Ο επικεφαλής του "σκιώδους συμβουλίου" της ΕΚΤ επιβεβαιώνει ότι η ευρωζώνη είναι μια χρηματοπιστωτική δικτατορία!

Τον Νοέμβριο του 2002, δύο από τις ναυαρχίδες του οικονομικού Τύπου, η γερμανική Handelsblatt και η αμερικανική Wall Street Journal, είχαν μια φαεινή ιδέα:

Θα δημιουργήσουμε, είπαν, ένα «σκιώδες συμβούλιο», αποτελούμενο από ορισμένους από τους σημαντικότερους οικονομολόγους πανεπιστημίων, αλλά και του ιδιωτικού τομέα, το οποίο θα συνεδριάζει κάθε μήνα πριν από το διοικητικό συμβούλιο της ΕΚΤ και θα προτείνει εάν το βασικό επιτόκιο πρέπει να αυξηθεί, να μειωθεί ή να παραμείνει σταθερό.

Παρά το γεγονός ότι δεν έχει θεσμικά χαρακτηριστικά, η ύπαρξη του σκιώδους συμβουλίου ως συμβουλευτικού οργάνου προβλεπόταν στη Συνθήκη του Μάαστριχτ και σύντομα μετατράπηκε σε άτυπο «θεσμό», οι αποφάσεις του οποίου εισακούονται στο στρατηγείο της ΕΚΤ στη Φρανκφούρτη.

Ουσιαστικά, στόχος του σκιώδους συμβουλίου, όπως έγραφε παλαιότερα η Wall Street Journal, ήταν «να γεφυρώνει με τις απόψεις του το χάσμα ανάμεσα στην πολιτική της βρετανικής κεντρικής τράπεζας και της γερμανικής Μπούντεσμπανκ».

Πρόεδρος και συντονιστής του συμβουλίου ορίστηκε από την πρώτη ημέρα ο δημοσιογράφος της Handelsblatt, Νόρμπερτ Χέρινγκ, ο οποίος έκτοτε συμμετέχει σε κάθε συνεδρίαση, χωρίς να διαθέτει όμως δικαίωμα ψήφου.

Οταν τον συνάντησα πριν από μερικές ημέρες στις Βρυξέλλες, για τα γυρίσματα του ντοκιμαντέρ This is not a coup, είχα προετοιμαστεί να αντιμετωπίσω έναν ακόμη ένθερμο θιασώτη των ευρωπαϊκών θεσμών.

Στο τηλέφωνο με είχε προειδοποιήσει βέβαια ότι οι απόψεις του δεν εκφράζουν τις αποφάσεις του σκιώδους συμβουλίου. Τίποτα όμως δεν με είχε προετοιμάσει για τις «βόμβες» που θα επιχειρούσε να τοποθετήσει στα θεμέλια του ευρωσυστήματος.

«Είναι σκανδαλώδες», μου είπε ξεκινώντας τη συνέντευξη, «ότι ένας κεντρικός τραπεζίτης όπως ο Στουρνάρας μπορεί να δηλώνει δημοσίως ότι μπλόκαρε τις προσπάθειες της κυβέρνησής του για τη δημιουργία ενός παράλληλου νομίσματος και να μην καταλήγει στη φυλακή».

«Αυτή τη φορά», συμπλήρωσε, «δεν έχουμε ένα σιωπηρό πραξικόπημα», όπως στην περίπτωση της Κύπρου, της Ιταλίας ή της Ιρλανδίας, «αλλά ένα αληθινό πραξικόπημα το οποίο παραβιάζει τις αρμοδιότητες της κεντρικής τράπεζας και εμπλέκεται ανοιχτά στην πολιτική ζωή μιας χώρας».

Για τον Χέρινγκ, η ΕΚΤ έχει μετατραπεί πλέον σε έναν πανίσχυρο παίκτη ο οποίος συνομιλεί απευθείας με τις μεγαλύτερες τράπεζες του πλανήτη και δεν μπορεί να ελεγχθεί ούτε καν από τα θεσμικά όργανα της Ε.Ε.

«Η λεγόμενη ανεξαρτησία της ΕΚΤ και των εθνικών τραπεζών», μου εξηγεί, «είναι εικονική. Το γεγονός ότι οι εκλεγμένες κυβερνήσεις δεν μπορούν να επηρεάσουν τις αποφάσεις της σημαίνει ότι αυξάνεται η επιρροή άλλων παικτών και αναφέρομαι φυσικά στα μεγάλα χρηματοπιστωτικά ιδρύματα. Η ΕΚΤ βρίσκεται πάντα στο πλευρό των μεγάλων τραπεζών».

Σύμφωνα με τον Χέρινγκ, η ΕΚΤ είναι πλέον σε θέση να αποφασίζει εάν θα διατηρήσει μια κυβέρνηση στην εξουσία ή θα την αφήσει να καταρρεύσει όταν θα δεχτεί πιέσεις από τις αγορές – και αυτό ακριβώς συνέβη με την κυβέρνηση του Μπερλουσκόνι στην Ιταλία.

«Οι εθνικές κεντρικές τράπεζες», συνεχίζει ο ίδιος, «αποτελούν τμήμα του συστήματος της ΕΚΤ και έχουν τρομακτική ικανότητα να εκβιάζουν κυβερνήσεις».

Μέσω της ανταλλαγής μεγάλων πακέτων ομολόγων προκαλούν μεγάλες αυξομοιώσεις επιτοκίων, αναγκάζοντας τις κυβερνήσεις να τους δώσουν όποια ανταλλάγματα επιθυμούν. Παράλληλα όμως «δίνουν συνεχώς πληροφορίες στην ΕΚΤ, με τις οποίες μπορεί να εκβιάζει τις κυβερνήσεις».

Ο λόγος του Χέρινγκ φαίνεται να επιβεβαιώνει όσους αντιμετώπιζαν τον κεντρικό τραπεζίτη σαν «πέμπτη φάλαγγα» της ΕΚΤ. Και το ερώτημα που προκύπτει είναι αν υπήρχαν πράγματι άνθρωποι που πίστεψαν ότι μια κυβέρνηση θα ήταν σε θέση να ασκήσει ανεξάρτητη πολιτική δίπλα σε μια «ανεξάρτητη» κεντρική τράπεζα.

    Ύστερα από τα παραπάνω μπορεί να λυθεί η απορία το πως το ΟΧΙ έγινε ΝΑΙ και να δημιουργηθεί ένα ερώτημα κατα πόσον είναι αληθή τα αποτελέσματα των οποιονδήποτε εκλογών, κομματικών, εθνικών.......

A response to misinformation on Nicaragua: it was a coup, not a ‘massacre’
