H Λαγκάρντ «έσβησε» τα λάθη του ΔΝΤ από έκθεση αξιολόγησης του Ταμείου!

Η Κριστίν Λακάρντ και το Εκτελεστικό Συμβούλιο του ΔΝΤ προστάτεψαν το προσωπικό του Ταμείου και απέρριψαν την εισήγηση του Ανεξάρτητου Γραφείου Αξιολόγησης (Ιndependent Evaluation Office-IEO) ότι έγιναν πολιτικές υποδείξεις και αλλοιώθηκαν οι τεχνικές αναλύσεις που αφορούσαν το ρόλο του στα προγράμματα της Ελλάδας, Ιρλανδίας και Πορτογαλίας την περίοδο 2010-2011.

Σύμφωνα με τη Real, η παραπάνω εξέλιξη ήταν αποκορύφωμα μιας δίωρης συνεδρίασης του Εκτελεστικού Συμβουλίου στην οποία συζητήθηκε ενδελεχώς η περίφημη έκθεση του Ανεξάρτητου Γραφείου Αξιολόγησης (Independent Evaluation Office- ΙΕΟ), μιας ουσιαστικά έρευνας, στην οποία κλήθηκαν να μιλήσουν οι βασικοί πρωταγωνιστές των προγραμμάτων και που διήρκεσε σχεδόν δύο χρόνια.

Σημειώνεται πως οι πέντε εισηγήσεις που είχε κάνει το ΙΕΟ προς τη γενική διευθύντρια του ΔΝΤ Κριστίν Λαγκάρντ και τα μέλη του Εκτελεστικού Συμβουλίου, κινήθηκαν προς την κατεύθυνση του τι θα μπορούσε να κάνει καλύτερα το ΔΝΤ.

Το ΙΕΟ πρότεινε, λοιπόν, να αποφεύγονται οι πολιτικές πιέσεις στις τεχνικές αναλύσεις, να υπάρχει καλύτερη επόπτευση και διαφάνεια των προγραμμάτων, να βελτιωθεί το σύστημα παρακολούθησης των χωρών που βρίσκονται σε πρόγραμμα, να μην παίρνονται αποφάσεις υπό καθεστώς πίεσης και τέλος να αναπτύξει το ΔΝΤ μια πολιτική για το πως θα αντιμετωπίζονται οι οικονομικές ενώσεις σαν την Ευρωζώνη.

Από τις πέντε συστάσεις η Κριστίν Λαγκάρντ και η πλειοψηφία των μελών του Εκτελεστικού Συμβουλίου δέχθηκε μόνο τις 4 και απέρριψε την βασικότερη περί πολιτικής επιρροής στις τεχνικές αναλύσεις που σχεδίασε το προσωπικό του Ταμείου σε μια εμφανή προσπάθεια να διασωθεί το κύρος του ΔΝΤ και των μελών του. Η δικαιολογία που επικαλέστηκε, σύμφωνα με τη Real, η γενική διευθύντρια του ΔΝΤ ήταν ότι «δεν υπήρχαν αποδεικτικά στοιχεία που να τεκμηριώνουν ότι υπήρξε πολιτική πίεση...».

Σύμφωνα με τα βασικά στοιχεία της έκθεσης, το Ανεξάρτητο Γραφείο Αξιολόγησης επιρρίπτει ευθύνες στην τότε διοίκηση του Ταμείου και εμμέσως στο δίδυμο Ντομινίκ Στρος Καν και Πολ Τόμσεν που ήταν οι κυρίως υπεύθυνοι για το ελληνικό πρόγραμμα.

Μεταξύ άλλων, αναφέρεται ότι το Ταμείο στην περίπτωση της Ελλάδας αποφάσισε το 2010 να τη χρηματοδοτήσει με ποσό μεγαλύτερο από αυτό που της αντιστοιχούσε (exceptional access), ωστόσο της υπέρογκης χρηματοδότησης δεν προηγήθηκε αναδιάρθρωση χρέους, επειδή η Ευρωπαϊκή Επιτροπή, η ΕΚΤ και κάποια κράτη-μέλη ήταν αντίθετα.

Σημειώνεται πως το ΙΕΟ διατηρεί την απόλυτη ανεξαρτησία σε σχέση με την υπόλοιπη δομή του ΔΝΤ. Ο οικονομολόγος Σίντζι Ταγκάκι, επικεφαλής του ΙΕΟ, αναφέρεται απευθείας στην Κριστίν Λαγκάρντ και αποστολή του είναι να διεξάγει αυστηρό έλεγχο των πεπραγμένων των προγραμμάτων, ενώ και στο παρελθόν έχει ασκήσει αυστηρή κριτική για τις ευθύνες των τεχνοκρατών του ΔΝΤ και τις παραλείψεις τους.

Επιπλέον, η απάντηση της Λαγκάρντ στην πρόσφατη επιστολή Τσίπρα με αφορμή τις διαρροές, είναι ακόμα πιο αποκαλυπτική. Όχι μόνο παρείχε πλήρη κάλυψη στους οικονομικούς δολοφόνους της, αλλά απείλησε ότι αν δεν πάρει η Ελληνική κυβέρνηση τα μέτρα που θέλει το ΔΝΤ τώρα, θα χρειαστεί να πάρει περισσότερα στο μέλλον. "Κλασική" πλέον απειλή από τους νεοφιλελεύθερους ταλιμπάν, είτε αυτοί βρίσκονται στο Βερολίνο, είτε στις Βρυξέλλες, είτε στην Ουάσιγκτον.
