάσει νόμου μπορούν να παραμείνουν μαζί τους έως την ηλικία των 3 ετών. Σήμερα υπάρχουν 11 παιδιά κρατούμενα από 0-3 ετών.

Αυτές είναι και οι γυναίκες που τα μέλη της Πρωτοβουλίας κατ’ αρχάς επιδίωξαν να επισκεφτούν, στο πλαίσιο της τρέχουσας καμπάνιας της Πρωτοβουλίας «ΚΑΝΕΝΑ ΜΩΡΟ ΣΕ ΚΕΛΙ» Από τη σύντομη συζήτηση με τις γυναίκες του Παραρτήματος αλλά και από τη συζήτηση με τη διεύθυνση της φυλακής διαπιστώθηκαν προβλήματα που καταδεικνύουν με τον πιο κατηγορηματικό τρόπο την πλήρη ανικανότητα της Πολιτείας να ανταποκριθεί στις θεσμοθετημένες υποχρεώσεις της. Η περίθαλψη των βρεφών και νηπίων έχει «ανατεθεί» πλήρως σε εθελοντή παιδίατρο, ενώ γυναικολόγος και οφθαλμίατρος ούτε καν σε εβδομαδιαία βάση δεν επισκέπτεται τις φυλακές, όπως συμβαίνει με κάποιες άλλες ειδικότητες. Επιπλέον, παντελής είναι η απουσία παιδαγωγού και παιδοψυχολόγου καθώς δεν προβλέπεται ανάλογη θέση από το οργανόγραμμα της φυλακής (!!) σύμφωνα με τον διευθυντή. Όμως η ύπαρξη των εν λόγω επαγγελματιών είναι απολύτως απαραίτητη όχι μόνο για τη γνωστική και ψυχο-κοινωνική ωρίμανση των παιδιών κρατουμένων τα οποία επί 24 ώρες παραμένουν εντός της φυλακής, χωρίς καμία δημιουργική απασχόληση και χωρίς καμία επαφή με τον έξω κόσμο καθώς η μεταφορά τους σε κάποιο βρεφονηπιακό σταθμό προσκρούει σε «τεχνικά» προσκόμματα εκ μέρους της διεύθυνσης, αλλά και για να καταστήσει εφικτή τη συμμετοχή των μητέρων τους στα ελάχιστα έστω εκπαιδευτικά προγράμματα που χάρη στον ανθρωπισμό κάποιων εθελοντών πραγματοποιούνται όταν και όποτε καθίσταται εφικτό.

Όσον αφορά την ύδρευση και τη θέρμανση, τουλάχιστον για τις μωρομάνες η κατάσταση κρίνεται σαφώς βελτιωμένη σε σχέση με προηγούμενες επισκέψεις μας, ωστόσο οι τέσσερις με πέντε ώρες θέρμανσης και ζεστού νερού δεν καλύπτουν πλήρως τις ανάγκες των γυναικών και των παιδιών τους. Τα ίδια ισχύουν και για τη διατροφή τους, καθώς όπως μας είπαν οι ίδιες και μας επιβεβαίωσε ο διευθυντής της φυλακής το διαιτολόγιο είναι λιτό και δεν περιλαμβάνει φρούτα παρά μόνον, όποτε και αν υπάρξει κάποιου τύπου δωρεά.

Σημαντικό πρόβλημα διαπιστώθηκε επίσης όσον αφορά την αντιμετώπιση έκτακτων περιστατικών ασθένειας με νωπό ακόμη το πρόσφατο παράδειγμα της εξηνταεφτάχρονης Γεωργίας Γεωργιάδου-Κάπρη η οποία ξεψύχησε στο υπηρεσιακό τζιπ, όπως ενημερωθήκαμε από τη διεύθυνση της φυλακής, κατά τη διάρκεια μεταγωγής της στο ανεπαρκέστατο ούτως ή άλλως «νοσοκομείο» της Θήβας. Το περιστατικό αυτό δείχνει με τον πλέον τραγικό τρόπο την απουσία ουσιαστικής μέριμνας για την προστασία της υγείας και της ζωής των κρατουμένων των ελληνικών φυλακών, καθώς η προαναφέρομενη κρατούμενη θα ζούσε αν η δραματική αδιαφορία δεν ωθούσε τόσο το νοσοκομείο του Ευαγγελισμού όσο και τη Φυλακή Κορυδαλλού να τη στείλουν εσπευσμένα πίσω στον Ελεώνα προτού αντιμετωπιστούν με την αναγκαία φροντίδα τα προβλήματα υγείας της και τα οποία σαφώς δεν βελτίωσε η γνωστή για την απάνθρωπη ταλαιπωρία που εμπεριέχει μεταγωγή με κλούβα. Για την υπόθεση αυτή, από όσο είμαστε σε θέση να γνωρίζουμε, δεν έχει καν διαταχθεί ΕΔΕ, γεγονός που ενισχύει την πεποίθησή μας πως οι κρατούμενοι της Ελλάδας αντιμετωπίζονται σαν άνθρωποι δεύτερης κατηγορίας.

Συνοψίζοντας, καλούμε το Υπουργείο Δικαιοσύνης να μεριμνήσει ώστε να διερευνηθούν οι ευθύνες που αναλογούν σε όσους ευθύνονται για το θάνατο της Γεωργίας Γεωργιάδου-Κάπρη, αλλά και να διασφαλιστούν οι συνθήκες που θα καταστήσουν αδύνατη την επανάληψη παρόμοιων περιστατικών. Επιπλέον, καλούμε την Πολιτεία να αναλάβει τις ευθύνες της όσον αφορά την ιατροφαρμακευτική περίθαλψη, τη σίτιση, την εκπαίδευση και τη δημιουργική απασχόληση των κρατούμενων –γυναικών και παιδιών–, ευθύνες που απ’ ό,τι φαίνεται για την ώρα έχουν άτυπα μεταβιβαστεί σε εθελοντές.

Τέλος, όπως επισημαίνουμε και στην τρέχουσα καμπάνια μας, θα επιμείνουμε μέχρι τέλους στην επιτακτική ανάγκη βελτίωσης της νομοθεσίας και των τιμωρητικών πρακτικών που αφορούν τις μητέρες κρατούμενες και τα παιδιά τους στο σύνολό τους, καταδεικνύοντας πως εναλλακτικές μορφές έκτισης της ποινής υπάρχουν και είναι εύκολο να εφαρμοστούν, όπως συμβαίνει σε πολλές ακόμη χώρες, αρκεί να υπάρχει πολιτική βούληση εκ μέρους της Πολιτείας.
